This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (Carnival) Order, 2018. PART I PORT-OF-SPAIN Division 1–Vehicular Traffic and Parking 2. (1) On Monday 12th February, 2018 (hereinafter called “Carnival Vehicular Monday”), between the hours of 2.00 a.m. and 10.00 p.m. vehicular traffic and parking traffic and parking are prohibited on the following roads and on all prohibited roads lying within and bounded by them: (a) Duke Street, between Belgrade Street and Wrightson Road; (b) Park Street, between Flament Street and Piccadilly Street; (c) Stone Street, between Park Street and Flament Street; (d) Flament Street, between Stone Street and Wrightson Road; (e) Independence Square North, between Wrightson Road and Piccadilly Street; (f) Independence Square South, between Wrightson Road and Piccadilly Street; (g) St. Joseph Road, between Piccadilly Street and Vieira Street; (h) Charlotte Street, between Queen’s Park East and West and South Quay; (i) Nelson Street; (j) Duncan Street; (k) Fraser Street; (l) Richmond Street; (m) Keate Street; 48 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2018 (n) St. Vincent Street, between Gordon Street and South Quay; (o) Abercromby Street, between Gordon Street and South Quay; (p) Frederick Street, between Independence Square North and Queen’s Park West; (q) Henry Street, between South Quay and Gordon Street; (r) Sackville Street; (s) Broadway; (t) Queen Street; (u) South Quay, between Nelson Street and Wrightson Road; (v) New Street, between Dundonald and Charlotte Streets; (w) Belmont Circular Road, between Charlotte Street and the entrance to the Port-of-Spain General Hospital; (x) Phillip Street; (y) Tragarete Road, between Damien Street and St. Vincent Street; and (z) Piccadilly Street, between Park Street and South Quay. (2) Notwithstanding clause 2(1)(t), taxis plying the San Fernando, Chaguanas, Sangre Grande, Arima and Tunapuna to Port-of-Spain Route may park as outlined at clause 12 and 14. (3) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m. and Tuesday 13th February, 2018 (hereinafter called “Carnival Tuesday”), between the hours of 6.00 a.m. and 10.00 p.m. vehicular traffic and parking are prohibited on the following roads lying within and bounded by the specified roads: (a) Elizabeth Street, between Serpentine Road and Tragarete Road; (b) Havelock Street, between St. Clair Avenue and Tragarete Road; (c) Broome Street, between St. Clair Avenue and Tragarete Road; (d) Kavanagh Street, between St. Clair Avenue and Tragarete Road; (e) Robert Street; (f) Hunter Street; (g) Brabrant Street; (h) Kelly Kenny Street; Traffic Restriction (Temporary Provisions) (Carnival) Order, 2018 49 (i) Hamilton Holder Street; (j) French Street; (k) Gatacre Street; (l) Colville Street; (m) Sackville Street; (n) London Street; (o) Queen’s Park East, between St. Ann’s Roundabout and Queen’s Park West; (p) Jerningham Avenue, between Queen’s Park East and Archer Street; (q) Charlotte Street, between Queen’s Park West and South Quay; (r) Laventille Road, between Quarry Street and Piccadilly Street; (s) Observatory Street, between Quarry Street and Charlotte Street; (t) Piccadilly Street, between Park Street and South Quay; (u) South Quay, between Piccadilly Street and Wrightson Road; (v) Independence Square North; (w) Independence Square South; (x) Siparia Hill; (y) Bath Street; (z) Basilon Street; (aa) Belgrade Street; (bb) Mary Street, between Serpentine Road and Hayes Street; (cc) Hayes Street, between Serpentine Road and Maraval Road; (dd) Flood Street, between Serpentine Road and Alexandra Street; (ee) Flood Street, between Mary Street and Maraval Road; and (ff) Pole Carew Street. 4. (1) On Carnival Monday, between the hours of 2.00 a.m. and Parking prohibited 10.00 p.m. and Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m.– (a) parking is prohibited on the following streets bounded by Wrightson Road on the south and Ariapita Avenue on the north: (i) Petra Street; (ii) Ana Street; 50 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2018 (iii) Gallus Street; (iv) Alberto Street; (v) Rosalino Street; (vi) Luis Street; (vii) Alfredo Street; (viii) Carlos Street; (ix) Murray Street; (x) Fitt Street; and (xi) Cornelio Street; and (b) vehicular traffic may proceed in both directions on the streets referred to in paragraph (a). (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m., parking is prohibited on the following streets: (a) Oxford Street, between Observatory Street and Dundonald Street; and (b) Stone Street. (1) On Carnival Monday, between the hours of 2.00 a.m. and One-way 10.00 p.m., drivers shall proceed in a southerly direction only along traffic Stone Street, between Wrightson Road and Park Street. (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m. and Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., vehicular traffic shall proceed in– (a) a southerly direction only along Archer Street, between Belmont Circular Road and Jerningham Avenue; (b) an easterly direction only, along Cadiz Road; (c) a westerly direction only, along Prada Street, between Maraval Road and Wainwright Street; (d) an easterly direction only, along Belmont Circular Road, between Queen’s Park East and Norfolk Street; 52 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2018 (e) a southerly direction only, along Norfolk Street, between Belmont Circular Road and Jerningham Avenue; and (f) a westerly direction only, along Jerningham Avenue, between Norfolk Street and Queen’s Park East. Two-way 6. (1) Between the hours of 2.00 a.m. and midnight on Carnival traffic Monday and Carnival Tuesday, vehicular traffic shall proceed in both directions: (a) around the Queen’s Park Savannah, between Queen’s Park West, Casual Corner and Jerningham Avenue; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; (d) on Oxford Street, between Observatory Street and Charlotte Street; (e) on Gaston Johnson Street; (f) on Panka Street, between Gaston Johnson Street and Lucknow Street; and (g) on Lucknow Street. (2) On Carnival Tuesday only the Northbound Carriageway of Maraval Parkway shall be two-way traffic between Belle Smythe Street and Wrightson Road. Route for 7.
