Fibromialgia P6_TA(2009)0014 Oświadczenie pisemne Parlamentu Europejskiego w sprawie fibromialgii (2010/C 46 E/07) Parlament Europejski, — uwzględniając art. 116 Regulaminu, A. mając na uwadze, że blisko 14 milionów osób w Unii Europejskiej i od 1% do 3% populacji światowej cierpi na fibromialgię - obciążające schorzenie skutkujące chronicznym, rozległym bólem, B. mając na uwadze, że w roku 1992 Światowa Organizacja Zdrowia uznała fibromialgię za chorobę, lecz jak dotąd nie dokonano jeszcze odnośnego wpisu do oficjalnego wspólnotowego wykazu kodów, co skutkuje wyłączeniem pacjentów spod zakresu oficjalnych diagnoz, C. mając na uwadze, że pacjenci cierpiący na fibromialgię charakteryzują się większą częstotliwością wizyt u lekarzy ogólnych i większą liczbą konsultacji specjalistycznych, a także częstszymi zwolnieniami lekar­ skimi i korzystaniem z szerszej gamy usług, co powoduje w Europie znaczne obiążenie finansowe, D. mając na uwadze, że przy braku dostępu do właściwego leczenia i wsparcia, osoby cierpiące na fibro­ mialgię zmuszone są do zmagania się z wieloma przeciwnościami w celu prowadzenia godnego i nieza­ leżnego życia; 1. wzywa Komisję i Radę do: — wypracowania wspólnotowej strategii z zakresu fibromialgii w celu uznania tego schorzenia za chorobę; — wsparcia działań na rzecz zwiększania poziomu świadomości społecznej i ułatwienia dostępu personelu medycznego i pacjentów do właściwych informacji poprzez wspieranie odnośnych kampanii europej­ skich i krajowych; — zachęcenia państw członkowskich do usprawnienia dostępu do diagnostyki i lecznictwa; — ułatwienia prowadzenia badań z zakresu fibromialgii poprzez programy robocze 7. programu ramo­ wego, a także przyszłe programy badawcze; — wsparcia rozwoju programów z zakresu gromadzenia danych dotyczących fibromialgii. 2. zobowiązuje swojego przewodniczącego do przekazania niniejszego oświadczenia, wraz z nazwiskami sygnatariuszy, Radzie, Komisji oraz parlamentom państw członkowskich. It sets out in detail the Commission s main legislative priorities for the next 12 months to come, and consists of new initiatives as well as prioritisation of initiatives that are currently on the table. As the current Commission enters its final year, the Programme focuses on delivery with only a limited number of actual new priorities. On CMU, the Commission announces its objective to conclude, notably, the files on PEPP, insolvency, ESAs reform, crowdfunding, and the SME listings proposals. The Commission s new CMU Communication, published later in November, provides even more detail on the CMU priorities (see article below).     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

However, as Michael Burri explains, Karas is now posing some difficult questions for the ÖVP and its Chancellor Sebastian Kurz ahead of the next European Parliament elections in May 2019. The European Parliament (EP) recently passed a modest electoral reform package designed to address worries about another low turnout in the next EP elections in May 2019. But the bigger worry for many is that voters across Europe who rewarded anti-EU sentiment in national elections in 2017 will do the same again. A European Parliament tailored to the agenda of Eurosceptic members would make the EP a much different institution than it is today. But the latest tumult over the European Parliament elections in Austria, a country where national political sentiment turned against the EU in 2017, suggests some of the risks that such a shift can bring for ruling parties, and the situation is exposing fractures between national and European party leaders. Situated along this fracture line is Othmar Karas, the leader of the Austrian People’s Party’s (ÖVP) delegation to the European Parliament. Pulse of Europe provides the first pan-European, scalable grassroots project for the participation of Euro- peans in EU policy decisions. It works both offline in a private environment and now also online via our Video HomeParliaments. Our mission is to create a per- manent, bottom-up format for engaging with EU policymakers. For the first time, late 2020 people from Ger- many, Austria, Italy, Luxembourg, Poland, Belgium, the Netherlands, Sweden, Portugal, Spain, Bulgaria and France exchanged their expectations for the EU. In addition, numer- ous cross-border HomeParliaments con- tributed to a transnational European dialogue. About 700 Europeans participated in local HomeParliaments. Another 500 discussed the future of European solidarity via the new Video HomeParliaments.
