Regular Session June 24, 2015 A video recording of this meeting and presentations can be viewed at www.pinalcountyaz.gov The Pinal County Board of Supervisors convened at 9:36 A.M. this date in the Board of Supervisors Hearing Room, 135 N. Pinal Street, Florence, Arizona. The meeting was called to order by Chairwoman Chase followed by an Invocation by Chaplain Michael Whitaker and the Pledge of Allegiance. Present: Chairwoman Cheryl Chase; Vice-Chairman Pete Rios; Supervisor Stephen Q. Miller; Supervisor Todd House; County Manager, Greg Stanley; Chief Civil Deputy County Attorney, Chris Keller; Clerk of the Board, Sheri Cluff, and Assistant to the Clerk of the Board, Diane Gardner. Supervisor Anthony Smith was absent. Call to Public Barry McCain, Arizona City, appeared before the Board and expressed his satisfaction with the Board of Supervisors and stated that they have served the people well. David Coward, Gold Canyon, addressed the Board regarding Highway 60 and the fact that it is designated the Jefferson Davis Memorial Highway. He asked that the Board consider taking that designation off the highway. Chairwoman Chase asked staff to look into that and Supervisor Rios recommended to staff that they relay the request to the State. U.S. 60 is a state highway and comes under the jurisdiction of the State of Arizona. Tom Bean, Casa Grande, appeared before the Board regarding an article wherein the County Attorney stated marijuana dispensaries hurt Pinal County. Mr. Bean feels medical marijuana dispensaries help Pinal County and when opened, you have less of a criminal element. He does not feel the County Attorney is helping the Board make correct decisions. Peter Else, Mammoth, appeared before the Board in connection with the Five Year Transportation Plan. He recommended that the Reddington Road paving project be shelved until alternatives are discussed. Steve Zobro, owner of Hidden Valley Airport, appeared before the Board in connection with the Five Year Transportation Plan, specifically McDavid Road to Sage. Three points made by Mr. Zobro:: 1) he committed to the neighbors of the Airport that he would try to get McDavid Road to Sage put on the five year plan 2) this road is very high in the PM2 area 3) last year the Board approved dust abatement in an area where Regular Session June 24, 2015 Page 2 there is very little traffic and asked that they take part of the money set aside for that area and use it for McDavid Road. Keith Krueger, Gold Canyon, spoke to the Board regarding SUP-006-15. Mr. Krueger felt that the horse boarding facility would be good use in the area covered by this SUP but did not like the idea of parking RVs on the property, as they would be disruptive to the views. Point of Personal Privilege Supervisor Rios thanked the State of Arizona, the communities, the fire department, law enforcement, County Staff and all who responded to the fire in Kearny. Had it not been for all of those entities the community of Kearny would have been imperil. Discussion/approval/disapproval of the Proclamation to declare Pinal County a Zero Tolerance Human Trafficking Zone. Beverly Kloehn, League of Women Voters of SaddleBrooke, appeared before the Board requesting that the Board approve a proclamation declaring Pinal County a Zero Tolerance Human Trafficking Zone. Motion was made by Supervisor Rios and seconded by Supervisor House to approve the Proclamation to declare Pinal County a Zero Tolerance Human Trafficking Zone. Motion carried by unanimous vote. County Manager's Report (Information Only) Greg Stanley, County Manager, thanked County Staff who responded to the fire in Kearny. We have a very small Emergency Management Staff and they called upon other departments to assist. They all did a tremendous job. Mr. Stanley advised that we are working jointly with the Presiding Judge of the Superior Court regarding the process we use to select, appoint and compensate the court appointed defense attorneys. We have published, to the attorney community, what the proposed process is. We will have a public hearing on July 21. Once we absorb the input we receive, we will come before the Board in a work session to discuss the process. Purchasing Division Report – June 24, 2015. Archaeological & Environmental On-Call Professional Services – Recommend SWCA, Inc. dba SWCA Environmental Consultants be awarded contract EV14- 01 and Archaeological Consulting Services be awarded contract EV14-02 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options, including optional price escalation after contract has been effect for one (1) year. Each contract amount is not to exceed Five Hundred Thousand 00/100 Dollars ($500,000) for each separate annual renewal period. 2. Construction Management On-Call Professional Services – Recommend Psomas to be awarded contract EV14-11 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Two Hundred Fifty Thousand 00/100 ($250,000.00) for each separate annual renewal period. 3. Facilities Assessment / Retro Commissioning On-Call Professional Services – Recommend GLHN Architects & Engineers, Inc. to be awarded contract EV14-14 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Five Hundred Thousand 00/100 Dollars ($500,000) for each separate annual renewal period. 4. General Civil Engineering On-Call Professional Services – Recommend Amec Foster Wheeler Environment & Infrastructure, Inc. to be awarded contract EV14- 30 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed One Million 00/100 Dollars ($1,000,000.00) for each separate annual renewal period. 5. Geotechnical On-Call Professional Services – Recommend Speedie & Associates be awarded contract EV14-32 and Ninyo & Moore be awarded contract EV14-33 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Two Hundred Fifty Thousand 00/100 ($250,000.00) per supplier for each separate annual renewal period. 6. Survey On-Call Professional Services – Recommend Psomas to be awarded contract EV14-40 for a term of one (1) base year (June 24, 2015 through June Regular Session June 24, 2015 Page 4 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Two Hundred Fifty Thousand 00/100 ($250,000.00) for each separate annual renewal period. 7. Traffic Engineering On-Call Professional Services – Recommend Southwest Traffic Engineering, LLC to be awarded contract EV14-44 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Five Hundred Thousand 00/100 Dollars ($500,000) for each separate annual renewal period. 8. Water Resources On-Call Professional Services – Recommend JE Fuller/Hydrology & Geomorphology be awarded contract EV14-52, Psomas be awarded contract EV14-55, and Amec Foster Wheeler Environment & Infrastructure, Inc. be awarded contract EV14-58 for a term of one (1) base year (June 24, 2015 through June 23, 2016) with two (2) one year renewal options including optional price escalation after contract has been in effect for one (1) year. The contract amount is not to exceed Seven Hundred Fifty Thousand 00/100 ($750,000.00) per supplier for each separate annual renewal period. PUBLIC WORKS CONTRACT CHANGE ORDERS: 1. Contract EC14-002 – Eloy Health Clinic Renovations in Eloy, AZ – Recommend approval of additional scope of work as stated in change order request no. 2 for DNG Construction LLC in the amount of $10,147.00 PROFESSIONAL SERVICES CONTRACT AWARDS: 1. ED14-002 – Architectural and Engineering Design Services Contract for the Pinal County Superior Courthouse Expansion - Recommend award to DLR Group Inc. to provide professional Architectural and Engineering Services for Phase 1 of the project. The term of the contract is two (2) years. The contract amount shall not exceed One Million Three Hundred Forty Three Thousand Five Hundred Four 00/100 Dollars ($1,343,504.00). CONTRACT RENEWALS: 1. RFP 10-18-16 – Detention Food Services – Recommend approval of modification #4 to exercise the 4th annual renewal with Trinity Services Group. The term of the renewal is July 1, 2015 through June 30, 2016, with no option periods remaining. The County spent approximately $1.2 million on these services in the previous year of the contract. This contract is used by Juvenile and Adult Detention. Regular Session June 24, 2015 Page 5 2. RFP 11-03-16 – IT Consultant for Accela Applications – Recommend approval of modification #4 to exercise the 4th annual renewal with TruePoint Solutions. The term of the renewal is July 13, 2015 through July 12, 2016, with no option periods remaining. The County spent approximately $50,000 on this service in the previous year of the contract.
