It is my great pleasure and privilege to write for the biography of Dr M V Natarajan. a great teacher, academic luminary and a leader in the speciality of Orthopaedics, who has given a new direction to the advancement ot Limb Salvage Surgery His path-breaking achievement and contribution is developing the CUSTOM MEGA PROSTHESIS.
I have known Dr Natarajan personally only during the last one year though I had known of him in absentia for a long time pariicularly since he took over as Hon’ble Vice-Chancellor of The Tamil Nadu Dr.MGR Medical University at Chennai.
I met him first time at 3 sociai function in Chennai. There, right at the outset he went full blast on the Medical Council of India. He pointed out a slew of mistakes and deficiencies in the working of the organization. Though initiaiiy taken aback, it took me a little time to realize that his strong expression was not to undermine or denigrate the Council but to share his anguish and his concern over the falling standards in medical education and dismal state of the healtn care services in the country. He was worried that while the science cf medicine is progressing by leaps and bounds, the methods of delivering medical education in our country are almost static and not in keeping with the great progress being made elsewhere. I was very impressed with his approach of calling a spade a spade mincing no words.
In my life. I have always admired such bold, brave and no-nonsense peopie1 There and then I requested him to arrange a meeting of the Vice-Chancellors of Health Universities at the MCI Headquarters in New Delhi where his views and the views of other eminent academicians would be brought on one platform for devising and developing the strategy for improvement in the medical profession from tne point of view of ethics, honesty, integrity and nobility.
I am very happy to note that Dr.Natarajan with his inimitable energy and enthusiasm made sure that the said conclave took place at the MCI HQ on 11th March 2012. The conclave was a great success. It was attended by most of the Vice- Chancellors all over the Country. The deliberations were very useful, purposeful and forward looking. Thanks to Dr. Natarajan’s initiative, leadership and persistence that it happened!
Since then I have the honour of my continued association with him. Recently I had the privilege of delivering a Key Note address during the Silver Jubilee Function of The Tamilnaau Dr.MGR Medical University at Chennai on 1st July 2012. There my most interesting observation was that while everyone spoke to his heart’s content at the mike. Dr. Natarajan chose to keep Quiet and did not speak a single word from the podium. Later when 1 mentioned this to him, he said people had gathered there to listen to speakers from outside and not to him, as he keeps on speaking to them on so many occasions!
I wish a great future to Dr Natarajan. ! wish him Higher Heights and Greater Glories!...... Amen!

15 BRIEF HISTORY OF THE UNIVERSITY
To bring about co-ordination and co-operation between various educational and training institutions of modern medicine and other systems of Medicine, Dentistry and Allied Health Sciences and to promote research in all fields of health sciences, the university was formed in the year 1987 based on the recommendations of a committee consisting of Dr . A. Venugopal, Dr. M. Natarajan and Dr. S. Kameswaran.
The university was established as per the Government of Tamil Nadu Medical University Act 1987. The university started functioning from the year 1988. The act was amended to The Tamil Nadu Dr. M.G.R. Medical University act in the year 1991. The university started functioning in its own building in the the present premises from the year 1994.

The 11th Act which was instrumental in establishing the Tamil Nadu Dr. MGR Medical University was passed on 24.09.1987, following which the University started functioning. The University reached the following milestones under the leadership of each Vice-Chancellor.
Dr. Lalitha Kameswaran M.B.B.S., Ph.D., the first Vice Chancellor of this University on 12.07.1988. Following which, the statues of this University was framed, which was published in the extraordinary gazetteof the Government of Tamil Nadu on 14.04.1990.
The first examination by the University was held in May 1989. The University started functioning from the Vepery administrative office. The first Senate started functioning on 1.10.1990. An Amendment in the Dentistry Act, 1948 was made to recognize degrees awarded by this University from 24.09.1987. The central Library, Department of Experimental Medicine and Sophisticated Medical Instrumentation Centre were also established.
The FIRST convocation for the first batch of PG Degree and Diploma candidates in faculties of Medicine, Dentistry, Pharmacy and Nursing was held on 14.10.1990.
Reforms in Curriculum:

NATIONAL SCENARIO The Medical Council of India prescribes the minimum standards of Medical Education in the Country. Nothing had been done to raise the standards for over 10 years to keep it in tune with current trends all over the world. (as it was under a faulty leadership).
CLASSIFICATION All the courses have been grouped under four major heads: i) Medical ii) Dental iii) AYUSH (Indian Medicine & Homoeopathy) iv) AHS (Allied Health Science)
SYLLABUS AND CURRICULUM The issue of raising the standards of Medical Education, reorienting knowledge based curriculum to competence based curriculum was discussed by the Faculties and Board of studies. About 40 Medical teachers and Senior Professors of all Specialities of the Standing Academic board discussed the matter in detail. They formulated training the trainers programme and recommended changes in the evaluation methods to be adopted in the University, to cause paradigm shift in UG & PG Medical Education. This was communicated to all colleges and was implemented from the academic year 2010 – 2011 onwards.
29 (A) CURRICULUM AND SYLLABUS OF ALL COURSES The Curriculum and Syllabus for all the courses of Medical / Dental, AYUSH and AHS have been modified and updated (2011). The entire updated syllabuses are made available in the University website. (B) CLARITY ON THE TERM DAYS AND ATTENDANCE
EXISTING There is no clarity in the calculation of No.of working days in a year, term days and attendance for all UG and PG Courses. Minimum requirement of attendance of 75% was in vogue for being eligible to appear for the examination.
REVISION INTRODUCED Introduced Bio-metric system of attendance for the Faculties and Students in the affiliated institutions from the academic year 2012-13. The total No. of working days in an academic year has been calculated taking into account the No. of Govt. declared holidays, eligibility of study and other kinds of leave etc. The number of working days for UG and PG Medical courses is fixed as 260 and 290 days respectively in a year. The calculation of working days is given below: (1 Year = 365 days) UG PG No.of weekly off (Sundays) 52 52 Second Saturdays 12 12 Vacation 20 23 Govt. Holidays 21 21 Total Days (Leave) 105 75 No.of Working Days 260 290 (365-105) (365-75)
For the first time in the history of any Medical University in India, the minimum attendance for the candidates has been prescribed as 90% for becoming eligible to appear for the examination. There shall be no condonation of any kind of leave for any reason including Pregnancy, Child Birth and Medical conditions of any nature. This is because incompletion of the required term days will result in incomplete training, jeopardizing the life of human beings. HUMAN LIFE CANNOT BE COMPROMISED ON ANY ACCOUNT.
The Regulations on attendance and term days for UG/PG courses has been prescribed and implemented. (C) REFORMS IN THE EXAM PATTERN (GENERAL) Existing • The candidate should secure 50% in theory. • If a subject has been divided into two papers, the candidate has to get a minimum of 100 marks (aggregate) for a PASS out of 200 marks. • Under this system, the candidate had the option of omitting vital points as he/she has to secure 50% of aggregate marks combining Section A and B.

• Separate passing minimum of 50% marks has been introduced for each section (Section A & B), each Paper and each component viz.,Theory, Practical/Clinical, Viva, Internal Assessment(IA)etc.

• For Medical Students, the syllabus i.e., the human body (from head to foot) will always the same. • Nothing more or less can be added. • All aspects of the human body have to be learnt by the medical students. • They cannot afford to leave out any portion. • Hence no choice is allowed in theory. • An anomalous situation has arisen where a student knowing more of one part of the body (Paper-I) and less of another part of the body (Paper II) was capable of passing the exam. • The importance of not knowing parts of the human body will prove disastrous while this student becomes a medical graduate is facing a life threatening situation in a critical patient. • His incompetence in this situation can never be proved legally, but morally his not knowing part of human body is the real cause. • To avoid such a situation, it is decided that a separate pass in each component of the exam i.e., Paper I, Paper II, Practical, • Viva, IA is necessary for the students so that they learn all the portions without any choice.
INTERNAL ASSESSMENT The component for Internal Assessment consist of Theory (50 marks) and Practical (50 marks). It is a Pre-requisite for the candidates to obtain 50% marks (raising it from 35% marks) in I.A. to become eligible to appear for the Exams
APPROVAL OF REFORMS AND HIGHER STANDARDS i) Medical Council of India
• As per the counter affidavit filed in W.P.No.23030 of 2011 in paragraph 16, the MCI has stated that the University can have higher standards than the minimum requirement laid down by the MCI ii) Dental Council of India
• The DCI in their letter No.DE-130-2011/S-5861, dated 27-1-12 has informed that the eligibility criteria and other provisions prescribing admission, examination, syllabus, curriculum etc.,in course regulations framed by DCI are bare minimum and permitted the Medical University for prescribing higher standard than that of Regulations of DCI for maintaining higher standard of dental education in the State of Tamil Nadu.
(iii) Pharmacy Council of India
• The PCI in their letter No.14-56/2011-PCI, dated 10-4-12 has informed that the PCI has prescribed the minimum standard of education required for qualification as a Pharmacist.
(iv) Central Council of Homoeopathy
• The Central Council of Homoeopathy in their letter No.14-23/2011-CCH/1656, dated 3-5-12 have stated that the Council has prescribed the minimum norms – If the University intends to improve these norms for betterment of the standards of education in Homoeopathy, CCH will have no objection.
31 (D) Evaluation Methodology & Training the Trainers The Academicians who were faculty of the University introduced novelchanges like OSCE and ward rounds in the P.G. Evaluation methods. Problem solving in clinical situations while treating patients was given more importance than clinical diagnosis alone. The teachers were asked to prune the syllabus for undergraduates to reduce their burden. Courses were conducted in the University to train teachers from all over the State in the new methodology. This was introduced from the academic year 2010 – 11.
(i) MODERATION MARKS Old : Reviewing the exam results in the first year M.B.B.S between the period 2007 – 2009, it was observed that moderation marks from 1 to 49 had been given to varying students to apparently boost up the exam results. This is against the MCI guidelines which allow only 5 marks for moderation. Revised : Review of the results 2010 – 11 shows the real pass rate for the 1st year M.B.B.S students. Only 5 marks allowed by the MCI had been given as moderation marks. Hence the real pass rate appears low in comparison. It has, therefore, been decided to award the moderation marks upto a maximum of 5 for only one subject, if the candidate has cleared all the other subjects. (E) C.R.R.I

Existing The duration of M.B.B.S Course is 5½ years consist of 4½ years study period and one year internship. It was found from the records that some candidates have not completed the course even after surpassing double the duration of the course (i.e) within eleven years (11 years). Those candidates who have not completed the course within double the duration cannot be allowed to write the examinations and practice as Doctors after a long gap, as the Under Graduate Medical subjects deal with human lives.
Initiatives of the University As per this Regulations, as an amnesty measure, the candidates, who have completed double the duration of the respective course and who are in 2nd, 3rd and final year course of study will be given the balance duration of the course of study and grace period of one more year. For example, the duration of the course for MBBS is 5½ year. If the candidate completed the 2nd year and at the time of entering into 3rd year, he had a break of study exceeding double the duration of the course, he/she can continue the course for the balance course period of 3½ years and a grace period of one more year to complete the entire course. The period of study cannot be extended beyond the extended period (balance course period + 1 year grace period). (G) STARTING OF NEW PROGRAMMES BY THE UNIVERSITY
• Considering the need for enabling the growth of sub-speciality within each speciality, for the first time in the history of any Medical University in India, the Clinical Fellowship Programs in each Medical speciality (1 year/2 years duration) have been started. By introducing these programmes, the hospitals have become temples of teaching and learning. • Research for Super Speciality Medical Courses : For the 1st time in the Indian Sub continent, The Tamil Nadu Dr. M.G.R. Medical University has given permission for the super specialty Medical post Graduates (M.Ch. / D.M.) to do Ph.D simultaneously along with their course in order to promote academic excellence and research. • M.Med. (Family Medicine) : The University has introduced a new programme called Master of Medicine in Family Medicine through distance education. This is to equip the primary care physicians with better diagnostic and therapeutic skills. Eleven students have successfully completed the first year of this two year programme.

The University is encouraging Research Programmes. In order to have quality research programme, the candidates are registered for Ph.D. after clearance of the title of the Research by the Screening Committee. The candidates are informed to present their proposals before the Screening Committee. The Ph.D. Screening Committee is held twice a year to recommend the suitability of the title of the proposed research by the candidates and for registration to pursue Ph.D. Research Programme by them in this Medical University.

Considering the importance of research due to technological advancement, the University has decided to encourage research by providing financial assistance. Therefore, University Research Council for granting funds for clinical and basic research in Medical, Dental, Indian Medicine and Allied Health Sciences has been created by creating a Corpus Fund of Rupees 2 Crores for sanction of financial assistance for various Research Programmes. The University is not having its own Medical College or Hospital. But having University Departments with adequate faculties in the relevant field. In order to utilise the facilities available in the City Medical Colleges & Hospitals by the University and vice versa, this Medical University has made arrangements by entering into MOU with Medical Colleges & Hospitals as given below: • MoU signed with Madras Medical College & Government General Hospital for faculty exchange program and for utilizing the clinical facilities at the hospital. • MoU signed with Stanley Medical College & Government Stanley Hospital for faculty exchange program and for utilizing the clinical facilities at the hospital. • MoU signed with National Institute of Siddha for faculty exchange program and to avail clinical facilities. The Medical University has decided to utilise the experience and expertise knowledge of those medical professionals in their specialization for conducting workshops, seminars. Guest lectures etc. in the affiliated Medical Colleges. The University is awarding ‘Adjunct Professorship’ to the Clinical Medical Teachers who have rendered yeomen services to society by their clinical expertise. The Medical University has constituted an Expert Committee for finalising (a) the use of prefixing and suffixing Degrees by the professionals. (b) designation of the Consultants. • Only degrees recognized by the Medical Council of India and issued by the recognized Medical University should be displayed. • the Professor and Additional Professors can use the prefix “Professor”. • Emeritus Professors of the University can use Prefix “Professor”.
37 • Distinguished Professors of the University can use the prefix “Professor” • Associate Professors / Readers should not use the prefix “Professor”. • Adjunct Professors of the University should not use the Prefix “Professor”. • Physiotherapists should not use the prefix “Dr.” • Ph.D. qualified persons can use the prefix “Dr” with suffix as Ph.D. • M.D. (Physician) degrees obtained from Russia, China and other East European countries should be registered by the Tamil Nadu Medical Council as MBBS (Russia). These candidates should be instructed to display their degrees as MBBS (Russia) and not M.D. (Russia) /M.D. (Physician) which is misleading the public. It was brought to the notice of the members, that the M.D. Russia is a six years programme with one year of learning Russian Language. • Candidates who are undergoing the course, should not use the degree to be obtained as suffix with the bar or a small line over the degree. • M.Ch.Orth. (Glasgow) is a one year Programme - 12 months M.S. (Orth.) is a three years programme; (36 months) Hence, M.Ch. (Orth.) (Glasgow) cannot be equated to M.S. (Orth.) in India. • The Medical Council of India and Tamil Nadu Medical Council were informed about the following observations: • Foreigners coming to India to conduct workshops / demonstrate surgical techniques should come on a business visa / education visa. They should apply to the Medical Council of India for temporary Registration to perform surgeries on Indian patients. If they come on tourist visa, they should not be permitted to do surgery. • The Medical graduates registered with the State Medical Council (T.N.) who seek employment in other states of India should register with the respective state Medical Councils. • The Members discussed about the degrees offered by other Universities in the Distance Education Programme. The duration of these programmes varies from three months to nine months and they call themselves as “specialists” in the particular branch of Medicine. They should not display such degrees issued by the Universities through Distance Education. • Fellowships by other Universities viz. F.A.O., F.A.C.C. or Memberships in Organizations should not be displayed. • Degrees not given by the appropriate authority should not be added as suffix to doctors registered in the T.N. Medical Council.

38 (M) ENCOURAGING MEDICAL P.G. STUDENTS TO PUBLISH ARTICLES AND INTRODUC- TION OF E-PROXY
Publication is an important aspect of academics, research and scientific development. “Publish or perish” has become the cardinal rule of academia all over the world.
PRESENT SITUATION So far, the criteria for completion of a course for the postgraduates and super specialty registrars were the conventional written exam, practical exam and viva.
The Change – Med ej In order to encourage and train the post graduates (M.D/M.S) and the super speciality (D.M/M.Ch) registrars in the art and science of publication, the Tamil Nadu Dr. MGR Medical University has made atleast one publication of a scientific article mandatory to appear for the examination. In order to help the students in publication, the University has started an e-journal – Med ej . The publication space in Med ej is exclusive for the articles of postgraduate degree (MD and MS) and super speciality (D.M. and M.Ch) students of this University. This initiative was made to encourage the students to do research and have first-hand experience in publication of research. This is the first of its kind in India. This is the first time that a medical University is having its own journal.
Intro duction of E-Pro xy Introduction of E-Proxy to view the medical journals / articles / abstracts for all the students and faculty of the Government Medical Colleges in the state with the assistance from National Medical Library. 2000 journals can be accessed by the students / faculty from their own computer with a password. (N) CME CREDITS Present Scenario There was no accrediting body in the State of Tamil Nadu to accord CME credits and categorize the educational activities. No regulation was in vogue to encourage students and faculty to attend various educational activities.
The Change From the academic Year (2010-2011), The Tamil Nadu Dr MGR Medical University introduced mandatory CME Credit points to be obtained by CRRIs and Postgraduates as part of their curriculum. The requisite credit points should be submitted by each candidate at the end of the posting /Course to get completion/ appearance for university examination:
1. Post Graduates – ( Masters) – 50 credit points 2. Post Graduates – ( Diploma) – 40 credit points 3. CRRIs - 25 credit Points
As there was no accrediting body in the state of Tamil Nadu, the Centre for CME accreditation was started by the University in 2010 to award CME credits and to categorize the educational activities.
39 (O) CONVOCATION The University examinations are held in two sessions - one in February/ April and another one in August/October of every year. the University has been holding two Convocations every year i.e., one in January and another one in July from 2010 onwards to issue the Degree Certificates to the eligible students on completion of examination in each session without delay.
(P) STANDARDISATION OF PROVISIONAL AND DEGREE CERTIFICATES 20 types of Provisional Certificates and 38 types of Degree Certificates have been standardized and brought down to 3 Nos. and 2 Nos. respectively. (Q) INSTITUTING MEDICAL UNIVERSITY MEDALS For award of Medals to the meritorious students in the UG and PG courses of all Medical, Dental, AYUSH and AHS, endowments have been created by various Philanthropists with certain amount as a corpus fund and the interest accrued thereon was utilised. It was found that all the subjects in UG courses and all the branches of PG Courses and all Super Speciality Medical courses are not covered by the above endowments. To encourage the students, the Medical University Medals have been created for all the courses of Medical/Dental/Indian Medicine & Homoeopathy and Allied Health Sciences for which no endowments are available bringing the total number of award of Medals from 79 to 163. By this, the candidates of all the courses, who are meritorious and securing highest marks are awarded with either the Endowment Medals or the University Medals. (R) ESTABLISHMENT OF STUDENTS SUPPORTIVE CENTRE IN THE UNIVERSITY CAMPUS The Students Supportive Service has been introduced with the Social Welfare Officers of the University to • offer free, impartial, and service of professional nature and academic matters. • offer counselling and guidance, help and support to students, applicants and parents for selecting right professional course. • In order to help in channelizing the youth for constructive activities, Youth Red Cross is introduced which is also part of the College activities as per University directions.
40 (S) CREATION OF SPORTS COUNCIL The students of the affiliated institutions must be encouraged to involve themselves in sports activities, as the Medical University feels that they not only improve in studies but also maintain good physique. For this purpose, the University Sports Council has been created to extend financial assistance to the students of affiliated institutions to participate in the Inter-Collegiate or Inter-University Sports Events at State or National Level. (T) FORMATION OF MEDICAL UNIVERSITY ALUMNI ASSOCIATION (MUAA) Though there are several colleges under various Universities, the students take pride in their University and not the individual colleges. Like Universities of the West, students will quote their University as their Alma Matter”. Keeping the above in view, Medical University Alumni Association (MUAA) has been formed to: i) unite the students of this University both past, present and future under one umbrella. ii) promote a platform for the students to encourage knowledge contribution, sharing of ideas and helping each other. iii) help the university to gain international reputation, to increase the corpus fund which in turn will be helpful in contribution towards the students community. But Dr. Mayilvahanan Natarajan, the 7th Vice-Chancellor of this Medical University excelled in administrative activities too. To substantiate this, the following long pending issues were addressed and settled within a short span of time.
The following are the major achievements: • Re-established Metro Water connection to the University after a gap of a decade. • Provided 500 KVA additional capacity of electricity connection to the University. • Re-laid road at the entrance, western side, eastern side and backside within the University Campus. • Established land Scaping work in front of the Administrative Building. • Anti flaming work in the main entrance to avoid skidding. • Creation of 4 new Reception & Enquiry Counters in Ground Floor – to attend to the visitors visiting the University without making them to wait. • Provided Work Stations in all wings/sections (Affiliation, Establishment, Stores, Examination, Academic, Finance Wings and Students Welfare, University Co-ordinator Section, Computer Section etc. to improve operational efficiencies. • Provided Name Boards for all Officers/sections in all floors in the University. • Creation of Valuation Halls by providing partitions in 5th Floor with air-conditioning facility and vitrified flooring. • Purchase of computers and printers for all the Officers and staff and Net-working of University Departments / Sections (E-Governance). • Appointment of 3 new Standing Counsels for redressal of all legal issues. • Appointment of I.T. Consultant for the University for attending to full automation work in Examination and other Wings. • Appointment of Financial Consultant for undertaking reforms in financial accounting and for introducing to accrual based accounting in the University. Our University is the first in the whole of India in implementing accrual based accounting. • Provided Letters with LOGO in the entrance arch of the University. • Donation of Old Books to Madras University for use in the Perarignar Anna Centenary Library, Chennai. • Introduction of biometric system for attendance purpose for all officers and Staff of the university to maintain punctuality, discipline among them in the campus. • Two new lifts were installed replacing the old ones. • Provided Air-Condition facilities to all officers including Deputy Registrars / Assistant Registrars, all Heads of Departments. • Provided Own Books Reading Hall (A/c & Non-A/c) to the students, with separate toilet facilities to bring-in good ambience for the students. • Provided tables and chairs for group discussion by the students in the garden area within the campus of this University.

47 • Affiliation Statutes for newly introduced Post-Doctoral Fellowship and Fellowship Programme in Medical/Dental and for all Allied Health courses have been prepared and the Assent of the Chancellor has also been obtained. • Purchased RT-PCR (Real time PCR), the State of art equipment for the Dept. of Immunology for doing molecular study for various diseases both to diagnose and for prognosis. Under this system, HLA can be typed by molecular method which can be used for organ transplant. These tests are done in the University for both Private and Govt. Hospitals. • Established Siddha Research Lab. in the University for Drug Standardization for use by the Post graduates and Researchers of AYUSH for their research. Pharmacognozy, Gunapadam, Bio-chemistry and Microbiology Sections are available in this Lab.

Introduction of Computers
• In order to move from manual accounting to computerized accounting, provided computers to all the staff in the Finance/Accounts Department.
Hands on Training in Computers
• All the staff were given adequate training to operate the computers, especially for financial and accounting applications.
Introduction of User Friendly Accounting Package To bring in the latest developments that have taken place in the accounting field, a comprehensive, up to date, fool proof, user friendly, reliable and time tested accounting package “Tally” was identified and introduced. All the staff were adequately trained for using this software.
Double Entry Accounting System
• Earlier, the University was following single entry system of accounting, which is incomplete and unscientific. Double entry system of accounting was introduced to give a complete picture of the financial position of the University at any point of time. By this, the following reports could be generated: • Day Book • Ledger • Trial Balance • Receipts & Payments Account • Income & Expenditure Account • Balance Sheet
Accrual Based Financial Reporting
• Under the older system, what was actually received and paid were only recorded. What is due and what are to be paid were not reported. • Hence, the scientific method of “Accrual Based Accounting” was introduced w.e.f. 01/04/2011 by the University to bring in transparency, accountability, completeness, consistency and effective financial management and reporting. A reputed Chartered Accountant firm was assigned this job, to bring in professionalism and to be properly guided. • All the Assets and Liabilities of the University were brought into the books of accounts and effectively monitored. Arrears of dues from any educational institution and expenses to be paid for will be clearly depicted in the accounts, on par with Corporate sector. • This Medical University is the first of its kind amongst all the Government Universities in our State to introduce this system. In a recent meeting, the Finance Minister of India has appealed to all the State Governments to switch over to this system, which we already have in practice.
Introduction of online Remittance System
• This University had been receiving the remittances due through Demand Drafts from the Affiliated Institutions towards various fees payable to the University and from the students for the services required from this University i.e., for issue of Eligibility 50 Certificates, Migration Certificate. In this system, the amount is credited to the University only on realisation of demand draft. To avoid losing interest for the intermittent period viz., between the period of remittance of DD and realisation of amount, a new system of remittance to the University by the Institutions and Students through RTGS/NEFT has been introduced. According to this system, the amount is instantaneously credited to the University Account on remittance. By this method, the Institutions / Students, also save their time.
51 Payment Gateway System
• The system of Payment Gateway has also been introduced. This system was conceived mainly for the benefit of the students of this University particularly for the students who are staying abroad. Through this system, the students from abroad can apply for any service to the University by making the payment through Payment Gateway system and save their time.
Introduction of “Receipt” System This University has introduced “Receipt System” abolishing the system of giving endorsement on the tapal itself to make sure that every service is given by the University only after receiving the respective fee. While giving endorsement, duplication may be possible on the duplicate Tapal. After introduction of “Receipt” system”, the receipt with unique number is automatically created in the “tally” on feeding every remittance. Thus the duplication of confirmation of remittance is completely stopped.
Application for Income Tax Refunds In the past 4 years, Tax has been deducted by some banks on the interest paid to the University on our deposits. We have collected all those TDS certificates and Income Tax returns have been filed for last 4 assessment years, claiming an aggregate IT refund of Rs.17.70 Lakhs.
Legal opinion on Taxation matters regarding the position of the University We have received a legal opinion from an Income Tax expert regarding the position of the University with regard to Income Tax Law, the specific provision under which our University is exempted from Tax and other compliance requirements under Income Tax Act. A letter has been filed with Income Tax Department, seeking their confirmation on this opinion.
Maximization of Interest on Bank Deposit
• In order to maximize the interest income on the investments of the University, quotations are received from various Banks and Government Financial Institutions and Deposits are placed with those Banks/ Institutions offering the maximum rate of interest. • This University was the 1st of its kind to get PAN No. • The Income Tax Returns were filed from the accounting year 2007-08 and refund claims were made to the Income Tax Department.

The University has been at the forefront of providing and implementing online system through various initiatives after the assumption of the 7th Vice-Chancellor. A concise report of the rapid infusion of ICT into the administration and education are listed below.
INFRASTRUCTURE
• Established a good high speed Local Area Network (LAN) within the campus. • 10 Servers, 325 Computers and 150 Printers available in the campus are connected through the LAN, duly protecting with Firewall, Antivirus/ Antispam and System monitoring software. • Internet Connectivity has been enhanced to 2 MBPS. Also the Services of the National Knowledge Network (NKN),a Govt. of India Knowledge Transfer project, scalable up to 10GB bandwith connectivity are available throughout the campus. • All the Heads of Departments, Officers & staff from the category of Assistant have been provided with appropriate Workstations for equipping Computer and printers with necessary Uninterrupted Power Supply and net connectivity. • An IT Asset Repository is being maintained with a list of IT Assets of the University.
EXAMINATION • With the deployment of ICT, the examination system has changed intrinsically. The Online Examination system has been designed as a holistic cohesive system catering to the requirements of the University, Affiliated Institutions and the Student Community. • The system uses open source software extensively, reliable and scalable for further requirements with suitable system auditing. The service of the State Data Centre is utilized identifying appropriate backup and security measures. • The University has 62,000 students in about 600 affiliated institutions. The online system has modules from Registration to Convocation for all courses in Medical, Dental, AYUSH & Allied Health Sciences. • Examination Application forms, Hall Tickets, List of candidates appearing for University Examinations are generated by the institutions for all eligible candidates in all the four groups through online system after approval from the University. • Student R egistration, Time Table, Entry of Attendance, Internal Assessment, Oral / Practical marks, list of absentees, Photos, signature of eligible candidates for Convocation etc. are updated by the institution through Online system. • The Approval of Registration, Hall tickets, Eligible candidates are done by the University through online system. • The Variable Data Printing (VDP) is a revolutionary digital printing process. The Examination Answer Booklets are printed with the candidate’s Register number, Subject name and Bar code (dummy number). This reduces the results processing time significantly and increases the accuracy of data. • Online Question Paper Delivery (SEQUEL) is done on the day of exam, fifteen minutes prior to the commencement of the University
55 examinations. This ensures not only the confidentiality but safe and secure delivery of Question papers and has drastically reduced the cost and time. • Publication of Time Table, Examination related announcements, results etc. are done through University website. • The University communications are sent through University allotted email-ids to all the affiliated institutions such as [email protected] for Madras Medical College, Chennai and so on. • At the time of valuation of answer scripts, the marks obtained are uploaded by the valuators themselves through University online fool proof system. • About 25,000 Manual T abulated Mark Register (TMR) records available from 1988-1994 are all scanned and are now made available in Digital form searchable within the restricted area of the Examination network. This considerably reduces the time taken to search and retrieve the TMR sheets from the old records required for issue of Transcripts/duplicate mark sheets/verification etc. • With the introduction of the Online system in Examination wing, the documents such as Time Table, Exam application form, List of eligible candidates (Galley), Hall Ticket, Internal Assessment, Attendance, Question papers, Practical schemes, Provisional & convocation application forms are available electronically. This has significantly reduced the manpower and usage of paper, cutting down the postal charges to nil.
ACADEMIC
• The Online Application System for issue of Eligibility Certificates & Migration Certificates has been deployed from the academic year 2011-2012 onwards. • Faculty Registration System has been created and implemented. • The University Regulations and syllabus for all the courses are made available in the University website. • All the academic decisions are published in the University website for transparency.
LIBRARY
• Med-ej: The Med ej, the first and the official University Medical e-journal was launched as an impetus initiative. It is mandatory for all Post graduate Medical Students (DM/MCH,MD/MS,PG Diploma) to submit their research articles as a partial fulfillment of their course. Subsequently, this will be published in the journal after peer reviewing. • Ezproxy: To disseminate knowledge – ‘Anytime Anywhere’, the online access to over 2000 Medical E-Journals has been provided to all students and Faculty of Government Medical Colleges across Tamil Nadu by installing the Ezproxy remote authentication software system on the University Server. • E-Dissertation: The titles of 3000 Dissertations submitted by the students over the last 7 years are now available for On-line access by students and faculty • Plagiarism: To ensure academic integrity and ‘Think different’, Anti- Plagiarism software is introduced. This software checks for any duplication of contents in the Dissertation/thesis submitted to the University (80 – 90%). The software will be accessible to the students also to verify their work.

• Tally: The Accounting software has been put in place to differentiate itself emphatically. Most of the accounts work is now being performed using this software dispensing with the age old manual accounting procedures. • Payment Gateway: To eliminate distance barriers and to improve access as a measure to ‘Reach out’, the online payment gateway was launched. At the instance of the University, this service is provided free of cost by the Indian Overseas Bank (IOB) . • Virtual Accounting: To segregate payments made by the affiliated institutions for different purposes, the services of HDFC Online Virtual Accounting are utilised by providing Virtual Account number to all the Affiliated Institutions. This helps rapid and easier accounts management. • Real Time Gross Settlement (RTGS) / National Electronic Funds Transfer (NEFT): To transfer funds instantly into the account of the University, all the affiliated institutions remit funds through RTGS/NEFT, the new system of remittance to the University and update their details to the University Online System – Finance module.
WEB SITE
• A newly designed University website was launched on 11th Dec 2009, moving to an Internet Service Provider(ISP) ensuring higher stability, security, powerful hardware and high bandwidth connection with 24/7 support. • Subsequently, the University Web-site www.tnmgrmu.ac.in was newly designed and launched on 5th Dec 2011. This is maintained using Joomla, the open source Content Management System.
TRAINING
• Three days basic IT skills given to all the administrative Officers & staff through TNEGA in 2010. • Three weeks training were given to all University IT personnel on PGSQL & JAVA.
M-GOVERNANCE
• e-mail accounts have been created for staff from the level of Assistant onwards and all affiliated institutions. All communication (circulars, instruction, agenda etc), both internal and external, are sent through email. This versatile feature has reduced the printing cost, postage, time and manpower extensively. • SMS login facility is provided to all the HOD/Wings to enhance quicker communication. • The payment credits are communicated to the retired employees through SMS. Short messages to the University employees are sent through SMS also.
STORES
• Implemented Accounting software for inventory. All purchase orders, issues and Receipts Registers etc., are generated through system. • Inventory software for the Stores has been launched. This is a transparent system wherein different items like Stationery, furniture etc. are classified. This will facilitate to maintain stock, items purchased, issued and stock available can be accessed instantaneously.

95 Conceptus THE UNIVERSITY RESEARCH COUNCIL Research in the field of health sciences is one of the founding objectives of The Tamil Nadu Dr. M.G.R. Medical University.
The University has instituted a committee, ‘The University Research Council’. Through the Council, the varsity will fund researches of the students and faculty of the affiliated institutions in form of research grants.

The University has started its official e journal – Med ej, to facilitate, encourage and promote research publications by the students of this university.
CENTRE FOR CME ACCREDITATION
Continuing Medical Education refers to a specific form of continuing education that helps those in the medical field maintain professional competence and learn about new and developing areas of their field.
Accreditation is a mark of quality. The university has instituted a committee for accreditation of the educational activities in the field of Health Sciences.
96 Silver Jubilee Year 2012
The year 2012 has a very special significance for the University as it marks the 25th Anniversary of this esteemed institution. Silver Jubilee, a long milestone by any measure, has a special mention in the life of any institution as it signifies a coming of age and maturity.
It is the apt time to pause and reflect on all the good work done, look back and thank every person who was contributed, ponder how much more needs to be done and a momentous occasion indeed to be celebrated.

Inauguration
The Silver Jubilee Celebrations of this University was inaugurated by the Honourable Chief Minister of Tamil Nadu Selvi J Jayalalithaa in the Convocation held on November 3rd, 2011 at the Centenary Auditorium, University of Madras by laying the foundation stone for the Silver Jubilee Guest House to be erected in the University premises. A Plaque was unveiled by the Honorable Chief Minister to commemorate this occasion.
99 Bhoomi Puja of Silver Jubilee Block
The University has proposed to build a Silver Jubilee Guest House and Auditorium in the year 2012 as part of the Silver Jubilee Celebrations of this University. The Bhoomi Pooja for the proposed structures was on 22.03.2012.
The Minister of Health, Government of Tamil Nadu and Pro Chancellor, The Tamil Nadu Dr. MGR Medical University, Dr. V S Vijay M.S.(Ortho) D. Ortho, laid the foundation for the Silver Jubilee Guest House and Auditorium.
The Guest House, which would house 24 rooms, 2 suites, a waiting hall, kitchen, pantry and a Dining Hall, would be build on an area of 12761 sq. feet.
The palatial auditorium which can seat about 894 people would be built on an area of 32323 sq. ft and would have a front foyer and 2 screen rooms.
The administrative building was expanded in the fourth and fifth floors in the rear side on the occasion of the silver jubilee year for which, the Bhoomi puma was done along with the Silver Jubille Guest house and Auditorium.
Dr. V.S. Vijay, Honourable Minister for Health, Government of Tamil Nadu and Pro-Chancellor of this University inaugurated the outdoor Badminton court which was laid for the recreation to the staff of the University. This well laid Badminton court is in the side of the main administrative building.
100 Silver Jubilee Convocations
The first convocation to occur in the Silver Jubilee Year was the 23rd Convocation of this University, held on 29.02.2012 at the Centenary Auditorium, University of Madras.
The convocation was presided by His Excellency, Governor of Tamil Nadu and Chancellor, The Tamil Nadu Dr. MGR Medical University, Dr. K. Rosaiah, in the presence of Dr. V.S. Vijay Honourable Minister for Health, Government of Tamil Nadu and Pro-Chancellor, The Tamil Nadu Dr. MGR Medical University and Dr. Mayil Vahanan Natarajan, Vice Chancellor of this prestigious University.
Dr. Pratap K. Reddy, Chairman, Apollo Group of Hospital was the chief Guest and Dr. S. Kameswaran, Emeritus Professor, National Academy of Medical Sciences was the Guest of Honour.
In this convocation, five doctors were given D.Sc (Honoris Causea) for their contribution par excellence in their respective fields. Fifteen eminent clinicians were given the Life-time Acheivement award. 5227 graduates were with degrees including 38 medalists.
The Vice Chancellor gave a detailed report on the achievements of the University under his leadership. The Chief Guest addressed the graduates, which in essence summarized the changing scenarios in the Indian health Care Industry – its needs and challenges.
101 Silver Jubilee convocations
The second Silver jubilee Convocation was the 24th Convocation of this University. It was held on 17.08.2012 at the Centenary Auditorium, University of Madras.

102 Indo US Winter Symposium
The Silver Jubilee Celebrations of this University had a academic start in the form of the Indo US winter symposium, which has expert speakers from the US and Chennai delivering talks on various specialized topics during this two day symposium, held on 7th and 8th of January, 2012, at the Senate Hall of this University.
The Symposium was a held in association with the American Tamil Medical Association (ATMA). It had 8 Eminent speakers from India and 9 eminent speakers from USA delivering lectures on recent advances in many fields of medicine including Orthopedics, Diabetology, OBGYN, Assisted Reproduction, Surgical Oncology, Urology, Cardiothoracic surgery, Medical Education and Patient Care.
It was an academic feast which attracted about 120 registrants, ranging from post graduates to practicing clinicians to Professors of medical colleges. Free registration was offered for the benefit of the Post graduates. All the participants were awarded certificates. 107 Research Methodology and Biostatistics Research is an important thrust area of the University. The University strongly believes that the faculty members should also pursue Research in their own individual capacity in order to teach Epidemiology and Research Methodology effectively and with credibility.
In order to promote Research within Medicine / Dental / Indian Medicine / Allied Health Sciences colleges, it is very important that the faculty members and students of such institutions undergo necessary training on the basics of Research Methodology. Hence, short term courses such as ‘Research Methodology and Biostatistics’ and ‘Evidence Based Medicine’ are being conducted by the Department of Epidemiology, the Tamil Nadu Dr. MGR Medical University, once in every quarter of the year.
During the Silver Jubilee Year, the 25th, 26th, 27th and 28th Research Methodology & Bio Statistics workshops, which is a 5 day non-residential programme, was organized by Department of Epidemiology, through which, 212 - postgraduate Medical, Nursing, Pharmacy and physiotherapy students from affliated colleges of The TN Dr.MGR Medical University were benefitted.
Two Scientific Medical Writing workshops were also organized . 250 students and medical faculties from various fields participated and benefitted. A Workshop on “Essentials of Biostatistics” was held on November 7-9, 2012 in the University premises. The motive of the workshop is to make understand the Basic Biostatistics for Medical\Paramedical Persons through lectures followed by hands on experience in statistic exercises. There were 55 participants from various institutions The topics covered in this workshop were Introduction to Biostatistics, Introduction to SPSS, correlation, Regression, Parametric, Non-Parametric tests and Basics of Survival Analysis have been taught. The Resource Persons were from reputed institutions such as NIE, NTRC, ICMR, and University of Madras. The material, trail version of SPSS 17 was given in DVD to the participants.
108 Installation of RT- PCR The facilities for diagnostic work-up were upgraded in the Department of Immunology, the Tamil Nadu Dr. MGR Medical University, by the addition of a Real-Time PCR on 12.04.2012. The conventional PCR was already an essential tool in the research laboratory of the Department of Immunology. But with the increased turnover time, sensitivity and reproducibility of the real-time PCR, carry-over contamination is minimised and hence plays a significant role in quantification and genotyping of microbial causes of infectious diseases. Real-time PCR can be used for gene analysis and gene sequencing.

110 CME on Recurrent First Trimester Pregnancy Loss
A Continuing Medical Education program was conducted by the Department of Medical Genetics on “Recurrent First Trimester Pregnancy Loss’ on 4.10.2012. The academic proceedings covered aspects of RPL, from hormone imbalances to genetics. The talks were given by experts in the field along the faculty of the department. This was third CME conducted by the department and as always, it was a well attended meet with over 100 registrants.
111 NAMSCON 2012 The University was the venue for the 52nd Annual Conference of the National Academy of Medical Sciences (India) between 12th and 14th of October, 2012. The Academy has been recognised by the Government of India as a nodal agency for the Continuing Education for Medical and Allied Health Professionals. Every year, during the NAMS Annual Conference is organised as a scientific symposium with topics of relevance to the health care needs of the country. The theme for the 52nd Annual Conference was “ Nanomedicine: Perspective and Potential”. The conference began with the full day CME program on 12th October 2012 on the theme of “Advances in Surgery”. Total registration for the NAMS conference was around 150 including the orators, speakers, chairpersons and delegates. The 3 days were tightly scheduled with an academic feast.
A formal inauguration and convocation was held on 13th October, 2012 afternoon. The convocation was chaired by the Chief Guest, His Excellency, Dr. K. Rosiah, the Governor of Tamil Nadu. Medals were awarded by the president Dr. K.K. Talwar. 26 fellows and 52 members were newly elected into the council.
112 Simulation Training in Healthcare – Train the Trainer Conference In spite of the extensive advances in biomedical research, the medical college curriculum has remained mostly static for the past half a century. Now is the time to assess innovative models for training physicians so that a new generation will be prepared to face the challenges of practicing medicine in the 21st century. Major focus would be to change the practice from a method of memorization to a process of identifying questions about scientific and clinical observations and find creative therapeutic solutions. One of the methods considered by most as an effective means of training the physicians without adding stress and harm to the patients is simulation training.
Simulation training permits the creation of an environment that is realistic enough to allow for successful development of skills in a manner that is reproducible and safe for the learner and, most importantly, for the patient.
Simulation based training in health care will certainly prepare our medical and nursing graduates to face the real life emergency situations without fear of making mistakes. This method gives an opportunity to learn and master simple as well as complex technical skills needed in emergent situations, apply their clinical knowledge and current and evidence based methods in patient care.
With all these facts from all around the world, for the FIRST time in the country, the Tamil Nadu Dr. MGR Medical University has included simulation in its curriculum.
To train the faculty of the affiliated institutions, the University along with Health Education and Learning Projects (H.E.L.P) Charitable Foundation, USA and American Tamil Medical Association (ATMA) conducted a the training the trainer program with 6 International Resource persons from USA and Australia and 10 resource persons from India on 17th and 18th, November 2012. This two day long program was an overwhelming success with 158 registered participants. The participants benefitted from lectures on setting up and functioning of simulation lab and also had hands on session on simulation models. For the first time in the country, a simulation model for training of infertility specialists in ICSI was also on display.
113 Dentist Day Celebrations 2012 The Tamil Nadu Dr.MGR Medical University celebrated the Dentist Day celebrations for the second time on 6th March 2012. The all day event consisted of a Dental camp, Continuing Dental Education and a formal ceremony at the Raj Bhavan.
1) Free Dental Camp
The Dental camp has been organized at the University Premises from 9 AM to 4 PM and screened the public and the Conservancy workers of the Corporation of Chennai for Oral Cancer and Precancerous Lesions. His Worshipful Mayor of Corporation of Chennai inaugurated this Camp and delivered speech with more emphasis on the protection of our health including dental awareness.
2)Continuing Dental Education
The Continuing Dentist Education Programme has also been organized with five topics emphasizing on career options for Dentists including the opportunities at the Indian Army and post-graduation from 10 AM to 3 PM on 6th March 2012 at the Senate Hall of the University. The audiences of the programme were final year and Internship students of Dentistry of the Dental Colleges.
3)Ceremony @ Raj Bhavan, Chennai.
At 6.00 PM, on 6th March 2012, the formal inauguration of the Dentist Day celebrations of the University was held at the Darbar Hall, Raj Bhavan, Chennai. His Excellency the Governor of Tamil Nadu and Chancellor, The Tamil Nadu Dr. MGR Medical University was the Chief Guest of the celebrations. Dr. S.Murali Mohan, Director General of Dental Services & Colonel, Commandant Army Corps, New Delhi was the Guest of Honour. During this occa- sion, Life Time Achievement Award, Best Teacher Award, Best Doctor Award, Best Dentist Award, were conferred on the luminaries in Medicine and Dentistry. Further to encourage the young Dentists, the Young Dentist Award was conferred on five young Dentists.
114 International Women’ s Day Celebration Many facets of a woman were acknowledged by having many events to commemorate the International Women’s Day celebration at the Tamil Nadu Dr.MGR Medical University. The celebration consisted of a free Health Screening Camp, a ceremony and lectures by specialists on Women health issues.
1) Health Screening Camp A health screening camp was organized by the Tamil Nadu Dr.MGR Medical University for all the employees of this organization. Apart from screening for routine parameters such as blood pressure, height, weight and BMI, the participants were screened for Diabetes and Bone Mineral Density. The camp was organized in association with Dr. Mohan’s Diabetes Specialties Centre. About 283 members were screened during the camp.
2) International Women’s day Ceremony On the eve of the International Women’s Day, the University organized a gala ceremony in the Senate Hall of the University, where many women achievers, who have contributed to the development of the society, were honoured with the “Outstanding Woman Achiever Award”. 36 eminent women in the medical category and 11 achievers in social category were honoured on this day.
3) Lectures by Specialists on Women Health Issues Lectures pertaining to common issues in women health such as Gynecology, Diet and Bone health were arranged for the women staff of this University. The lectures were delivered by eminent speakers. The aspect of Preventive Gynec Screening was spoken by Dr. Nirmala Jayashankar, M.D. (OG), Consultant, Apollo Hospitals, Chennai, Diet and Nutrition was aptly covered by Mrs. Meenakshi Bajaj, BSc (N&D), PGDND, MScDFSM, Dietician, Institute of Diabetology, MMC& RGGGH, Chennai and the very important health issue of Bone Health was delivered by Dr. T. Angu, D.Ortho,.
115 AYUSH Day Celebration
The role of AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy) in global and Indian health scenario is growing steadily. There are 28 AYUSH colleges affiliated to the Tamilnadu Dr. M.G.R. Medical University. For the second consecutive year this University celebrated AYUSH DAY on 02.04.2012 (Monday) alongwith the affiliated colleges. Free AYUSH medical camp was conduted for the staff of the University and for the general public. Doctors from the disciplines of Ayurveda, Yoga & Naturopathy, Unani, Siddha And Homoeopathy (Ayush) offered their services and 103 patients benifited in this camp. A ‘Herbal Exhibition’ comprising 50 common medicinal plants and 50 simple herbal drugs was displayed and their uses for common ailments and method of preparing them as medicines was explained by doctors. A Continuing Medical Education program for AYUSH doctors, post-graduates and students is another highlight of the event. Special lectures on each of the AYUSH systems were delivered by the experts. Understanding the role of stress in diseases and its management, a yoga demonstrtion was done for the staff members of the University. The main focus was on diabetes, obesity and hypertension which are the leading life-style disorders, manageable with simple yogic execise. Quiz competions, Elocution competition, essay competition, solo singing competition and Group dance were also conducted for AYUSH students and prizes were distributed. The formal ceremony was held in between 5.30 pm and 6.30 pm in the University premises. The Vice-Chancellor Dr.Mayilvahanan Natarajan presided over the function. The Honorable Minister for Health & Family Welfare, Government of Tamilnadu and the Pro-Chancellor of this university Dr. V.S. Vijay, M.S. (Ortho) was the chief guest and Mr. T.N. Ramanathan, I.A.S., Commissioner of Indian Medicine and Homoeopathy, Government of Taminadu was the Guest of Honor.
On this occasion, twelve life-time acievement awards for the eminent senior AYUSH doctors, nineteen best ayush teacher awards to the teachers of the affiliated ayush colleges of this university and thirteen best ayush doctor awards for ayush doctors with outstanding contributions in the field of clinical medicine were awarded.The celebrations ended with cultural programs performed by ayush students of the affiliated institutions.
116 International Nurses Day Celebration
The Tamil Nadu Dr.M.G.R. Medical University celebrated the International Nurses Day for the second time on May 12th in memory of Florence Nightingale. Nurses are a very important part of health care and an important link between the doctors and patients.
Theme of International Nurses Day 2012: “Closing the Gap: From Evidence to action”. The chief guest for this event was Dr. V.S Vijay, M.S orth., D.Orth. Honorable Minister for Health, Govt. of Tamil Nadu and Pro-Chancellor, The Tamil Nadu Dr. M.G.R. Medical University and Hon. Thiru. During this occasion, Life Time Achievement Awards, Best Doctor Awards, Best Teacher Awards and Best Nurses Awards, were conferred on the luminaries in Medicine and Nursing field. Events like Quiz, Elocution and Culturals were also conducted and winners were awarded with certificate and prize. Continuing Nursing Education session was conducted based on the Nursing day theme.
117 World Blood Donor Day The Department of Transfusion Medicine of this University Celebrated the World Blood Donors Day on 14th June, 2012. This day commemorates Nobel Laureate karl Landsteiner’s Birthday and to appreciate the Voluntary Blood Donors.
Mr. R. Natraj, IPS, TNPSC Chairman, was the chief guest for the occasion and the Vice Chancellor presided over the function. Mr. Natraj, IPS, delivered a memorable speech with encouraging words and felicitated the voluntary blood donors and the bllod donor camp organizers with awards. Best docts awards was given by the Vice Chancellor.
A poster competition was held with “Every Blood Donor is a Hero” as the theme and the winner was given an award and a certificate by the chief guest.
118 Silver Jubilee University Day Celebration July 1st has been traditionally celebrated as the University day in this prestigious University. This has been the day to recognize and encourage the efforts of the employees of this organisation for the smooth functioning of the various activities of University.
A free Eye camp was organized for the employees of the University where vision testing was done. The camp was conducted by M.N. Eye Hospital, through which about 200 memebrs of the University were tested and given appropriate guidance.
Many employees participated with much enthusiasm in the competitions – both sports and cultural. The prizes for the winners were distributed during the ceremony. The chief guest for the occasion was Dr. Chinnadurai M.A., PhD, Secretary and Correspondent, Panimalar Engineering College, Poonamallee. In recognition of the high quality services rendered, Best Employee awards were distributed by the chief guest to the staff of the University. Lifetime achievement awards were conferred on distinguished clinicians and Best Doctor awards were given to eminent clinicians.
119 Doctors day Celebration Doctor’s Day is celebrated in India on the 1st of July every year. This day has been chosen as a mark of respect to the contributions made by Dr. Bidhan Chandra Roy, who left an indelible mark in the history of medical profession in India. July 1st was his birthday as well as his death anniversary in the year 1882 and 1962 respectively.
This observance fulfills a need to show the importance of doctors and physicians in lives of every common man and especially the patients. The celebrations are indicative of the respect that they command in the lives of their patients and thus obligate them to fulfill their responsibilities as well.
To commemorate the Doctor’s Day during the silver Jubilee Year, a grand function was organized by the University. 120 National Bone and Joint Day, 2012 The Indian Orthopaedic Association (IOA) was founded on the 4th of August 1955. The association is committed to their vision of preventing disability and restoring the health and mobility of the people of our nation. On request from the Indian Orthopaedic Association, the Union Ministry of health has decided to observe August 4th as the National Bone and Joint Day. Ageing population, increasing accidents and amplification of the health problems related to bones and joints are the reasons that mandate the need for the National Bone and Joint Day. This move would help create awareness among people on the growing problems related to bones and joints. To commemorate this day, India Post released a special cover, emphasizing the need for bone health with the slogan “Stronger Bones, Stronger India”.
Taking the lead in spreading awareness about the importance of Bone Health and the musculoskeletal disorders, The Tamil Nadu Dr. MGR Medical University, with its Pro-Chancellor and Vice-Chancellor both renowned Orthopaedicians, celebrated the National Bone and Joint Day on August 4, 2012 with all the essence of the initiative – Free camp and Awareness programme.

Teacher’s Day in India is held on September 5, on the birthday of Dr Sarvepalli Radhakrishnan, India’s second President and an extremely respected scholar and teacher of philosophy. It is the day that Indians honour the teachers for their immense contribution to the country and the community.
Teachers Day is a very significant day for the University which is an academic institution with thousands of teachers in its ambit. As a gesture of gratitude to the tremendous efforts of the teaching fraternity, the University celebrated the Teachers Day in grand manner with the Honourable Speaker of The Legislative assembly of Tamil Nadu, Thiru. D. Jayakumar as the Chief Guest and the Vice Chancellor presiding over the function.
To acknowledge the exemplary service rendered by outstanding doctors, “Scroll of Honor” was given by the University to six eminent clinicians. Best Teacher awards were given to faculty from various institutions in all branches under the University. Life time Achievement awards and Best Doctor award was also given to eminent clinicians from all parts of Tamil Nadu.

The World Physiotherapy Day as per the World Health Organization is to be celebrated On 8th September each year. It’s the day the World Confederation for Physical Therapy (WCPT) was founded, back in 1952. It is an opportunity to recognize the work that physical therapists do for their patients and community.
The World Confederation for physical therapy had announced “Fit for Life” as the theme of this year’s World Physical Therapy Day.
The University celebrated the “World Physiotherapy Day” on 5th September 2012 by arranghing for a formal ceremony. The Honourable minister for Health, Government of Tamil Nadu and Prochancellor of the University, Dr. V.S. Vijay M. S. (Orth) was the chief guest of the occasion and the function was presided by the Vice Chancellor of the University, Dr. Mayil Vahanan Natarajan M.S.Orth. M.Ch.Orth.(L’pool) Ph.D. (Orth. Onco.) F.R.C.S. (Eng) D.Sc. On this Day, Physiotherapists were encouraged with “ Best Physiotherapist Award” and teqachers from various colleges were given “Best Teacher’ award.
A memorandum of understanding was signed between the Tamil Nadu Dr. MGR Medical University and DEPUY Medical Pvt. Ltd., Chengalpattu. Through the MoU, final year M.S.(Orth) postgraduates of the institutions affiliated to the Tamil Nadu Dr. MGR Medical University can attend the two days “Arthoplasty Essentials” hands on training programme conducted by DePuy free of cost.
124 Visit of the Russian Academicians to the University A team of academicians consisting of Dr. Rogov Alexander, Deputy Dean, Volgograd State medical University, Prof. Kislyy Nikolay, Vice-Dean of Medical faculty, People’s Friendship University of Russai, Moscow, Dr. Sinclshchikova Olga, Chief Expert of Department of Asia, accompanied by Mr. Ravichandran, managing Director, Study Abroad, Russian Centre of Science and Culture, visited the Tamil Nadu Dr. MGR Medical University on 18th may, 2012.
The meeting happened on request of the Cultural Department of the Russian Embassy in South India. The representatives of the Russian Universities made a presentation about their institutions. A details description about the Tamil Nadu Dr. MGR Medical University was also given to the visiting delegates by the Registrar. The possibilities of faculty and student exchange and interaction between the Medical Educational Institutions in both the countries was discussed in detail.
125 Visit of the Delegation from Kuwait University A high level delegation from the Kuwait University visited few prestigious Medical Universities in India to develop the curriculum and organization for the proposed Medical University in Kuwait.
This delegation visited the Tamil Nadu Dr. MGR Medical University on 10th May, 2012. The visit was initiated by Prof. J. S. Bajaj, Former member, Planning Commission of India.
The high level visiting delegation consisted of Prof. Abdullatif A. Al Bader, President, Kuwait University, Prof. Basel Al Naqeeb, Vice President for Health Sciences, Prof. Firyal Bou Rabee, Assistant Vice President for Academic Affairs and Development, Prof. Hussain Dashti, Professor of Surgery, Faculty of Medicine and Mr. Mohd Saud Al Sulaiman, Director of Administration, President’s office.
The purpose of the visit was to learn about the structural organization and operational framework of this University and also for academic interactions with the Faculty of the Tamil Nadu Dr. MGR Medical University. The visiting delegation was explained in detail through a presentation by the Registrar of this University about each and every academic and administrative departments of this University. The team was also taken on a tour of the University.

129 Department Of Experimental Medicine The focus of the Department has been multidisciplinary research on infectious diseases,mainly on HIV/AIDS, Leptospirosis, Febrile illness and Sexually Transmitted Diseases. This Department was the first in India to provide rural PMTCT (Prevention of Mother to Child Transmission of HIV) services from the year 2000 onward at Namakkal District, Tamil Nadu.

133 Department Of Curriculum Development Curriculum development involves a series of organizational methods that are focussed on achieving optimal student comprehension and application. Growing economic trends and changing lifestyles lead to increased health burden in hospitals. Work force in the health care sector has to proportionately increase so as to deliver seamless health care to the population.
The University has planned to provide new courses that would ensure quality care for a diverse population in an ever changing healthcare sector through education modules that focus on primary care medicine with impetus on critical thinking. The curriculum of the new course will reflect on this higher academic standard while maintaining the excellent outcomes.

Examination Wing The Examinations Section handles all the details in regard to the conduct of examinations for all the affiliated institutions of The University. The section determines and prepares the timetables for the exams, prepares invigilation duties, monitors the conduct of examination and manages the Examinations papers. The section also posts and records the students’ exam results. It is also responsible for the supervision and disposition of appeals for review of Examinations results. It also acts as the secretariat for the convocation ceremony. In collaboration with the computer section of this University and co-operation of the affiliated institutions, Secure Delivery of Digital Question Papers (SEQUEL) has been introduced and executed successfully for all the courses, including Indian Medicine courses. This makes the system fool-proof and ensures fair conduct of examinations.
Furnishing Photo Copy of Answer Papers To further the cause of accountability and transparency of the system, University is now furnishing photocopies of answer sheets to all the candidates of Under Graduate and Post Graduate Courses who have failed in Theory Examination but passed in Practical Examinations from February 2010 Examination onwards. This reformation has been received quite a good amount of response from all.
