ABOUT THE COLLEGE

Tyagbir Hem Baruah College came into existence in the realm of higher education in Jamugurihat on July 16, 1963 as a result of noble endeavours of a few torch bearers with enormous support from hundreds of enlightened minds from the locality in their own capacity, guided by the ideals of optimism, courage and sacrifice. At the time of inception, the college was named as ''Jamuguri College'' which later on renamed after the famous freedom fighter Tyagbir Hem Baruah as per decision of the Executive Committee of the college on February 8, 1965. The college started its journey from Jamuguri Higher Secondary School to Bapuji Bhawan and finally to its present campusat Kusumtola (Karchantola) where on the auspicious day of February 5, 1964 the foun- dation stone of the permanent building of the college was laid by the then Education Minister of Assam Late Debakanta Baruah amidst peace, tranquillity and serene beauty of nature. The col- lege has presently a sprawling campus of about 30 acres of land with natural wetlands, converted to fish farms by the Alumni Association of the college. There is a botanical garden with fruit bearing trees and quiet a large numbers medicinal plants and valuable timber woods. The tea garden of the college under "Seuj Udyug" scheme, the first of its kind in any college in the entire Brahmaputra Valley started with the aim of generating resources for making the college self- reliant to some extent. The college received its Deficit Grants-in-aid of the University Grant Commission (UGC) in 1974. With major development like introduction of science stream in 1989, the college completed its glorious journey of 50 years in 2013.

The college which was once started with a few students is presently offering various courses to nearly 2500 students. The college was started with seven departments viz. English, Assamese, Economics, Education, History and Political Science at both intermediate and undergraduate level. New departments like Statistics, Mathematics, Geography, Nepali were also introduced later to cater to growing needs of students. There is constant effort by the authority now to introduce the Commerce stream which was once introduced but later on abandoned in 1996 owing to some technical difficulties. The college has undergone assessment by National Assesment and Accreditation Council (NAAC) two times first in 2004 and later in 2011. On the first assess- ment the college was accredited with the grade C+ while in the next the college was accreditated with Grade - B.

Besides imparting knowledge to the students, the college is contributing a bit towards social and economic upliftment of the community. The real strength of the college lies in the faculty members who have been demonstrating variety of skills and knowledge for years and tirelessly working towards illumination of the young minds of the locality for greater social change.

The college has a number of societies, like Economic Planning Forum, Women Cell, Geographi- cal Society, Education Society, Political Science Forum, Biological Society, TRIDHARA (a lliterary society of depts. of Nepali, English and Assamese of the college) etc. to conduct differ- ent activities of academic and social importance. Holding of national or state level seminars/ symposium/training programs on areas of greater social importance is a regular exercise of almost all departments of the college aiming at benefiting the fraternity of the college and the local community. The works undertaken by NSS cell, UGC extension cell and the Women cell of the college are stupendously working in this regard. The Career Guidance & Counselling Cell (CGCC) extends all moral support to needy students and career guidance to all students by regularly organizing various talks on emerging career options in the presenttimes. NCC is a vital organ of the college. Under NCC the college has been successfully training and grooming hun- dreds of students since its introduction in the college which finally helped the students to grab recruitment in ARMY, NAVY and AIR FORCES of the Country. The Tyagbir Hem Baruah College wing of the Bharat Scout and Guide which was inaugurated in 2003 is also rendering its services to the college and community. Hundreds of girls and boys from this rural college have been groomed into responsible citizens and dedicated social workers under Scout and Guide.Of late, all departments regularly hold parents’ meet and departmental alumni meet to furhter strenthen it’s networks and identify areas of intervention towards overall development of the college.

At the very outset, I would like to extend my heartiest love and reverence to all those who had come forward to establish the college at Jamugurihat. Then, I congratulate the stu- dents who are taking admission into H.S. and undergraduate as well as other certificate and diploma courses offered by this institution.

Tyagbir Hem Baruah College is the only higher co-educational institution of the greater Naduar area of present Sonitpur and Biswanath districts. The college was established in 1963 and from the very beginning it has been rendering services to the needy students as well as to the society of the greater Naduar area in respect to the cause of higher educa- tion and knowledge. In addition to traditional courses the college has introduced a few new courses viz. Computer Education and the Career oriented courses like fish and fish- ery technology, food processing and preservation and sericulture are run by Career Ori- ented Programme. Further, we are going to introduce two new job-oriented courses in BSC (Information Technology and BCA) from this session to serve the emerging needs of the students. The college has study centres like IDOL and KKHSOU where many stu- dents are undergoing degree and postgraduate courses in various subjects through mode of distance learning. From this session we are going to start Assam State Open School (ASOS) under Assam Higher Secondary Education Council (AHSEC) with a vew to offer- ing opporunity to the students who wish to undergo Higher Secondary Courses in dis- tance mode.

The college takes pride in having a good numbers of students in every session. Though we have not sufficient teaching faculties yet we feel proud of having a good numbers of teachers with M. Phil and Phd with national and international repute in research works.

The college is affiliated to Gauhati University. As per the instruction of G.U the college has adopted Semester System from the academic session 2011-12 in the under graduate courses. Regular attendance in the classes and sincerity is very important for the stu- dents in the Semester System I hope it will be able to meet the needs of the students in the present global scenario.I earnestly expect regular attendance and sincerity from stu- dents to maintain spirit of the semester system and ensure advncement of thier career.

LOCATION

The college is located at Karchantola within the Naduar area of and is about 4.5 km away from the heart of Jamugurihat towards east.

The college is well connected with roads and is situated alongside the N.H.-15. at a distance of 55 KM eastward from the District H.Q. and 20 Km westward from Biswanath Chariali, the district headquarter of Biswanath District.

RULES & REGULATIONS OF COLLEGE LIBRARY :

The library timing is 9.00am to 4.00pm on all working days. A library card is issued to each student. However, the students will have to apply for the same in an application form which can be obtained from the Library of fice. A duplicate library card can be issued to the student if the original one is lost, for which he or she has to pay a fine of Rs. 50/- only. An HS student can get maximum of two books for 15 days against his/her Library Card. A degree student (Pass course) can get maximum of two books, while a student with Major can get maximum of four books for 15 days against his/her Library Card. In case of failure in returning the books within the stipulated time a student may have to pay a fine of Rs. 0.50 per day for each book. Use of Mobile phones within the library is strictly prohibited. Silence must be observed in the college library. Any kind of personal items, viz. bags, books etc. are not allowed inside the library library.

The total number of seats available for admission into various programmes is specified in Page No.20. Prescribed application form for admission into various courses is detailed un- der the subhead Application Procedure (No cost involves in the admission process this year as per the announcment of Govt. of Assam). Attested copies of all releveant documents as stated under the subhead Admission Requirements must be attached with the applica- tion form, which will be generated after online submission of application form compulsorily and required to be submitted once asked by the authority after online admission.

APPLICATION PROCEDURE

Since 2017-18, the college has been adopting online submission of application so as to enable quick access of students’ details as per the requirement of National Assessment of Accreditation Council (NAAC). T.H.B. College Admission Online Portal (www.thbcollege.com) provides complete instructions to facilitate your online submission of application and online admission. The online submission of application form and online admisison remains must for all intending candidates for this year. The applicants need not submit printed application form which will be generated after online submission of appliction form since the admission will be entriely online this year as per the instruction of the Govt.of Assam. However, the application form along with all supporting documents has to be sub- mitted to the office of the college when asked by the authority after the admision for offical records. Orginal documents will be verifed after online admission once it is felt by the col- lege. Offline submission of application form will not be allowed at any circumstance. There is no cost involved in the admission process as per the annuncement made by the Govt. of Assam.

RESERVATION CRITERIA

The institute follows all reservation rules of the govt. of Assam. Besides govt.’s reservation rules it follows follwoing reservation norms: 3 percent of the total seats in each faculty (Arts and Science) will be kept reserved for differently abled candidates. One seat is kept reserved in each department for son/daughter of employess of this college. Only five seats will be kept reserved for the candidates with co-curricular and extra curricular proficiency both in Higher Secondary and Degree Classes.

All candidates seeking admission under any Reservation Quota for disabled/son/daughter of the permanent employee of the college or extra-curricular and co-curricular activities have to produce certificates from respective authority along with the admission form.

Selection of students for admission normally done on the basis of the results of the last examination passed. The policy for reservation of seats is strictly in accordance with the Govt.norms. If selected, admission must be taken on the specified date only. If any candidate fails to be present on the admission day on account of unavoidable reasons, his or her parents/guardian may take the admission producing all the original testimonials. GENERAL INFORMATIONS AND RULES

A student will not be admitted to any course of the college if he or she is found to be indulged in activities detrimental to academic interest. A student, if found to violate College rules/ affiliating University rules, shall be liable to expulsion. If a student is found to be involved with any incident of Ragging, he or she will be expelled from the college, provided the college authority/anti-ragging squad/committee finds the causes satisfactory. Any student if found to be indulged in consumption of drugs or intoxicating drinks, gambling or other anti-social activities shall be liable to expulsion. Students admitted to various courses of studies will have to participate in various types of instructions, viz. lectures, tutorials, seminars, laboratory works and other academic activities as prescribed by the relevant regulations of the affiliating university. A minimum of seventy five percent (75%) attendance in the classes is compulsory. Renewal of admission is compusory before starting of each Semester classes. A student whose attendence goes below seventy five percent, he or she will be called as non-collegiate and will not be allowed to apper final examination. The decision of the college authority in all matters relating to student’s indiscipline shall be the final. Students admitted into the college must follow the rules in respect of the College uniform. HOSTEL FACILITIES

Hostel facilities are provided to the students according to the availability of seats. At present there is one Boys’ Hostel and one Girls’ Hostel (with 30 seats). The hostel boarder must abide by the hostel rules, copies of which are available with the Hostel Superintendent. Violation of hostel rules may lead to the expulsion from the hostel or even from the pursuing courses on recommendation of Governing Body of the college. Boarders will be collectively responsible for the loss, impairment of any hostel property and they may be asked by the college authority to compensate for the loss. For admission into hostel separate applica- tion must be used and the same can be obtained from the office of the Principal, T.H.B. College, Jamugurihat at the time of admission.

STUDENTS’ IDENTITY CARDS

College Identity Cards are issued annually. Old identity card is to be surrendered by each student at the end of academic session of a year. The college authority reserves the right to issue duplicate identity card in case of loss/damage of the original card through proper verification on payment of Rs. 50/-. From this academic session onward, process for iissuing bar-coded identity card is being taken up. Students should note that access to college library is not guranteed by this card. For availing library facility, students should have library card issued separately by the library authority.

DEGREE LEVEL COURSE (Undergraduate)

From this academic session i.e. 2019-2020 the present credit based semester system will be replaced by the Choice Based Credit System (popularly called as CBCS) which is more learner centric and provides students with autonomy in deciding courses as per their choice and pace of learning.

A few specific points relating to CBCS have been summarised below. For details please go through the Regulation of the Under Graduate Choice Based Credit System (UGCBCS), Gauhati University available on GU website.

The courses to be offered under CBCS are categorised as Core Courses, Elective Courses or Ability Enhancement Courses.

A. Core Courses (CC): A core course is a course that has to be compulsorily studied. A student pursuing BA or BSc with honours will have to take up 14 core courses, each of 6 credits and the student pursuing BA or BSc regular (earlier General or Pass Course) will need to take up 12 core courses each again of 6 credits. [Credit here refers to 1 Credit= 1 Theory/Tutorial period of one hour duration or 1 Credit= 1 Practical period of two hours duration]

B. Elective Courses (EC): An elective course is to be chosen by the student from a pool of such courses on offer will be restricted in initial years and are of three types:

B.1 Discipline Specific Elective Course (DSEC): It is an elective course offered by the main discipline. A student enrolled in BA/BSc degree program with honours will have to earn 24 course credits from DSEC. While a student in non-honours BSc degree program will have to earn 36 credits from DSEC, the requirement for students in non-honours BA/BCom degree program is 24 credits from DSECs. B.2 Generic Elective Course (GEC): A GEC is a course offered by an unrelated discipline and has the objective of broadening the academic experience of a student. A student enrolled in UG degree program viz. BA/BSc with honours can acquire 24 course credits from GECs. Please note GECs are not available to students in non-honours UG Science program while other non-honours UG programmes require students to take up to such courses.

B.3 Dissertation/Project: All students enrolled in an UG degree program (both Honours and Non-honours) will have the option of choosing to undertake project/disserta- tion work for 6 credits in lieu of a 6 credit DSEC in the fifth semester only.

B.4 Ability Enhancement Courses (AEC): AEC which are to be taken up by stu- dents in an UG program will be of two types:

B.4.1 Ability Enhancement Compulsory Courses (AECC): These 4 credit courses are mandatory for every student enrolled in UG degree program. A student will have to take up 4 credit course in Environmental Science and a second 4 credit course in English Com- munication/MIL Communication.

B.4.2 Skill Enhancement Courses (SEC): These are value based courses and there will be pool of courses on offer. A student enrolled in an UG degree program with honours will have to take up a minimum of two SEC course of 4 credits each. For stu- dents enrolled in non-Honours UG degree program the credit requirements from SECs will be 16 credits. These SECs will be offered from the University Grants Commission (UGC) list or will be prepared by the college depending local requirement which will be offered with prior approval of the affiliating University.

EXAMINATION, EVALUATION AND GRADING UNDER SEMESTER SYSTEM

The Three Years Degree Course shall be of Six Semesters covering 3 (three) calendar years. The schedule for the semester system shall be as per G.U. Aca- demic Calendar.

A. Examination:

Under CBCS, examination whether internal or external, theory or practical shall be counted seperately for the purpose of considering a student passed or failed. A few guidline of the university is reproduced here for direct reference.

A.1. If a student does not appear in a paper (internal or external, theory of practical) in an examination, the student will be considered failed in that paper. Any paper where a student fails will be called an Arrear paper for that student.

A.2. A student having arrear in external examination (EE) shall be allowed to clear the same in the next available end-semester examinations with the following restrictions:

1.No student will be allowed to appear in the first and fifth semester examinations

PROSPECTUS 2020-21/ Page-29 THB COLLEGE simulteneously. 2. No student will be allowed to appear in the 2nd and 6th semester examinations simultaneously

A.3. The first and fifth semester examinations will be held simultaneously, while the third semester examination will be held seperately. Similarly, the second and sixth semester examinations will be held simultaneously, while the fourth semester examination will be held separately.

A.4. A student may be allowed once to appear in any one of the honours theory papers in each of the first, second and third semesters for betterment of marks if the candidate secured pass marks in all papers. Students will be allowed to reappear only in the next similar examinations. Marks obtained either in the earlier examination or in the subse- quent examination, whichever is higher, will be awarded to the student.

A.5. No betterment will be allowed in internal and practical examinations in any semester.

A.6. A student must pass all her/his semester examinations, inlcluding arrear and better- ment chances within six years i.e. six academic session from the date of admission to the first semester. In the event of a student failing to do so, she/he will have to take fresh admission in the first semester.

A.7. There shall be no scope for a student to appear as Private Candidate in any course.

A.8. Schedule of examinations will be as per the concerned Academic calender. The ex- act dates of examination and related information will be notified by the office of the Con- troller of Examination, Gauhati University.

B. Evaluation:

Under CBCS, a student’s performance is monitored throughout the semesters by continuous assessment in the theory and practical courses. Evaluation of the students’ performance in each semester for every course /paper will be based on (a) Internal Assessment (IA) (b) End Semester Examination (ESE). For a student to pass in a course/paper, she/he has to pass in both IA and ESE seperately.

B.1: Internal Assessment: IA will ideally account for 20% of the total marks allotted to a course or paper.

B.2. a. IA shall be based on attendance, sessional examination, 75 percent or above class attendance, home assignment , seminars and library work in each semester. Marks alloted for internal evaluation in each paper will be based on.

B.2. b. Sessional examination carries 50 percent of the total internal marks of each paper (for example, if internal mark of a subject is 20 then marks of sessional exami- nation will be 10) B.2. c.The sessional examination will be held for 30 marks for the convenience of setting questions and covering the syllabus and the marks secured by the students will be proportionately converted to be out of 10 marks. The duration of the examination will be one hour. B.2. d.Home assignment, seminars, group discussion class attendance above 75 per- cent or related works will carry rest 50% of the internal mark of the subject, i.e. if internal marks allotted for a subject is 20, then under these sub-heads a total 10 marks will be as signed. However, out of this, a maximum of 4 marks will be allotted for class attendance component based on attendance in classes. For example, 1 mark for atten- dance from 76% to 80%, 2 marks for attendance from 81% to 85%, 3 marks for atten- dance from 86% to 90% and 4 marks from 91% to 100%.

C. END SEMESTER EXAMINATION (ESE ): The ESE will comprise of 80% of the total maarks earmarked for a course. The ESE shall be of three hours duration for a course whose ESE component exceeds 50 marks. For a student to pass in a course /paper, she/he has to pass in both Internal Assessment and End Semester Examination separately. For odd semesters, ESE will be held in the month of November and for the even semesters, the examination will be held in the month of May. C.1Pass Marks:

a. The pass marks will be as follows: Theory paper: 30% Practical paper: 40% b. A student must pass in both internal and external examinations of a paper (theory and practical) sepaarately if he/she has to pass in that paper. Passing a UG course in any subject does not automatically imply qualifying in Honours, if any. c. The following rules will apply for Bachelor Degree in any subject with Honours: i) Simple pass: 30% to 39% marks in aggregate, i.e., from CGPA 4.00 to less than CGPA 5.00. ii) Pass with Honours: 40% marks or above in aggregate in Honours subjects, i.e., minimum of CGPA 5.00. iii) In case a student with Honours in any subject secures less than 40% marks in aggregate (i.e. CGPA less than 5) but 30% or avove in the Honours subject, she/he shall be delcared “Simple Pass”.

iv) In case of project work or dissertation, it shall be a separate paper with separately alloted marks and can not be treated as part of any other theory paper. Pass mark for project work of dissertation will be 50%. d. The ESE shall be of three hours duration.

C. 2 Number of Attempts: a. A student who has completed a semester may be allowed to proceed to the next semester, irrespective of the number of papers in which she/he failed. In order to com plete an UG degree, a student must obtain pass marks in all the papers prescribed. b. A student failed to fill his examination form must obtain pass marks in all the papers prescribed. c. A student having failed to fill in his examination form in the first semester may be allowed to appear in the second semester if all other eligibility criteria are fulfilled. C. 3 Grading: The grading system of GU is the one recommended by the UGC. This grading system will be relative grading under which the marks obtained by a student are converted to grades based on a pre-determined formula. Following points are to be understood to have complete knowledge about the grading system.

(a) Credit: A unit by which course work is measured. It determines the number of hours of instructions required per week. One credit is equivalent to one hour of teaching/tutorial or two hours of practical per week. (b) Letter Grade: It is an index of the performance of students in a course. Grades are denoted by O, A+, A, B+, B, C, P and F. (c) Grade point: It is numerical weight alloted to each letter grade on a 10-point scale. (d) Credit point: It is the product of grade point and number of credits for a course.

Semester Grade Point Average (SGPA): It is the measure of performance of work done in a semester. It is the ratio of total credit points secured by a student in various courses registered in a semester and the total course credits taken during that semester. It shall expressed up to two decimal places. × SGPA (Sj)= Sum (Cij Gij)/ Cij th where Sj= SGPA of the j semester th th Cij= number of credits for the i course of the j semester th Gij = grade point obtained by the student in the ith course of the j semester. Cumulative Grade Point Average (CGPA): It is a measure of overall cumulative per formance of a student over all semesters. It is the ratio of sum of product of the SGPA of each semester and the respective credits earned divided by the total cred its earned in the programme.

CGPA = SUM (Cj Sj)/SUM Cj. Where, Cj=credits earned in semester j, Sj= SGPA in semester j, C =Total credits earned in the programme.
