Most people receive information on climate change from the mainstream newspapers and broadcast media and it is important that this information be as accurate and complete as possible. As for many other topics, governments are an important point of reference for media coverage on climate change, as they are the main actors regarding international climate negotiations and national climate policy. In this thesis, I set out to compare newspaper and government frames in four countries: the UK, Germany, the US, and India. Using qualitative content analysis, I examined government communication and two quality and one mid-market or popular newspaper in each country in two time frames. The first time frame was the month around the 2011 Durban Conference, the second in June 2012. The countries’ newspaper regimes were categorised following Hallin and Mancini’s (2004) model of media systems, which correspond with different political systems. Frames have become a popular tool to structure media content. This thesis makes a point of using a clear and narrow definition of framing by drawing from strong elements of existing definitions. I established government frames and checked newspaper articles for frame congruence. The independent variable originally was political parallelism, which, in Hallin and Mancini’s model plays a key role in determining the relationship between media and political system. After a first evaluation, political parallelism showed to have less explanatory value for the relationship between newspaper and government frames than expected. As a second explanatory variable, I then established national loyalty, a concept, on which I elaborate in this thesis. This new element gave the thesis a more exploratory character. This study shows that it is possible to apply Hallin and Mancini’s framework beyond countries that are included in their original study without trying to fit them into one of the existing models. However, the study also indicates that for climate change coverage, political parallelism seems to play a role less important than described by Hallin and Mancini. The newspapers rather seem to follow national loyalty, when covering international climate negotiations in particular. This national focus stays in contrast with the global character of the issue of climate change and raises questions for future research. This study contributes to the field through its comparative and longitudinal design. While there exists a good body of research on media coverage on climate change, particularly for US and UK media, most studies are cross-sectional and focus on one country. Future research can widen the scope of media included and further explore the notion of national loyalty in media coverage. Table of Contents 1.     Statement of Laura MacCleery Vice President, Consumer Policy and Mobilization, Consumer Reports Before the U.S. House of Representatives Committee on Energy and Commerce Subcommittee on Commerce, Manufacturing, and Trade “Disrupter Series: Self-Driving Cars” Tuesday, November 15, 2016 Summary • Traffic deaths on U.S. roads rose to 35,092 last year and are estimated to have jumped another 10% in the first half of 2016. This is a public health crisis. We urgently need to find ways to prevent more traffic deaths and injuries and meaningfully counter this trend. • Crashworthiness improvements should continue or even be accelerated as an accompaniment to technological advances, and defects and recalls should be more aggressively overseen and pursued as warranted by the facts. • Automated driving systems—intended to yield self-driving cars—are advancing rapidly, and may be part of the solution. However, there is much more work that needs to be done to test and demonstrate safety benefits and protect consumers from novel risks. • This is particularly true regarding cars with semi-autonomous features, which if deployed irresponsibly can give consumers a dangerously false sense of security. • As the industry’s regulator, NHTSA can ensure that companies put consumers first by setting robust safety standards. NHTSA’s recent guidance rightly covers a wide range of important subjects, but it is light on specific steps companies must take to assure safety. • To protect the public and build trust in automated driving features, Congress should provide NHTSA the resources to independently and thoroughly assess the safety of automated systems and better understand how drivers interact with these new features.

    PRESS RELEASE CHAIRPERSON PING CONCLUDES A ONE DAY OFFICIAL VISIT TO GERMANY Berlin, 5 July, 2011: The Chairperson of the Commission of the African Union (AU), Dr Jean Ping, paid an official visit to Berlin on 5 July, 2011, at the invitation of the German Chancellor, Angela Merkel. This visit took place on the eve of the Chancellor’s trip to three African countries, namely Kenya, Nigeria and Angola. Chancellor Merkel and Chairperson Ping had extensive discussions on issues of mutual interest, including Libya, Sudan and other situations on the Continent, as well as bilateral cooperation between the AU and Germany. The Chairperson briefed his interlocutor on AU’s efforts to find a political solution to the Libyan crisis on the basis of the proposals contained in the Draft Framework Agreement endorsed by the Malabo Summit. The Chairperson also stressed the encouraging developments in Cote d’Ivoire and Sudan and the need for adequate international support to assist these two countries and consolidate the gains made. On her part, Chancellor Merkel emphasized the importance Germany attaches to the AU and its key role in promoting peace, security and development in Africa. She pledged continued support to the AU’s efforts aimed at achieving these goals. The Chairperson also met the Federal Foreign Minister, Dr Guido Westerwelle, and the Federal Minister for Economic Cooperation and Development, Mr. Dirk Niebel. Discussions with both Ministers focused on several political and economic issues of mutual interest. It is worth mentioning that Germany is providing significant support to AU Commission in different areas, including peace and security, governance and democracy and development, as well as capacity building.

The German Economic Situation Economic Growth Perspectives and Employment After the downturn in 2008–09, there has been a strong economic recovery in Germany in 2010 and the first half of 2011. But in the context of an economic deceleration expected for the OECD countries, also the German economy will probably slow down considerably in the second half of 2011 and in 2012. Export growth is likely to weaken as key export markets cool down, partly due to fiscal tightening in Germany’s main trading partners. Export growth scored a high 14.4 percent in 2010 and is likely to decelerate to 8 percent in 2011, as a consequence of fiscal tightening and the flattening of the stock cycle in most major markets. Meanwhile, import growth is expected to decrease from 12.8 percent in 2010 to a still strong 6.6 percent in 2011. Domestic demand is also expected to decline as consumers and business are becoming more cautious. Private consumption growth is forecast to accelerate to 1.6 percent in 2011 from 0.4 percent in 2010, but will then stay at around 1.4 percent on average in 2012 to 2015. Employment is expected to expand which will support domestic demand, but real wages are expected to grow only slowly.

While a scandal usually has negative consequences for the ones being accused of a transgression, political opponents and even media outlets may benefit. Anecdotal evidence suggests that certain scandals could be orchestrated, especially if they are reported right before an election. This study examines the timing of news coverage of political scandals relative to the national election cycle in Germany. Using data from electronic newspaper archives, we document a positive and highly significant relationship between coverage of government scandals and the election cycle. On average, one additional month closer to an election increases the amount of scandal coverage by 1.3%, which is equivalent to an 62% difference in coverage between the first and the last month of a four- year cycle. We provide suggestive evidence that this pattern can be explained by political motives of the actors involved in the production of scandal, rather than business motives by the newspapers.

Bei den entscheidenden internationalen Themen wie Afghanistan, Iran oder Nahost spielt die deutsche Außenpolitik bestenfalls noch die Rolle eines Beobachters. Von Gestaltung keine Spur. Und mit dem nicht-ständigen Sitz im UN-Sicherheitsrat, den sich der Außenminister gerne auf seine Fahnen schreiben möchte, fährt er wohl eher die Ernte ein, die andere vor ihm gesät haben.
