Summary

As normal the monthly Meeting for Food security cluster was held in Region. This month of March 2014 the members of Middle Shabelle Regional food security cluster came together to discuss the food security issues, challenges and share information. The meeting focused mainly on the current situation in Middle Shabelle and how this has affected the livelihood of the people in the region and the gaps that exists in the region.

Welcome and Introductions

The Vice Coordinator of Middle Shabelle Food security Cluster welcomed the participants, and then called for a member to recite verses of Holly Quran as the usual opening of the meeting. Then the members introduced themselves, their position and the organization they are representing.

Dr. Idow the Vice Coordinator of Middle Shabelle FSC gave a brief update on emergency interventions in terms of Livelihood and shelter. He also updated on a lack of presence of International NGOs and UN Agencies in the region while its only few L/INGOs who have undertaken limited interventions. The IDPs who fled from Civil War and Floods still remain in the IDP Camps since they cannot have access to return to their original villages. They are also in need of shelter since their houses were burnt down. Their means of livelihood is also limited, so their access to food is also limited. They require Food for Work, Food for Assets or Cash for Work.

Dr. Idow the V/C of Middle Shabelle Regional Food Security Cluster said that the Tenure of Coordination of FSC was ended in February 2014 and this month they are continuing the FSC meeting till the Election which will be sent Mid-April 2014. He said that he will circulate the Form of Election to Middle Shabelle Food Security Cluster Members.

Dr. Idow of WOCCA is working as an expert with the Ministry of Agriculture doing on river embankment in Jowhar and surrounding villages with Bulldozers. This will reinforce the embankments before the river levels go high during the Gu rains. They will also provide Tractor hours and Seed distribution to the most vulnerable villages that were displaced by the Floods and Civil War around 400 Families (each family will be provided one hector and 20kg of Maize Seeds).

The District Commissioner, Chair for Prevention of Disaster in Middle Shabelle and Middle Shabelle Women Group participated in the meeting. The members present introduced themselves to the guest after which the guests thanked everyone who was present and said that they were happy this meeting was held in Middle Shabelle and that it’s a sign that the security is improving.

Mohammed Osman Aqil the District commissioner of Jowhar started off the meeting by welcoming the participants and discussed the following points:

 Food insecurity exists in the Region and appeal to International Donors/UN-Agencies 5  Thanked Ministry of Agriculture for their response in the river embankment  Food Insecurity of the Displaced communities and how they would return to their original villages  Requisition of Embankment in Jowhar especially Badda Cas of Hanti Wadaag Sector inside Jowhar Town when the rain starts in GU season all these communities will be displaced to other locations

Food Insecurity exists in the region and Appeal to International Donors /UN-Agencies: Last year, 2013 the region was faced with many problems such as the Floods which affected the community of Middle Shabelle. The floods started early April and destroyed many Villages and farms. As for the last two seasons farmers did not receive any crop production (Crop Failure) since the floods had covered a large distance from Middle Shabelle to . Also many lives were lost during the Civil War and even they lost their shelter forcing them to move to other areas. Most of them now are IDPS in Jowhar Town, Congo, Daanyeerey and Jowhar Airport. Due to this we are requesting for Humanitarian Assistance especially in terms of Livelihood and Shelter to the displaced people.

River Embankments: We requested for support last month for river embankment because when the rains start the river levels comes up causing the Flooding. This destroys many lives, assets, farmlands, houses and livestock but fortunately the Ministry of Agriculture Federal Government responded our requisition to make river embankment to 12 Breakages in Jowhar and surrounding areas and providing Land preparation & Distribution of seeds to 400

Beneficiaries. They also offered to repair Kallundi Primary Canal that gets affected by the Floods.

Food security of the displaced communities and how they will return to their original villages: The displaced people from different villages have no food to eat, those in the IDPs camps have no water to drink because water trucking of ICRC was stopped. In the Airport there has been severe food insecurity and reported deaths. There is no distribution of food from any organization either local or international.

Local Authorities are requesting some support in Middle Shabelle Community with humanitarian aid. We are appealing to International Donors/UN-Agencies as this is an Emergency.

Chair of Prevention Emergencies in Middle Shabelle Osman Barrey said that we are very sorry for the problems encountered Middle Shabelle region about Floods, Civil Wars and sometimes occurrence of droughts. We would like to support our vulnerable people who have been displaced and we are thinking that the International Donors will assist us on how to return the IDPs to their original villages.

The Chair Women Group in Middle Shabelle Sacdiyo Buris requested the L/INGOs to support the Women in the region who have a lot of problems in terms of Livelihoods because they are unemployed and also to provide Materials for Sanitation and Hygiene. The IDPs in the Airport Women and Children are the most vulnerable people and need support for humanitarian 6 assistance to in terms of distributing Food and also provide Food for work.

Review and agreement of previous minutes

The previous minutes were reviewed and approved by the members who were present in the previous meeting. However there were still challenges/constraints in the region that were a major problem existing presently like shortage of food, need for shelter and constructing the original villages which were burnt houses during civil war and Flood affected people.

Current situation

The IDPs in the region are in the worst situation because of shortage of Food and Water; some in the IDP Camps have died due to lack of food. Still others who are in the Camps cannot return to their original homes due to financial constraints and also they have no support from L/INGOs working in the region. There are limited interventions in the area and the people need an emergency intervention in terms of Livelihoods, Shelter and WASH.

GAPS Participants discussed the current GAPS in the areas and the previous ones which have not been addressed as of yet:

 Unable to cultivate their Farmlands in the coming GU season because no crop production has been received in the last two seasons of GU and DEYR

 Shortage of food that might lead to malnutrition of vulnerable people  No crop Production due to the floods as well as civil war  All infrastructures of Canals were destroyed by the Floods  Rehabilitation of Feeder Roads because of Floods  No access to purchasing seeds to cultivate  Crop Production failure which has resulted to food insecurity  Destruction of their original houses due to Floods and Civil War  Unemployment is high for the displaced communities  Inaccessibility of Transportation because all roads were cut due to Flooding

The members said that they have been informing the cluster on what, where and when on livelihood programs but very small number of agencies mentioned their activities in term of livelihood. The current security situation in the area is good; the biggest challenge now are shortage of food, water to drink because water trucking from ICRC was stopped the IDPs in the

Airport also need to construct their original villages in order to return although the Government settled the conflict in the Locations.

8 INTERSOM FFA-Canal rehabilitation in Gumarey,  Target another villages after Kallundi and Gumbe villages Flood and this Project in Middle Civil War Affected communities of Shabelle Jowhar District for canal rehabilitation starting January 2014 – April 2014 (4 months). Number of Beneficiaries benefited was 1,213 households which are (Gumarey 405, Gumbe 404 and Kalundi 404 HHs). Each family receives cereals 50kg, cooking oil 5 liters, CSB 10kg, pulses 10kg. Duration of project is 4 months starting January up to April 2014.

9 HAPOCHILD FFA-Canal rehabilitation in Primo,  Our Planning future Bayahow and Shaminto villages of Jowhar activities after fining this district of Middle Shabelle for canal project targeting another rehabilitation. Each family receives villages of Flood and Civil 9 cereals 50kg, cooking oil 5 liters, CSB War Affected 10kg, pulses 10kg. Duration of project is 4 months starting January up to April 2014. Number of beneficiaries benefiting are 1,200 HH. 10 SCC 7 villages Education Training for the  Assessment for Livelihood Teachers in the Region 11 ORDO FFA- from WFP number of beneficiaries  Assessment another villages benefiting are 1,213 in 2 villages in Nukay in the Region and Halgan and they are receiving: cereals 50kg, cooking oil 5 liters, CSB 10kg, pulses 10kg. villages. so in the future we are interesting to give special training to women in three villages.
