Adoption of agenda ENVI_OJ0902_1 The agenda was adopted in the form shown in these minutes. 2. Chair's announcements Interpretation status: due to scarcity of resources and technical restrictions in the meeting room and based on the linguistic profile of ENVI Members, interpretation was available in 6 languages: French, German, Italian, English, Spanish and Polish. Electronic meeting file/Webstreaming: The Chair announced that as usual, the meeting file was available electronically via the e-meeting application and that the meeting would be web streamed. Remote participation of ENVI Members: The Chair announced that the meeting would be held in a remote participation format. At 15:45 the remote voting session opened. Members taking part in the vote had received a ballot paper-voting list that needs to be signed and sent back with the voting indications before 17:45. 3.     1 03 Sept. 2014 How the Sakharov Prize 2014 is awarded Background briefing In the next 10 days, the nominations of the Sakharov Prize for Human Rights will be decided by the European Parliament. The prize is awarded to “honour exceptional individuals who combat intolerance, fanaticism and oppression.”1 Previous winners include Nelson Mandela, Reporters without Borders and Anatoli Marchenko. If you believe that Azerbaijani human rights defenders – who are now in jail following years of work on behalf of the rights of others, and most recently on a list of political prisoners in Azerbaijan (on which they are now included) – then let the MEPs who vote on this know. Nominations for the Sakharov Prize can be made by: Political groups in the European Parliament. Or At least 40 MEPs. The deadline for nominations is Thursday 18 September at 12:00 in Strasbourg. NOTE: In order to decide on a nominee from their group some political groups have internal deadlines in the course of the next week. The next days are crucial. Theoretical background of care farming at European level. Care farming, also known as “green care”, “social farming”, "farming for health", and "green therapies", has taken on various forms and is organised in different ways in different European countries. There is great variety in the approaches to social farming across Europe, as well as in how it is connected to other sectors and the funding mechanisms that are used. Care farming has taken on many different forms across Europe, broadly based around three different discourses; multifunctional agriculture, public health, and social inclusion. One could say that care farming is most established in the Netherlands, Belgium, and Italy. Most research in the Netherlands focuses on care farming as part of the agricultural sector and as a new source of farm income. Great importance is also placed on interaction between participants and the farmers and their families. Care farming took off commercially in the Netherlands in the 1990s. It tends to operate on a service-based model. Engaging in care farming activities are seen as a type of social or health service and these activities are paid for directly or indirectly through health insurance. Similarities with the Dutch experience of social farming can be observed in Flanders (Belgium) and Slovenia.

  • Domestic Violence During Coronavirus Pandemic
    H.E. Ursula von der Leyen President European Commission European Parliament, 11 May 2020 RE: RISE OF DOMESTIC VIOLENCE DURING CORONAVIRUS EPIDEMIC Honourable President, We, undersigned members of the European Parliament are sincerely worried about the dramatic increase in domestic violence cases during the lockdown caused by the coronavirus epidemics in the member states of the European Union and beyond. We are of the conviction that both member states and the European Commission should introduce special measures to protect effective and potential victims of domestic violence. French Secretary of State for Gender Equality, Marlène Schiappa revealed that domestic violence across France increased by 32% in one week, in Paris alone it rose by as much as 36%. The French secretary of state rightly pointed out that addressing the situation has become more difficult, and even the emergency number to report domestic abuses has received fewer calls due to the fact that during quarantine “the victims are on lockdown with their abusers”. Another member state, notably the Hungarian government, used the pandemic to have the Parliament adopted a resolution in an extraordinary procedure to reject the Istanbul Convention becoming legally binding in Hungary and the European Union. Deputy Prime Minister Mr Zsolt Semjén’s argued that while the government wanted to eliminate violence, the aim of the Istanbul Convention is to eliminate the families. As you can see, the attitudes of member states can be much diverse. The rise of domestic violence, however, is a dramatic development in all of our member states. Due to the lockdown, tolerance in many families decrease, the functioning of state agencies and civil society organisations is also limited, and victims have fewer opportunities to seek for protection.
