JAMES, SAN FERNANDO, SIPARIA, PORT-OF-SPAIN AND MARABELLA CHILDREN’S CARNIVAL PARADE OF BANDS) ORDER, 2020 1. This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (St. James, San Fernando, Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020. 2. This Order shall have effect in – Duration (a) St. James, from 12.00 noon to 7.00 p.m. on Sunday 16th February, 2020; (b) San Fernando, from 9.00 a.m. to 6.00 p.m. on Sunday 23rd February, 2020; (c) Siparia, from 1.00 p.m. to 9.00 p.m. on Friday 21st February, 2020; (d) Port-of-Spain, from 6.00 a.m. to 5.00 p.m. on Saturday 22nd February, 2020; and (e) Marabella, from 12:00 noon to 6:00pm on Sunday 16th February, 2020. PART I ST. J AMES 3. Vehicular traffic and parking are prohibited on the Western Road closed and parking Main Road, between Roxy Roundabout and George Cabral Street. prohibited 4. Vehicular traffic along the Western Main Road – Vehicular traffic diverted (a) proceeding west, shall be diverted south onto Damian Street and onto Mucurapo Road; and (b) proceeding east, shall be diverted north onto George Cabral Street, east onto Kathleen Street, onto Delhi Street and onto Barbados Road. 120 Traffic Restriction (Temporary Provisions) (St. James, San Fernando, Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020 Parking 5. Parking is prohibited on– prohibited (a) Damian Street; (b) George Cabral Street; (c) Kathleen Street; and (d) Delhi Street. No entry to 6. Entry to vehicular traffic is prohibited on– vehicular traffic (a) Salazar Street, Jerry Street, Bournes Road, Brunton Road, Mooneram Street and Bombay Street from Church Street in a southerly direction; (b) Calcutta Street, Madras Street, Agra Street and Bengal Street from Delhi Street in a southerly direction; (c) Luckput Street, Mathura Street, Romeo Street and Lazare Street from Carlton Avenue in a southerly direction; (d) Ethel Street from Bay Road in a northerly direction; (e) Dengue Street, Vidale Street, Clarence Street and Nizam Street from Anderson Street in a northerly direction; (f) Nepaul Street, Cawnpore Street, Benares Street and Lucknow Street from Hyderabad Street in a northerly direction; and (g) Ganges Street in a northerly direction. PART II SAN FERNANDO Roads closed 7. Vehicular traffic and parking are prohibited on – and parking prohibited (a) Royal Road; (b) Coffee Street; (c) Cipero Street; and (d) Circular Road, from Naparima-Mayaro Road to OWTU Building. Right turn 8. Vehicular traffic proceeding west along Naparima-Mayaro Road, only shall turn right onto Church Street. Left turn only 9. Vehicular traffic proceeding west along Navet Road shall turn left onto Bertrand Street. Traffic Restriction (Temporary Provisions) (St. James, San Fernando, 121 Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020 PART III SIPARIA 10. Vehicular traffic is prohibited on– Vehicular traffic (a) Daisy Voisin Street; prohibited (b) Edward Street; (c) San Fernando-Siparia-Erin Road, between Bermudez Street and La Pastora Street; and (d) Coora Road, between San Fernando-Siparia-Erin Road and Victoria Street. 11. Parking is prohibited on– Parking prohibited (a) Grell Street; (b) Gambal Street; (c) Oropouche Road, between High Street and Gambal Street; (d) La Pastora Street, between High Street and Victoria Street; (e) Victoria Street, between Allies Street and La Pastora Street; and (f) Mary Street, George Street and Allies Street, between High Street and Mary Street. 12. (1) Motorists entering Siparia from Erin shall proceed along the Traffic routes Siparia-Fyzabad Road, from the intersection at High Street and Siparia-Fyzabad Road. (2) Motorists approaching Siparia from Erin and proceeding towards San Fernando along the San Fernando-Siparia-Erin Road shall turn south onto La Pastora Street, east onto Mary Street onto Bermudez Trace and east onto the San Fernando-Siparia-Erin Road. (3) Motorists approaching Siparia from San Fernando and proceeding towards Fyzabad or Erin along the San Fernando-Siparia- Erin Road shall turn north onto Grell Street, onto Gambal Street, and south onto the Siparia-Fyzabad Road. (4) Motorists entering Siparia from Fyzabad shall proceed east onto Gambal Street and onto Grell Street. 122 Traffic Restriction (Temporary Provisions) (St. James, San Fernando, Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020 Relocation of 13. The following taxi stands are relocated as follows: taxi stands (a) the Erin Taxi Stand, to the entrance to the Siparia Market; and (b) the Penal Taxi Stand, to the western side of Bermudez Street at the junction with the San Fernando-Siparia-Erin Road. PART IV PORT -OF -S PAIN Roads closed 14. Vehicular traffic and parking are prohibited on– and parking prohibited (a) Knox Street, between St. Vincent Street and Frederick Street; (b) Hart Street, between Frederick Street and St. Vincent Street; (c) Abercromby Street, between South Quay and Duke Street; (d) Independence Square North, between Henry Street and Wrightson Road; (e) Independence Square South, between Henry Street and Wrightson Road; (f) South Quay, between Broadway and Wrightson Road; (g) Broadway, between Beetham Highway and Independence Square South; (h) Queen Street, between Henry Street and St. Vincent Street; (i) Duke Street, between Henry Street and Pembroke Street ; (j) Park Street, between Henry Street and Pembroke Street; (k) Oxford Street, between Charlotte Street and Pembroke Street; (l) New Street, between Charlotte Street and Pembroke Street ; (m) Gordon Street, between Charlotte Street and Pembroke Street ; (n) Keate Street, between Charlotte Street and Pembroke Street; (o) Queen’s Park West, between Queen’s Park East and Chancery Lane; (p) Charlotte Street, between New Street and Queen’s Park East; Traffic Restriction (Temporary Provisions) (St. James, San Fernando, 123 Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020 (q) Queen’s Park East, between Queen’s Park West and Jerningham Avenue; and (r) Henry Street, between New Street and Gordon Street. 15. Parking is prohibited on– Parking prohibited (a) Chancery Lane; (b) Dundonald Street, between Queen’s Park West and New Street; and (c) Albion Street, between Chancery Lane and Victoria Avenue. 16. Vehicular traffic may proceed in a westerly direction only on – One-way traffic only (a) Keate Street, between Pembroke Street and Chancery Lane; (b) Gordon Street, between Pembroke Street and St. Vincent Street; and (c) Albion Street. 17. Taxis plying for hire shall operate as follows: Taxi stands (a) St. Ann’s taxi drivers shall ply for hire on the southern side of Queen Street, between St. Vincent Street and Edward Street; (b) St. James taxi drivers shall ply for hire on the western side of Edward Street, between Independence Square North and Queen Street; (c) Ice House/Broadway/Marine Square taxi drivers shall ply for hire on the northern and southern sides of Independence Square North, between St. Vincent Street and Wrightson Road; (d) San Fernando taxi drivers shall ply for hire from the northern side of South Quay between Broadway and Charlotte Street, facing east; (e) Chaguanas taxi drivers shall ply for hire from the northern side of South Quay between Broadway and Charlotte Street, facing east; (f) Long Circular/Wrightson Road taxi drivers shall ply for hire on the southern side of Independence Square South, between St.Vincent Street and Wrightson Road, facing west; and (g) Diego Martin/Petit Valley taxi drivers shall ply for hire on the northern side of Independence Square South, between St. Vincent Street and Wrightson Road, facing west. 124 Traffic Restriction (Temporary Provisions) (St. James, San Fernando, Siparia, Port-of-Spain and Marabella Children’s Carnival Parade of Bands) Order, 2020 Band route 18. Bands shall assemble on St. Vincent Street in the vicinity of Treasury Building then proceed in a southerly direction along St. Vincent Street, east onto South Quay, north onto Broadway, onto Frederick Street, onto Oxford Street, onto Charlotte Street, west along Queen’s Park West entering the Queen’s Park Savannah via the Frederick Street Entrance.
