Climate Adaption in Cities – we are meeting an enormous challenge – how can we reach our common EU target for CO2-reduction in cities? In collaboration between European Green Cities (EGC), coordinator of several climate related projects in the EU, FBBB (Association of Sustainable Cities and Buildings) and the European Housing and Ecology Network (EHEN) a workshop and results oriented conference has been arranged. The idea is to inform about climate strategies throughout EU especially and to combine strategies with climate related projects in a municipality, developed by local initiatives. The seminar will be conducted in English and people from different EU countries and Danish projects are invited.

Friday 30 October 2009 Morning: Venue: – Citizens’ Hall – follow-up on visited projects in workshops. 9.00: Arrival to the Citizens’ Hall - Open Space-scenario- the hall will be divided into 6 session sections with different exhibition materials. 6 thematic workshops are arranged with exhibitions (different companies related to the projects). Participants have pre-registered to 2-3 workshops – we have then made list of participants for each workshop, so that you all can participate in 2 workshops. But also you are allowed to walk around in the Open Space Scenario and visit different workshops with speakers and relevant materials. 9.15: Welcome – Mayor Milton Graff Pedersen, Hvidovre Municipality. Presentation of workshops by Director Jens Frendrup, European Green Cities ApS 6 workshops, where also technicians/project developers/citizens, who are responsible for the visited projects (on Thursday), will make presentations of the projects.

Workshop A: Wind energy – the establishment of local wind power (9:30 and again 11:30) On Avedøre Holme two large offshore wind turbines are being raised to be spinning during the UN Climate Summit (COP15).

The project has been realized in a good cooperation between the utility company DONG Energy and people from the Wind Cooperative “Middelgrunden” – and later now from Hvidovre Wind Cooperative.

In the workshop Martin Méchali, DONG Energy Power, will report on the process of planning the location of wind turbines at one of Denmark's largest industrial areas and not far from urban areas in the municipality of Hvidovre. In addition, you will be informed of turbine specific technical data, including sizing and capacity.

Chairman Erik Frølund-Thomsen, Hvidovre Wind Cooperative, will report on efforts to get local support in Hvidovre to raise the wind turbines.

Hans Bjerregaard, Bjerregaard Consulting, will brief on the work to raise concrete wind power projects in Denmark and abroad with emphasis on local anchoring of projects.

There will be exhibitions about the specific Avedøre Holme project in the workshop. Questions are welcomed.

Workshop A: Hvidovre Wind Cooperative Workshop B: ”Solar House”

Workshop B: Solar energy (9:30 and again 11:30) A multi storey housing block - called "Solhuset" (Solar House) - is part of Avedøre Stationsby, which for many years belonged to the so-called "ghetto" areas in the suburban area of Copenhagen.

In collaboration between the utility companies Avedøre District Heating, DONG Energy and EBO Consult A/S the local tenants’ board has succeeded to get a very nice solar project implemented with tenants' support - despite of rent increase. It is a solar CHP project where a large solar plant on the roof supplies CO2-free heat to tenants from April to September, and the solar PV provides electricity for the common facilities.

Chairman of the tenants’ board, Steen Jørgensen, will brief on “Solar House” and the area and the challenges he as tenants democrat faces in relation to a landmark building and the tenants’ wish to see the big housing block as a "beacon" in the area. He will report on the decision process and on the next steps with "Solar House".

Dan Grønbæk, Arcon Solar Heat (solar plant producer) will report on the solar project and the connection to district heating.

Thomas Brændgaard, DONG Energy, will report on the solar PV project and brief on the concept for the installation of solar energy in buildings.

Steen Molander, EBO Consult A/S will report on the coordination of the project.

There will be exhibitions about the project in the workshop.

Workshop C: Energy savings on - and ESCO (9:30 and again 11:30) Hvidovre Stadium is a typical stadium, as there are several hundreds similar in Denmark - and thousands outside Denmark. It is a stadium from the '70s, which needs regeneration. Building on the work of an initiative group consisting of local people there has been developed proposals for a new way of building a stadium into a local area - an urban area here in Hvidovre. The Initiative Group consists of representatives from the stadium, local active citizens, a consultancy firm focusing on the municipal and local economy/organizing and the district heating in Hvidovre. Architecturally new ways of integrating renewable energy (solar and wind) have been introduced, so the stadium will have a visual expression of sustainability. The building must be integrated into the urban society in a new way, so the stadium is not targeting specially chosen few from football clubs etc.. It will function as a new focal point for people who want health information and activities. Martin Rubow, Rubow Architects, will review the architectural innovation and Erik Christiansen from the district heating companies in Hvidovre will review the project's mission and the expected results, including the involvement of users and citizens who are neighbours of the stadium. Jørgen Mathiesen, consultant company Haraldshus, will explain different models of organization of municipal projects based on municipal law and following economic aspects. There will be exhibitions about the project in the workshop.

Also in this workshop we will give presentation about ESCO financing possibilities when implementing energy savings. Martin Dam Wied, NRGI Consultants, will tell about preparatory work for ESCO financing in , who are developing concept in a cooperation with Kalundborg and Middelfart municipalities in a project called “ESCooperation”. Questions are expected.

Workshop D: Energy renovation of existing buildings (9:30 and again 11:30) has started the largest Danish renovation project covering a total of 2200 dwellings over the next 10-15 years. In a collaboration with producers and consultants there will be developed new low energy standard solutions for buildings as well as for energy supply systems.

The municipality has been at the forefront of environmental and energy efforts through the past 20 years and also a pioneer municipality on public participation in close dialogue with the city council.

Architect and project manager on the Climate Plan Anne Marie Holt Christensen inform - and there will be additional film screenings, posters and information materials.

The housing association AL2bolig's Langkærparken blocks in Aarhus are being renovated with tender in 4 low-energy standards, respectively actual regulation, low energy class 2, low energy class 1 and passive house level. The project could be groundbreaking for a large number of similar blocks in the social housing which faces renovation in the coming years.

An agreement with district heating supply on the use of return-heat is expected, associated with significant reduction of the fixed part of the connection fee. The result will be good economy and a better utilization of the return heat (see also workshop E).

Builder consultant director Torben Gade, GBL, will explain the contracting work – engineer Maria Gaardsted, Esbensen Consulting Engineers, talks about energy design and interaction with district heating supply, while Lars Vind Scheerer, NOVA5, reports on the architectural work.

Workshop E: District heating combined with low energy housing (9:30 and again 11:30) Hillerød Municipality's extensive work with low energy housing in the new urban area Ullerødbyen and modernization of district heating network, including 3000 m2 of solar collectors, is a good example of efforts accomplished by combining the advantages of both district heating and low energy housing. Engineer Jens Lunding, Hillerød Heating A/S, reports on past experience - with the following appeal:

“District heating is often not chosen as the supply of low-energy buildings. The reason is often that heat pumps and solar collectors are considered more environmentally friendly and natural gas has been facilitated by the government in the past 10 years. Now we are facing a new era where the district heating (being a waste product) begins to be problematic, and natural gas and electricity are limited resources.

By using waste heat from the large CHP plants, to a greater extent than today, we will solve a big part of Denmark's energy problems, but the solution is short-sighted if the need for district heating cannot be reduced simultaneously with the expansion.

In Denmark we have reached an intersection where the conventional way to create district heating is too costly compared with subsidized products (heat pumps and local solar collectors) and this is particularly reflected in connection to low-energy buildings. Several municipalities and consultants have begun to strive for use of district heating, but the fight is difficult and the existing new district heating technologies are not sufficient to reverse the trend. Join now to find a solution to provide district heating for low-energy buildings "

Peter Kaarup Olsen, COWI consultants, also tells about the effort to re-think combined district heating and low energy construction in Hillerød, focusing on low-temperature heating.

From Ramboll consultants the project manager Jørgen Hvid will inform on district heating / cooling - the prerequisite for the CO2-neutral urban area with his experience in particular from the winning project for Nordhavn in Copenhagen and from the efforts of the "Copenhagen CO2 neutral in 2025." Furthermore he presents a briefing on "Heating Plan Denmark" and on a new office building with low-temperature heating and high temperature cooling in .

Workshop F: – new low energy building concepts for climate related efforts (9:30 and 11:30) How can we find new solutions that integrate some of the traditionally different building construction and energy supply fields?

A good example is the H2College building in Herning, where the housing association Fruehøjgaard desired enhanced sustainability in construction. The first students have now moved in - and in the autumn of 2009 the 66 juvenile homes are provided with renewable energy via hydrogen fuel cells for electricity and heat.

The goal is to show how hydrogen can be used to store wind energy in a grid with a large share of wind power. Architect Lars Sylvester, Aarhus Architects, inform about the many interesting project aspects in addition to his speech at the conference the day before - and there will be exhibited models of the building.

Technical Chief Lars Yde, HIRC (hydrogen research centre) will explain the hydrogen system.

Another example which is presented is the low-energy “Comfort House” near city of , and a new sustainable project for Vestas Wind Company in Lem. Information from Aarhus Architects.

Workshop additional exhibition: H2College, Herning Workshop additional exhibition: Comfort House, Vejle From Housing association administration KAB Ove Boh Larsen and Jesper Birn Lindeberg will inform about new developed low energy housing concept almenbolig+ (“social housing +”) which is on level passive houses and to very low cost.
