[0.2] We have responded to all 10 questions posed by the enquiry below. [0.3] For over 25 years, Engineers at Elliott Wood have been designing and making things better. Climate, economic and societal change all heightened by a pandemic have created a much bigger broader challenge. We have to start to do better things. In harnessing emerging digital technology and adopting greater empathy, Engineers can discover and drive innovative solutions that will have an impact. We call this Engineering a Better Society. To help us we have written a manifesto, ETHICS, and created a workplace, both digital and physical, called The Building Society. We started with low carbon design but circular thinking is the new normal and runs through every aspect of what we do. Rt Hon Michael Gove MP, Rt Hon Robert Jenrick MP, Rt Hon George Eustice MP, 11 June 2021 Dear Prime Minister and Secretaries of State, Business coalition calling for the Planning Bill to deliver net zero and protect nature The housing crisis is one of the most important societal issues facing the UK and the Government has rightly decided to make it a priority area of action in its policy agenda. As leading businesses from across the UK, we believe that accelerating progress towards our national net zero target, adapting to the impacts of climate change, and reversing nature's decline must be put at the heart of the new Planning Bill announced in the Queen's Speech. Planning has a fundamental role to play in how we will achieve our environmental goals, whilst also delivering the Government’s new homes target, and the infrastructure vital for the transition to a decarbonised, climate-resilient economy. Despite recent changes, planning remains part of a system that is not delivering the pace of change, or the quality of development, that we need in order to successfully fulfil our legal commitments. Recent proposals for the Future Home Standard, Design Codes and Future Buildings Standard are a positive step in the right direction. However, these measures alone will not be enough to inform the kind of strategic-level approach to development that we need to see in order to deliver truly resilient, sustainable development across the country. We are concerned that plans outlined in the Queen’s Speech, and the associated Planning White Paper, do not include sufficient commitments for the Planning Bill to drive a strategic approach to the net zero transition, or to achieve development that is resilient to the impacts of climate change.

    Low Carbon Construction Innovation & Growth Team Final Report Autumn 2010 Low Carbon Construction IGT: Final Report 01 Foreword “I have yet to see any problem, however complicated, which, when looked at properly, did not become still more complicated.” Poul Anderson, New Scientist The question that underlies the terms of reference given to the team that produced this report is a simple one: “Is the construction industry fit for purpose for the transition to a low carbon economy?” Inevitably, the answer is not so simple. Even defining “the construction industry” is a challenge, given the extraordinary range in its activities (from the earliest conceptual thinking of world class designers through to the smallest item of maintenance or repair, long after the initial construction is complete); in the nature of its workload (from a nuclear power station to fitting a single socket outlet); and in the nature and scale of its businesses (from the global players through to almost a million individual tradesmen working alone). It is therefore unsurprising that the degree of awareness, engagement and readiness to deliver products and services that will enable the transition to a low carbon world is equally varied. It is, however, no exaggeration to say that all of these businesses, with all of their differences of skill, experience and capacity, will need to be deeply engaged if we are to meet the commitment of the Climate Change Act to reduce our emissions by 80% by 2050, as so much of that transition depends upon the services of the construction industry in all its breadth and depth.

In doing this, we think there are four key stakeholders – Government, industry, supply chain organisations and educational institutions. The Government needs to drive change and innovation amongst the construction community. This will involve both push (e.g. legislation) and pull (e.g. incentives to create a market). It will require a definite long-term plan allowing business to adapt and plan ahead to deliver the infrastructure and buildings required for the UK to meet its low carbon targets in the long-term. Without their backing and support there will not be impetus to move forward and work towards a low carbon society. This in turn will aid in trying to change the perception of the general populous.
