    Report on the One Day GI Camp in North Lakhimpur (Assam) on Effective use of Geographical Indications - MUGA Silk of ASSAM by Stakeholders March 17th, 2015 Conducted by Tezpur University Intellectual Property Rights (TUIPR) Cell & Intellectual Property Rights Cell, Dibrugarh University in Collaboration with North Lakhimpur College (Autonomous College) Lakhimpur, Assam and Technical Support of Geographical Indications Registry, Chennai April 15, 2015 TUIPR/Reports/38/2012/16 Muga Silk of Assam got a Geographical Indication (GI) registration in 2007 and in 2012, a Logo for GI- Muga Silk of Assam was also registered (Registered GI applications no 55 & 384). Assam Science, Technology and Environment Council (ASTEC) is the Registered Proprietor of the GI. Surprisingly from 2007 to 2014 there were only two “authorised users” of this GI. From 2014 to date, 19 applications to become authorised users of the GI - Muga Silk of Assam have been made to the GI Registry in Chennai, of which 14 applications have been published in the GI Journals (Journal Nos 59 & 62) and 5 applications are yet to be published. The Tezpur University Intellectual Property Rights (TUIPR) Cell initiated a project to identify the key reasons for such low usage of the GI - Muga Silk of Assam. Extensive field work was undertaken in some of the areas in which “Sericulture to Production of MUGA Products” is active to understand the dynamics of the MUGA Silk value chain. The key reasons identified by Shri Arshad Hussain, JRF in the TUIPR Cell were low awareness of the significance of GI, non-availability of reliable quality monitoring systems to differentiate “genuine MUGA Silk” from “adulterated MUGA” products, insignificant oganisational support across the entire value chain including nonexistence of enforcement mechanisms in the State of Assam against adulteration and mixed products in the market place.

He also paid tributes at the portraits of former Chief Minister Tarun Gogoi and noted political leader Giridhar Thengal. Speaking at the public meeting held at Dhali High School playground at Titabor, Chief Minister Sonowal said that Titabor has historical significance and inhabitants here must strive to sustain that legacy. He also appreciated the role played by Thengal Autonomous Council in preserving the traditions, culture and heritage of the Thengal Kacharis and development of the area as an agricultural hub. Stressing on the importance of obtaining education by the younger generation to achieve rapid development of Thengal Kacharis in the age of science and technology, Sonowal cited the example of former IAS officer Ashok Saikia who, hailing from Titabor, shone at national level bureaucracy and urged the youths of the area to aspire for such excellence. He also hoped that the Thengal Cultural Centre and Museum would prove to be an important landmark for the entire State. Reiterating that the Assamese identity is safe and secure during the time of the present State Government, Sonowal said that works, which were ignored by the previous governments, have been completed now and the present state government has provided land pattas to indigenous landless people to sustain the local people’s rights over the State.

The state of Assam in India is such a flood affected region which bears the brunt of bank erosion by the mighty river Brahmaputra and its tributaries in every rainy season. The flood and bank erosion by the river Jia Bharali, a right bank tributary of the Brahmaputra, have been creating havoc in the Panchmile area of Tezpur town for the last few decades. Due to its increasing erosive intensity day by day the Panchmie area is now under severe threat of erosion and the river start to shift towards north- west, if it’s shifting continues then it will be a thinkable matter for the people of Tezpur town in near future. Keeping this in mind, an attempt to study about the bank erosion problem of Panchmile area and its consequent impact in details with the help of geo-spatial tools is made.

Agarwalla, Near Bokakhat Chariali, Bokakhat – 785612, Assam, proposes to open a stone quarry in the Balijanpi Langso Inglong chedon Anglong area against a “Lease Agreement” Near Mohang Kirong Village, P.O. Silonijan, P.S. Silonijan, Karbi Anglong District, Assam, under Northeastern Range, Silonijan of Karbi Anglong East Division, Diphu, Karbi Anglong District, Assam for production of stone to meet up the local demand of stones for PWD constructions as per the requisition letter of Executive Engineer, PWD Golaghat NH Division, Golaghat vide letter No. NH/Com/141/10 Dated 05/03/2019. This is a Mining Contract proposed to award to M/s M.P. Agarwalla for two years, as proposed by the competent authority, the Department of Environment and Forest, Government of Assam. The location of the quarry site as has been recommended by the Department of Environment and Forest, Government of Assam to issue the Mining Contract is in Balijanpi Langso Inglong chedon Anglong, Mohang Kirong Village, P.O. Silonijan, P.S. Silonijan, Karbi Anglong District, Assam, for collection of stone. The location of the quarry site is close to National Highway 39, which is about 7 KM away from the Quarry site, connected by a motorable road. The proposed quarry site is free from human habitation for a radius of more than 1 Km. The proposed quarry site is under the jurisdiction of Northeastern Range, Silonijan of Karbi Anglong East Division, Diphu, Karbi Anglong District, Assam. The area is of 3 Hectares with exposed rock formations and degraded forested area.

Their basins are home to unbelievable ecological and cultural diversity. ‘Siang’ is the most important river in Arunachal Pradesh which form the main trunk of mighty Brahmaputra. The present scenario of hydropower developmental activities and issues related to anti-dam movements certainly demands to know the geo-ecological profile of Siang River Basin; its fragile eco-system; people’s dependence, their traditional attachment to Siang and their perception on dam and an overall environmental assessment. The need of the hour is to look into the issues related to hydropower projects in a holistic manner. Our approach of development must be geo-ecological and people-centric and in tune with the best accepted model of development, i.e. sustainable development of the region in question.
