Ordered, That the resumption of the debate stand an order of the day for tomorrow. 708 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Thursday 30 July 2020 4 PRIVACY AND PERSONAL INFORMATION PROTECTION AMENDMENT (SERVICE PROVIDERS) BILL 2020 The order of the day was read for the resumption of the interrupted second reading speech, on the motion of Mr Paul Lynch, That this bill be now read a second time. Question again proposed and debate resumed. Mr Paul Lynch concluded his second reading speech. Debate adjourned (Mrs Melinda Pavey) and the resumption of the debate made an order of the day for a future day. General business orders of the day (for bills) proceeded with. 5 WATER MANAGEMENT AMENDMENT (WATER RIGHTS TRANSPARENCY) BILL 2020 (NO 2) The order of the day was read for the resumption of the adjourned debate, on the motion of Mrs Helen Dalton, That this bill be now read a second time. Question again proposed and debate resumed. Mr Stephen Bromhead and Mr Gurmesh Singh obtained extensions of time. Debate continued. Ordered, That the resumption of the debate stand an order of the day for tomorrow. 6 DOMESTIC VIOLENCE PREVENTION The order of the day was read for the resumption of the interrupted debate, on the motion of Ms Anna Watson, That this House: (1) Notes that reports from the NSW Domestic Violence Review Team show that in 99 percent of domestic violence cases in New South Wales, the relationship between a victim of domestic violence and their abuser is characterised by the abuser's use of coercive and controlling behaviours towards the victim. (2) Notes the use of these coercive and controlling behaviours is not a crime in New South Wales. (3) Acknowledges legislation seeking to criminalise coercive control in other jurisdictions is proving successful. 709 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Thursday 30 July 2020 (4) Calls on every Member of the Legislative Assembly to take real action on domestic violence and support legislation which seeks to criminalise coercive control in New South Wales. Upon which Mr Mark Speakman moved, That the motion be amended by: (1) Leaving out the word 'crime' in paragraph (2) and inserting instead the words 'specific criminal offence'. (2) Leaving out the words 'is proving successful' in paragraph (3). (3) Leaving out the words 'and support legislation which seeks to criminalise coercive control in New South Wales' in paragraph (4). Question again proposed and debate resumed. Leave not granted. 8 ANIMAL HABITAT - BUSHFIRE REHABILITATION Mr Jamie Parker moved, pursuant to notice, as amended by leave, That this House: (1) Notes bushfires across New South Wales have burned more than 5 million hectares of land, destroying landscapes and killing over a billion native animals. (2) Notes remaining unburnt habitat across New South Wales is of critical importance to enable native animal populations to recover. (3) Note the 42 recommendations from the recent parliamentary inquiry into koalas and calls on the Government to take them very seriously. Debate ensued. It being 1.15 pm, debate interrupted. Mr David Mehan—from certain citizens requesting the Legislative Assembly make improved flood mitigation around Tuggerah Lake a priority of Government. 12 PERSONAL EXPLANATION Ms Trish Doyle, by leave, commenced a personal explanation in relation to the circumstances surrounding her attempt to move a motion to suspend standing and sessional orders earlier in the sitting. Leave withdrawn. 13 PRIVATE MEMBERS' STATEMENTS It being before 4.00 pm, statements interrupted for debate on petition signed by 10,000 or more persons. 14 DEBATE ON PETITION SIGNED BY 10,000 OR MORE PERSONS—WESTERN HARBOUR TUNNEL AND NORTHERN BEACHES LINK The order of the day was read for the debate of the petition signed by 10,000 or more persons presented by Dr Marjorie O'Neill, namely: From certain citizens requesting the Legislative Assembly stop the construction of the Western Harbour Tunnel and Northern Beaches Link and undertake community consultation, release the business case to the public, move construction impacts from concentrated areas of sensitive receivers, avoid conservation areas, protect open space and bushland, stop the release of harmful contaminants and ensure substantive public transport options within the project. Question proposed—That the House take note of the petition.
