It is proposed that the door head is at the same level as the screen head, also that the upper glazed panel of the door is two panels, not three, for two reasons, firstly it follows the same rhythm as the main screen and, secondly, it reflects the lower door panels. The other door patterns should match, although their heads could be set at the level of the existing arch springing.

f) The measures approved in the scheme have been implemented. Thereafter a verification report shall be submitted upon completion of any works.

9 The development here by permitted shall not begin until a scheme has been submitted and approved in writing by the local planning authority for the provision of off-site public open space in accordance with Local Plan Policy R4 and IMP2. The provision of off-site open space shall be provided in accordance with the approved scheme.

10 The development hereby permitted shall not begin until a scheme for the provision of affordable housing has been submitted to and approved in writing by the local planning authority. The affordable housing will be provided in accordance with the approved scheme. The scheme shall include:

JUSTIFICATION FOR GRANTING CONSENT

The proposed development is considered compliant with the broad thrust of Harrogate District Local Plan (HDLP) Policy C16, in that the barns are as a whole capable of conversion without requiring extensive alteration or rebuilding works. It is clear that more re-building works will be required to the stone barn, particularly to the southern gable and roof, but given the contribution of this structure to the group as a whole, the conversion of this structure is on balance considered acceptable. The provision of two affordable housing units ensures that the scheme complies with HDLP Policy H5. Such provision can be controlled by the attachment of a Grampian condition. To ensure that the development does not extend into open countryside and to ensure the provision of appropriate boundary treatment, it is necessary to attach a controlling condition.

1. The development is consistent with the information submitted as part of the outline planning application albeit it is a large agricultural development. By use of suitable dark coloured materials; because of the land configuration and additional planting to further assimilate the development into the landscape, the impact of this large development will be limited. The siting and design is considered acceptable, However the details of landscaping are not comprehensive, do not provide sufficient for a large development such as this and will need to be the subject of additional planting, particularly along all the boundaries of the site, and include confirmation that the existing tree on the site as well as the existing planting around the north east and north west boundaries will be retained to comply with Local Plan Policies.
