Apologies 14/149P Cllr Shand had given her apologies to the Clerk. 2. Declarations of interest: none. 3. Minutes of the last meeting 14/150P The minutes of the last Planning Committee meeting on 18 November 2014 were approved and signed as correct. Proposed by Cllr Stokes, seconded by Cllr Loader. All in favour (6). 4. Matters Arising 14/151P 14/36P - Appeal by Land at Little Pointers 13/98787 for the manege and access track. The Appeal Inspector visited the site on Wednesday 19 November; Clare Ings advised she is awaiting advice of the decision. 14/91P – Parking issues on verge at the eastbound Picket Post services. The Clerk has submitted a compaint to the Highways Agency with a map detailing the issues with parking, and chased a response on 8 December however no response received yet. 14/130P - Any progress on EN/14/0438 Lake View; update anticipated in next few weeks. 14/141P - Any progress on EN/13/0493 Linbrook Lake West; update anticipated in next few weeks. 5. Public Forum 14/152P An attending resident expressed support for the proposed increase of members to 10, and he was encouraged to respond directly to Rosemary Rutins of NFDC. Note: applications are minuted in discussion order, not as listed on the Agenda. 14/153P NPA 14/00917 Dear Cottage, Highwood Lane, Highwood – two storey rear extension; roof alterations. Cllr Burtenshaw explained the location of the property using aerial maps, as it is tucked away high on Rockford common. The existing and proposed floor plans and elevations were examined. During discussions it was established that:- - The application is for a two storey extension. The house is built on a hill with the north facing elevation being single storey, and where the hill slopes away it is two storey (housing store rooms on the lower level). - NPA planning officers had raised concerns on potential light pollution from the increased glazing and a solution had been reached; the roof line has been redesigned to overhang the windows and balcony to prevent the light spilling upwards. - The original application increased the floor space above the permitted 30%, so the application has been amended so the increase is 30.2% (which the planning officers are happy with). - The extension is sympathetic to its’ New Forest site and will allow a better use of the lower floor for two modest bedrooms and bathrooms to create a family home. The following concerns were discussed:- - Increased pressure on the tracks across the common; the applicant has already liaised with neighbours and is happy to make the tracks good upon completion of the building works. Applicant was encouraged to liaise with the National Trust as well. - The application states the property is not adjoining any SSSI, SAC, RAMSAR or SPA sites, however it does and careful consideration needs to be given to storage of building materials. Cllr Burtenshaw proposed option 3 (recommend permission to NPA) with the following comments to be submitted:- - The Parish Council agree with the Conservation Officer’s comments and are happy that initial light pollution and floor space concerns have already been addressed. - Please can the applicant be encouraged to minimise potential light pollution from vertical glazing and roof lights by the use of blinds and liaise with the National Trust relating to track maintenance. - As the property is surrounded by conservation designations SSSI, SAC, RAMSAR and SPA, we are concerned that the access track and immediate area outside the development site should not used for storage of materials or contractors parking. Seconded by Cllr Loader. 5 in favour, 1 against. 14/154P NPA 14/00923 5 Cuffnells Close, Mockbeggar – single storey front extension. Cllr Errington detailed the location and showed aerial photos of the area to show how properties are arranged at different distances to the main road. The existing and proposed elevations and floor plans were examined. During discussions it was established that:- - This application extends the building line forward of the existing building towards the road, however the applicant has ensured it is in keeping with neighbouring properties by matching cladding. Chairman Planning Committee 2 13 January 2015 Ellingham Harbridge & Ibsley Parish Council Planning Committee 9 December 2014 - The Planning Officer has assessed the application against policy DP11 and is happy it is within the permitted 30%. - No objections have been received from neighbours. Cllr Errington proposed option 3 (recommend permission). Seconded by Cllr Stokes, all in favour (6). 14/155P NPA 14/00910 Rockford Farm, Rockford – fencing. Cllr Loader detailed the location and showed the proposals for new fencing on a map. He explained the land has an article 4 direction, therefore all new fencing must be applied for, and the proposals are for post and wire (non-barbed) to maintain views across the fields and provide a discreet boundary around the property. Cllr Loader proposed option 3 (recommend permission). Seconded by Cllr Loader. All in favour (6). 14/156P NPA 14/00927 Acorns, Toms Lane, Linwood – roof alterations including raising ridge height; external alterations. Cllr Spark requested Cllr Errington take the chair for this application. Cllr Spark explained the location using aerial maps, reminding members this property was originally part of Ten Oaks and a Lawful Development Certificate for existing use was granted by the NPA 14/00507 Sep’14) as it had been used as a holiday let. During discussions the following was established:- - The internal floor space is not increasing with this application; it is being restructured internally by using part of the garage and the games room from a 2 bed to a 4 bed property (and therefore could be carried out with planning permission). - Planning permission is being applied for because the applicant wishes to raise part of the ridge height by 0.6m, and the Planning Officer advises it needs to be considered if this constitutes an extension and is contrary to policy DP11. Cllr Burtenshaw proposed option 5 (happy to accept the decision by the NPA under their delegated powers) with the following comment to NPA:- - The Parish Council feel we are not qualified to give an opinion on whether this is an extension, and therefore contrary to policy DP11. - Seconded by Cllr Stokes. 5 in favour, 1 abstention. 7. Decisions received from NFDC & NPA (circulated prior to Agenda): 14/157P NFDC 14/11215 Cross Lanes Farm, Mockbeggar – granted stc NPA 14/00190 Orchards, Blind Lane, South Gorley – two-storey extension; conservatory - withdrawn NPA 14/00792 Mount Farm, Highwood – granted stc NFDC 14/11116 Unit 1, Kingfisher Park, Headlands Business Park, Blashford – granted stc NPA 14/00815 & 00841 Newtown Orchard, Newtown Lane, Mockbeggar granted stc NPA 14/00845 Birchwood, Gorley Road, Linbrook – granted stc Cllr Burtenshaw drew the members’ attention to the planning conditions on the recently granted Land at Lomer Lane (14/10812), advising the NFDC had only granted permission for private use and not as a livery. 8. Planning Authority Committee meetings, Appeals and Enforcements: none Chairman Planning Committee 3 13 January 2015 Ellingham Harbridge & Ibsley Parish Council Planning Committee 9 December 2014 9. Correspondence: 14/158P The Clerk advised she had circulated details of a NFDC Statement of Community Involvement consultation with a deadline of 9 Jan’15; it was agreed no response be made at this time. 10. Other Business 14/159P Discuss presence of invasive weed species on North Ibsley Lakes. A member provided photos of the invasive crassula on North Ibsley lakes, advising the section 106 agreement between Hampshire County Council and Tarmac dated 24 February 2012 states in section 5 “The second management plan shall identify management objectives and outline appropriate actions and programmes for achieving the following objectives:- c. to control regeneration of inappropriate invasive species..” Clerk to establish whether the section 106 agreement is still in force. 14/160P Cllr Spark advised he is liaising with a contact at Ordnance Survey relating to the correct name of Highwood Lane/Gorley Road. 14/161P The Clerk has been made aware of the presence of a metal bridge in the ditch at Cross Lanes green and that the mobile home is available for holiday lets. It was discussed and proposed for the letting to be reported to the NPA and the Parish Council to liaise with the owner regarding the bridge. 14/162P A brief update was provided on progress of the ditch being dug between Ibsley Service Station and New Road. 14/163P The Clerk reiterated there is a site meeting at Amberslade Bottom and Broomy Inclosure on 15 December 2014 at 2pm with the Forestry Commission’s HLS Hydromorphologist. Cllr Errington and Loader plan to attend and report back in due course. A merry Christmas was wished to all and the meeting closed at 9.09pm. The next Planning Committee meeting will be held on Tuesday 13th January 2015 at 7.30pm in Ellingham Church Hall Chairman Planning Committee 4 13 January 2015 .
