This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (Carnival) Order, 2009. PART I PORT -OF -S PAIN Division 1—Vehicular Traffic and Parking 2. (1) On Monday 23rd February, 2009 (hereinafter called Vehicular “Carnival Monday”), from 2.00 a.m. to 9.00 p.m. vehicular traffic and traffic and parking parking are prohibited on the following roads and on all roads lying prohibited within and bounded by them: (a) Duke Street, between Belgrade Street and Wrightson Road; (b) Park Street, between Flament Street and Piccadilly Street; (c) Flament Street, between Park Street and Wrightson Road; (d) Independence Square North, between Wrightson Road and Piccadilly Street; (e) Independence Square South, between Wrightson Road and Piccadilly Street; (f) St. Joseph Road, between Piccadilly Street and Viera Street; (g) Charlotte Street, between Oxford Street and South Quay; (h) Nelson Street; (i) Duncan Street; (j) Fraser Street; (k) Richmond Street; (l) St. Vincent Street, between Oxford Street and Wrightson Road; (m) Abercromby Street, between South Quay and Oxford Street; 170 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2009 (n) Frederick Street, between Independence Square North and Oxford Street; (o) Henry Street, between South Quay and New Street; (p) Sackville Street; (q) Broadway; (r) Queen Street; (s) South Quay, between Viera Street and St. Vincent Street; (t) New Street, between Pembroke Street and Charlotte Street; (u) Belmont Circular Road, between Charlotte Street and the entrance to the Port-of-Spain General Hospital; (v) Piccadilly Street; (w) Phillip Street; (x) Tragarete Road, between Damian Street and St. Vincent Street; and (y) Piccadilly Street, between Charlotte Street and Old St. Joseph Road. (1) On Carnival Monday from 2.00 a.m. to 9.00 p.m. and on Parking Carnival Tuesday from 6.00 a.m. to 9.00 p.m.— prohibited and vehicular (a) parking is prohibited on the following streets bounded by traffic Wrightson Road on the south and Ariapita Avenue on the north: (i) Petra Street; (ii) Ana Street; (iii) Gallus Street; (iv) Alberto Street; (v) Rosalino Street; 172 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2009 (vi) Luis Street; (vii) Alfredo Street; (viii) Carlos Street; (ix) Murray Street; (x) Fitt Street; and (xi) Cornelio Street; (b) vehicular traffic may proceed in both directions on the streets referred to in paragraph (a) . (2) On Carnival Monday from 2.00 a.m. to 9.00 p.m., parking is prohibited on— (a) Oxford Street, between Observatory Street and Dundonald Street; and (b) Stone Street. (3) On Carnival Monday from 2.00 a.m. to 9.00 p.m. and on Carnival Tuesday, from 6.00 a.m. to 9.00 p.m., parking is prohibited on— (a) Circular Road, between St. Clair Roundabout and Jerningham Avenue; (b) Maraval Road, between St. Clair Roundabout and Serpentine Road; (c) St. Clair Avenue; (d) Damian Street; (e) De Verteuil Street; (f) Dennis Mahabir Street; (g) Wrightson Road; (h) Beetham Highway, between Abattoir Road and Wrightson Road, with the exception of the taxis specified in clause 11; (i) Viera Street; (j) Abattoir Road; (k) St. Joseph Road; (l) Foster Road; (m) Plaisance Road; (n) Picton Road; (o) Laventille Road; (p) Quarry Street; (q) Belgrade Street; (r) Codrington Street; (s) Parker Street; (t) Pall Mall Street; (u) Oxford Street, east of Observatory Street; Traffic Restriction (Temporary Provisions) (Carnival) Order, 2009 173 (v) Belmont Circular Road, between Observatory Street and Queen’s Park East; (w) Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; (x) Jerningham Avenue, between Archer Street and Norfolk Street; (y) Archer Street; (z) Cadiz Road; (aa) Lady Young Road, between the entrance to the Trinidad Hilton and St. Ann’s Roundabout; and (bb) Serpentine Road. (4) On Carnival Monday from 2.00 a.m. to midnight and on Carnival Tuesday from 6:00 a.m. to midnight parking is prohibited on— (a) the portion of South Quay and Eastern Main Road, between Viera Street, Port-of-Spain and Bushe Street, San Juan; and (b) Abattoir Road, with the exception of the taxis specified in clauses 12 and 13. 4. (1) On Carnival Monday from 2.00 a.m. to 9.00 p.m., drivers One-way shall proceed along Stone Street, between Wrightson Road and traffic Park Street, in a southerly direction only. (2) On Carnival Monday from 2.00 a.m. to 9.00 p.m. and on Carnival Tuesday from 6.00 a.m. to 9.00 p.m., vehicular traffic shall proceed on— (a) Archer Street, between Belmont Circular Road and Jerningham Avenue, in a southerly direction only; (b) Cadiz Road, in an easterly direction only; and (c) Viera Street, from St. Joseph Road to Abattoir Road, in a southerly direction only. 5. From 2.00 a.m. on Carnival Monday to 6.00 a.m. on Wednesday Two-way 25th February, 2009, drivers may proceed in both directions— traffic (a) around the Queen’s Park Savannah, between St. Clair Roundabout and Jerningham Avenue; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; and (d) Oxford Street, between Observatory Street and Charlotte Street. 174 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2009 Route for 6. Drivers proceeding to the Port-of-Spain General Hospital vehicles on an emergency to (hereinafter called “the Hospital”) on an emergency shall proceed along Port-of-Spain one of the following routes and shall leave by the reverse route: General Hospital (a) north along Henry Street, east onto New Street and onto Belmont Circular Road to the Hospital; (b) east from Belmont Circular Road and Observatory Street to the Hospital; and (c) from Adam Smith Square and Victoria Square, north onto Damian Street, west around the Roxy Roundabout, north onto Serpentine Road, east onto Queen’s Park East and east onto Belmont Circular Road to the Hospital. Division 2—Taxi and Maxi-taxi Stands Duration 7. This Division has effect from 2.00 a.m. on Carnival Monday to midnight on Carnival Tuesday. Long Circular/ 8. Drivers of taxis assigned to taxi stands on Chacon Street, Wrightson Road between Independence Square South and South Quay taxi stands (Long Circular/Wrightson Road) shall operate from the northern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. Diego Martin/ 9. Drivers of taxis assigned to taxi stands on South Quay, between Petit Valley taxi stands Broadway and Abercromby Street (Diego Martin/Petit Valley) shall operate from the southern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. “On-call taxis” 10. Drivers of taxis assigned to taxi stands on the southern side of Ice House Independence Square North, between Abercromby Street and taxi stands St. Vincent Street and on the eastern and western sides of Cipriani Circle, between Independence Square North and Independence Square South (On-call taxis) shall operate on Charles Street, from Scott Bushe Street, facing west. San Fernando/ 11. Drivers of taxis assigned to taxi stands on Broadway, between Chaguanas taxi stands South Quay and Independence Square shall operate with respect to— (a) the San Fernando taxi stand, on the northern side of Abattoir road facing east, west of Vieira Street; and (b) the Chaguanas taxi stand, on the northern side of Abattoir Road facing east, between Viera Street and the Overpass.

His sources are useful to understand the autobiographical implications of the novels. His father Seepersad (b. 1906) is the model for Mr Biswas. Mter Seepersad's father died when he was six years old, Seepersad and his impoverished mother became dependent on his mother's sis­ ter (the novel's Tara) and her wealthy husband (Ajodha) who owned rum shops, taxis and other businesses. Mter some school­ ing Seepersad became a sign-painter; he painted a sign for the general store connected to Lion House (Hanuman House) owned by the Capildeos (the Tulsis) of Chaguanas and married Bropatie Capildeo (Shama). Although his children were born in Lion House he usually resided elsewhere. Mter he had painted advertising signs for the Trinidad Guardian (the Sentinel), the editor allowed him to submit articles, then hired him as a reporter. As Seepersad had a highly developed sense of humour his reports and interviews made him well known. Mter several moves he became the newspa­ per's Chaguanas correspondent but lived by himself in a wooden house away from Lion House until he had a mental collapse - possibly influenced by his resignation from the paper after the editor had been fired and its policy changed, and possibly by a fierce quarrel with the very orthodox Hindu Capildeos about reli­ gious reform. Mter his nervous breakdown he became an overseer on a Capildeo estate (Green Vale) and then a shopkeeper (The Chase).
