Michael Ross A Thesis submitted to Auckland University of Technology In fulfillment of the requirements for the degree of Doctor of Philosophy (PhD) January 2015 1 Abstract Waikato-Tainui people are descended from an adventurous people who took calculated risks to sail from their warm Polynesian isles to a new land they named Aotearoa1. These new migrants established a society which over time became distinctly Māori as they adapted to their new environment. Their greatest survival tool was their tikanga (important values and protocols), handed down to each generation through legends and practices remembered and recited in the daily activities of community, and given prominence at important tribal rūnanga, gatherings to discuss, debate and consult tribal members about progress, reporting and strategy. These values and protocols which guided cultural relationships included an unshakeable belief in the tapu (spiritual and physical boundaries) which resided in every object, animal, plant and natural phenomenon which could be seen or experienced. It was from tapu, emanating from the atua, that all things and all people gained their power and their position, their mana, in the universe. Mana was something which could wax and wane depending on the success or failure of ventures. Where actions threatened the mana and stability of hapū or whānau, or might give offence to the atua, utu (a reciprocal action) was required to restore balance and achieve harmony once more. This thesis contends that tapu, mana, utu and rūnanga were the four pou (pillars) which delegated power, determined leadership roles and responsibilities within the social structures of the Tainui people in Aotearoa. It will describe how these pou informed the regulation of daily life, the organisation of major activities and the decision-making processes to resolve disagreements and address failures. It will investigate how the pou fared as guiding principles and within institutions after the descendants of Tainui waka suffered a relatively sudden and devastating reversal of fortunes following the arrival in Aotearoa of huge numbers of British settlers in the nineteenth century. The thesis will describe and analyse the formation and influence of the Kīngitanga from the mid-nineteenth century to the present day. Including Kīngitanga relations with the Government after its invasion and confiscation of Waikato lands and the 1995 settlement which established Te Kauhanganui, a legal entity established to manage the returned settlement assets. The thesis will investigate the extent to which the pou are incorporated or are threatened by structures within Te Kauhanganui. 1 Various traditions give various names. I have chosen Aotearoa because it is commonly used as the Māori name of New Zealand. 2 Finally, the thesis summarises present stresses and conflicts within the tribe as the traditions of rūnanga are sometimes displaced by a system of law based on Pākehā (non-Māori) values, and considers possibilities for the future governance of Waikato-Tainui which upholds or ignores the four pou. While legal compliance is guided by specific rules to lead procedure, tikanga Māori and the values that underpin it are more dynamic, less prescriptive, and context driven. Tikanga Māori has a pervasive influence on the personnel and practice of leadership and its accountabilities in Waikato-Tainui. The cost of travel means there has never been a level playing field for Rugby League in Northland. The 6 Whangarei clubs travel no more than 30 minutes for 70% of their games; the far north clubs travel up to 5 hours for 70% of theirs. RLN has done nothing to remedy the situation. Even when we offered solutions, RLN rejected them. They: Rejected our proposal for a two-division competition that would make it easier for Far North clubs to participate in Rugby League. Rejected our proposal to have the Top 8 clubs in both Whangarei and the Far North play off in a high-profile high-quality Finals Series. Rejected our proposal for a north-south competition that would help build district rivalry, provide a trial series for the Northland Swords, and help promote the game. Refused to set up a group of 3 from the Far North, 3 from Whangarei and a representative of the Board to see how our proposal might actually work. Refuses to recognise that we have 5 new clubs wanting to join our 5 existing clubs, because they are excited about playing in a 10-team Far North competition.

On behalf of the Polynesian Society’s Council and members, I have been asked to record our appreciation of her service as Patron from 1981 to 2006, and to pay tribute to the part she played in bringing New Zealanders together as a nation. Te Arikinui Dame Te Atairangikaahu was a significant figure in my life from the early 1960s, when Koro Kapunga Dewes and I were tutor-organisers with Auckland University’s Department of Adult Education and escorted classes of Maori and Pakeha students to gatherings at Tainui marae. A happy young mother, Princess Piki (as she then was) was usually present in the circle surrounding her parents, King Koroki and his wife Te Atairangikaahu, acting as support and increasingly as understudy to her father. In the communities we visited she was clearly liked and respected for her unassuming manners, her loving care of her parents, and the competence and commitment with which she carried out the duties assigned to her. It was no surprise to us when Tainui accepted the advice of the other tribes attending King Koroki’s tangihanga and named her to lead the Kingitanga as Queen.

    Mayoral Diary March 2018 Thursday Matamata Citizens Advise Bureau (CAB) 1 March I met with CAB chairman Linda Hodge to discuss community issues including emergency housing and key dates going forward. Meeting with NZ Police I had my regular meeting with Inspector John Kelly to discuss district issues, and to get confidence on policing going forward. Half Yearly Shareholder Briefing Mayors and Chief Executives had an update on the Waikato Regional Airport Limited (WRAL) Group. The session covered the half yearly financial results, the outlook for the next six months including an update on our aeronautical, property and tourism initiatives. We are heading in the right direction and confidence in our board. Friday Tuia mentoring meeting 2 March I met with one of our former Tuia participants Hapairere King as part of our on-going team building with past Tuia, regarding employment and industry. Monday Regional Transport Committee 5 March I attended out standard meeting briefly before attending my districts commitments. Te Aroha Grey Power I attended the last half of the Te Aroha Grey Power meeting which had around 100 members in attendance. Thank you to councillors Teena Cornes and Ash Tanner along with council staff Fiona Vessey (Group Manager Service Delivery) for sharing so much information. Interview with NZ Herald I did an interview with journalist Hunter Calder for a ‘local focus’ video piece for the NZ Herald. We discussed what’s happening in the regions, how the district is going and what projects are on the horizon. The clip has not been released to date. Tuesday Audit and Risk committee 6 March This was the first meeting for the year and the first for new Chair John Luxton.

The project offers a reflection on her practice ethics and on what she learns from the women. In particular, she explores the intentions and effects of an orientation to counselling that includes offering and taking up conversations about aspects of cultural identity.

The main concern for Board members has been the production of a Conservation Man- agement Strategy (CMS), as the existing document is so outdated that it has been ignored for some years. There have been delays and handicaps in producing this document, in particular caused by the loss of the department’s planner (to Environment Waikato) and of the community relations manager in the latest restructuring. The Board appreciates the development of national guidelines, but regrets the time that this process has taken. It is confident that the new CMS promises big gains for nature conservation and outdoor recreation and looks forward to discuss- ing the draft with the community in the near future.
