Ref: Planning application: WP/20/00692/DCC OBJECTION TO THE POWERFUEL PORTLAND LTD PLANNING APPLICATION THIS PROPOSAL DOES NOT COMPLY WITH THE DORSET WASTE PLAN 2019 (Adopted December 2019) POLICY 18 Biodiversity and geological interest Natura 2000 Sites Proposals for waste management facilities must not adversely affect the integrity of European or Ramsar or other internationally designated sites, either alone or in combination with other plans and projects. Sites of national and local importance: Development which adversely affects a Site of Special Scientific Interest will not normally be permitted, except where the benefits of the development at the site clearly outweigh the impacts on the features of the site. Policies 1-6 of the DWP establish that the benefits of the development of the site clearly do not outweigh the impacts of the features of the site and that there is no ‘need’ for a waste incinerator at this location other than for personal financial gain. This proposed site not only abuts a SSSI and is within metres of a SAC, but within 10km of the site there are numerous conservation designations. Therefore this proposal is in breach of the Dorset Waste Plan 2019 Policy 18 OVERVIEW: The Isle of Portland is a magnificent place for birdwatching, known as one of the best in Britain and is renowned for its migratory birds and passing seabirds. Habitats include cliffs, old quarries, farmland, dense scrub, rough pasture, clumps of trees and residential gardens. Portland is one of the UK’s best-known birdwatching areas. The abundance of Portland’s wildlife is remarkable, as the unique beauty of Portland has various habitats supporting a diverse range of animals, birds and plants. -

Introduction
INTRODUCTION THE GROUP When I decided to set up DDCAG I was determined that this was not to be a hobby society. The word ‘community’ in our title indicated that our main aim was to engage the people in our excavations wherever we found ourselves working on archaeological sites. It wasn’t just my heritage or the groups, it was everyone’s, especially the people who found themselves living in the same area, on the same land, as those that lived there hundreds and thousands of years before them. Many of the group’s early members came from my adult education classes in archaeology, but that was only the nucleus as we rapidly increased in numbers by going to various local events with our table and various artefacts I had collected for teaching, spreading the word about Dorset archaeology. As with many such groups luck plays a part in kick-starting what can be a long process of building membership and trying to find a project that will stimulate the interest of existing and future members. I was approached in my village cafe by an acquaintance that had heard of the group and suggested that we could have a look at a brick structure on the hill, as no one could remember what its function had been or how old it was. So this became our first project. It gave me an opportunity to teach some basic excavation techniques on a site, I believed, would not produce much in the way of real archaeology. But as we worked we found that the structure was attached to a much larger building with chalk and flint foundations surviving under the large mound of rubble, one that had two rooms, one of which was half cobbled. -

Doc Hab 12-04/04 Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora and Directive 2009/147/EC of the European Parliament and of the Council of 30 November 2009 on the conservation of wild birds FORMAT FOR A PRIORITISED ACTION FRAMEWORK (PAF) FOR NATURA 2000 For the EU Multiannual Financing Period 2014-2020 England including marine to 12 nautical miles (2nd edition) (Version 30 March 2016) Summary of England PAF, 2nd edition This annex to the UK Prioritised Actions Framework applies to Natura 2000 sites in England, including inshore waters up to 12 nautical miles. This 2nd edition updates the first PAF (edition 2013) to incorporate the latest conservation status assessments, the outcomes of the LIFE funded IPENS project (Improvement Programme for England’s Natura 2000 Sites) and views of stakeholders and partners. Prioritised Actions Frameworks set out the priorities and funding needs for Natura 2000. The actions and cost estimates set out in this England PAF do not commit Government or any other organisation to provide additional funding for Natura 2000, although applications under e.g. LIFE and European Maritime and Fisheries Fund do require match funding. Rather the PAF provides a strategic overview to where resources are best targeted in order to improve the condition of England Natura 2000 sites and where possible deliver multiple environmental benefits. This revision will also improve the targeting of actions to better protect and enhance valuable wildlife sites and species, maximising benefits for the environment, people and the economy as part of the Government’s 25 year Environment Plan. -
