08 /0005 /2016 -डीपीई (ड य ू सी ).—यह महसूस करते ए क देश तथा वैिक यावसाियक माहौल म के ीय सरकारी लोक उम (सी. पी. एस. ई.) को यावसाियक प से सम एवं ित पध बनना होगा तथा के ीय सरकारी लोक उम के कमचारय को काय करने क उपयु त परिथितय, परलिधय तथा ितलाभ दान कए जाने हगे ताक वे अपने उम म बेहतर िवकास, उ पादकता एवं लाभकारता के दशा म ेरत ह, इसिलए भारत सरकार ने के ीय सरकारी लोक उम के कायपालक के वतमान वेतन ढांचे क समीा करने तथा संशोधन करने का िनणय िलया है। 2.1 सम ािधकारी ने तृतीय वेतन संशोधन सिमित (3सरी पीआरसी) िनयु त करने का िनणय िलया है िजसम िन निलिखत शािमल ह : अ य : यायमूत सतीश चा (सेवािनवृ) सद य : (i) ी जुगल महापाा, पूव आई ए एस अिधकारी (ii) ो. मनोज पाडा, िनदेशक इ टी यूट फार इकोनािमक ोथ, द ली (iii) ी शैले पाल सह, पूव िनदेशक (मानव संसाधन), एन टी पी सी िलिमटेड पदेन सद य : सिचव, लोक उम िवभाग, भारत सरकार सद य सिचव : संयु त सिचव / अपर सिचव, भारत सरकार 2.2 इस सिमित के िनयम एवं शत िन निलिखत ह : 2945 GI/2016 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART I—SEC . 1] 2.2.1 सिमित के ीय सरकारी लोक उम म िन निलिखत ेिणय को वतमान म दए जाने वाले वेतन, परलिधय, ितलाभ तथा अ य लाभ (गैर िवीय लाभ सिहत) को यान म रखते ए वेतनमान, भ, अनुलिधय तथा अ य लाभ के ढांचे क समीा करेगी तथा इनम परवततन का सुझाव देगी जो वांछनीय, यवहारक एवं वहनीय ह : (i) िनदेशक मडल (बोड) तर के पदािधकारी (ii) िनदेशक मडल तर के नीचे के कायपालक (iii) असंघब पयवेक तर के कमचारी 2.2.2 सिमित ऐसी िसफारश करेगी िजससे के ीय सरकारी लोक उम आधुिनक, यावसाियक, उपभो ता अनुकूल, यावसाियक प से सफल एवं ित पध सं थान बन सक जो रा ीय िवकास के ल य के ित वचनब एवं जन सेवा के ित समपत ह। 2.2.3 सिमित के ीय सरकारी लोक उम के उपयु त पैरा 2.2.1 म उिलिखत कमचारय के ेिणय के िलए यापक वेतन पैकेज तैयार करेगी जो के ीय सरकारी लोक उम म ढांच, णािलय तथा या को युिसंगत बनाकर के ीय सरकारी लोक उम क िवकास, उ पादकता एवं लाभकारता मता से जुड़ी ह िजसम इन संगठन के चालन एवं या म जवाबदेही, उरदािय व, अनुशासन एवं पारदशता सुिनित करते ए नवीनतम ौोिगक, बंधन कौशल, िव व तर क सवम या का समावेश कया गया हो। 2.2.4 के ीय सरकारी लोक उम के कायपालक एवं असंघब पयवेक के िलए उपयु त वेतन एवं ितपूत ढांचे क क पना करते ए सिमित औोिगक महंगाई भा (आई डी ए) एवं के ीय महंगाई भा (सी डी ए) पैटन पर आधारत वतमान वेतनमान के पैटन, जहां लागू ह, के ीय सरकारी लोक उम के 'क', 'ख', 'ग' एवं 'घ' ेणी के वतमान वगकरण, के ीय सरकारी लोक उम को दए गए महार न, नवर न, िमनीर न दज, घाटे/आंिशक लाभ म चल रहे के ीय सरकारी लोक उम क सम िथित तथा उन केीय सरकारी लोक उम जो अपने यवसाय क िवशेष कृित के कारण लाभकारी क पिनयां नही ह (क पनी अिधिनयम, 1956 क धारा 25, या क पनी अिधिनयम, 2013 क धारा 8 के अ तगत पंजीकृत ह), जैसे मु को यान म रखेगी। 2.2.5 सिमित ऐसी िसफारश करेगी िजससे के ीय सरकारी लोक उम, लोक उम क वेशेष भूिमका, सरकार सिहत टेक हो डर क मांग एवं आशा, संसाधन क कमी के कारण के ीय सरकारी लोक उम के बंधन म िववेकपूण िवीय उपाय करने क जरत, आथक िपरिथितय तथा देश म सामािजक एवं आथक िवकास क जरत को देखते ए उभरते घरेलू एवं वैिक आथक परदृ य का सामना कर सक। 2.2.6 सिमित सामा य िसा त, िवीय पैरामीटर तथा शत सिहत के ीय सरकारी लोक उम के योजन क जांच करेगी जो उ पाद ता से जुड़े ितलाभ कम एवं काय-िन पादन से जुड़े वेतन के अपेा, यवहार ता तथा िनर तरता/सुधार से िनयंित हो। 2.2.7 अपनी रपोट तैयार करते समय सिमित 7व के ीय वेतन आयोग क रपोट को भी यान म रखेगी। 3. सिमित अपनी वयं क काय-णाली तैयार करेगी जो इसे सपे गए काय को पूरा करने के िलए आव यक समझी जाए। भारत सरकार के मंालय एवं िवभाग तथा रा य सरकार सिमित के ऐसी संगत सूचना तथा द तावेज तुत करगे जो सिमित ारा मांगे जांएगे तथा जो उसे देने क िथित म हो या देना उनके अिधकार म हो तथा वे सिमित को आव यक सहयोग एवं सहायता दगे। 4. सिमित सरकार को अपनी िसफारश इसके गठन क ितिथ से छह माह के भेीतर देगी तथा इसका मुयालय दली म होगा। 5. सिमित क िसफारश पर सरकार का िनणय दनांक 01.01.2017 से भावी होगा। 6. सिमित को सेवाएं लोक उम िवभाग ारा दान क जाएंगी। राजेश कुमार चौधरी, संयु त सिचव ¹Hkkx Iµ[k.M 1º Hkkjr dk jkti=k % vlk/kj.k 3 MINISTRY OF HEAVY INDUSTRIES AND PUBLIC ENTERPRISES (Department of Public Enterprises) RESOLUTION New Delhi, the 9th June, 2016 No. W-08/0005/2016-DPE (WC). —Recognizing that in the prevailing business environment in the country and in the world, the Central Public Sector Enterprises (CPSEs) have to be commercially viable and competitive, and that the employees of the CPSEs have to be provided with suitable working conditions, emoluments and incentives to motivate them to strive for further growth, productivity and profitability of their enterprises, the Government of India has decided to review and revise the existing structure of salary and emoluments of the CPSE executives. 2.1 The competent authority has decided to appoint the 3rd Pay Revision Committee (3rd PRC) comprising of the following: Chairman : Justice Satish Chandra (Retd) Members : (i) Shri Jugal Mohapatra, Ex-IAS Officer (ii) Prof. Manoj Panda, Director, Institute for Economic Growth, Delhi (iii) Shri Shailendra Pal Singh, Ex Director (HR), NTPC Ltd. Ex-Officio Member : Secretary, DPE, Government of India Member Secretary : Jt. Secretary/Additional Secretary, DPE, Government of India 2.2 The terms of reference of the Committee are follows: 2.2.1 The Committee will review the structure of pay scales, allowances, perquisites, and other benefits for the following categories in CPSE taking into account the salary, emoluments, incentives and other benefits (including non-monetary benefits) available to them and suggest changes which may be desirable, feasible and affordable: (i) Board level functionaries (ii) Below board level executives (iii) Non-unionized supervisory staff 2.2.2 The Committee will make recommendations to enable CPSEs to become modern, professional, consumer friendly, commercially successful and competitive entities committed to national development goals and dedicated to the service of the people. 2.2.3 The Committee will devise a comprehensive pay package for categories of employees of CPSEs mentioned at sub-para 2.2.1 above that is suitably linked to promoting efficiency, productivity and profitability of CPSEs through rationalization of structures, systems and processes in the CPSEs with a view to leverage latest technology, management skills, global best practices, while ensuring accountability, responsibility, discipline and transparency in the operations and processes of these organizations.

During the production of prime products some scraps and defectives items are generated in course of production. These are generally used by different small- scale industries for different purposes.     Report No. 2 of 2015 CHAPTER 2 Oversight Role of CAG 2.1 Audit of Public Sector Enterprises Under Section 619 of the Companies Act, 1956, the auditor (statutory auditor) of a government company including deemed government company, appointed by the CAG, conducts the audit of accounts of these companies. On the basis of supplementary audit conducted thereafter, the CAG issues comments upon or supplements the Audit Report of the statutory auditor. Statutes governing some corporations require that their accounts be audited by the CAG and a report be given to the Parliament. In addition to supplementary/test audit, CAG conducts performance audit of specific topics and sectors. 2.2. Appointment of statutory auditors of Public Sector Enterprises by CAG 2.2.1 Objectivity in the appointment of statutory auditors Statutory auditors for government companies including deemed government companies are appointed by the CAG in exercise of the powers conferred under Section 619(2) of the Companies Act, 1956 as amended vide Companies (Amendment) Act, 2000. For this purpose a panel of firms of Chartered Accountants is maintained by the CAG by inviting applications every year from the eligible firms of Chartered Accountants. The panel so formed is used for selection of statutory auditors of Public Sector Enterprises (CPSEs) for the ensuing financial year. The statutory auditors are appointed annually on regular basis. Selection of the statutory auditors for appointment is made by correlating the point score earned by each firm of Chartered Accountants that applies for empanelment with the size of the audit assignment. The point score is based upon the experience of the firm, number of partners and their association with the firm, number of Chartered Accountant employees, etc., so that the credentials of the firm are well established and the firm has capacity to handle the allotted audits.

FINANCIAL REVIEW The year 2004-05 witnessed a growth of about 32% in sales turnover at Rs.31,800 crore (previous year Rs.24178 crore), which was the highest ever turnover achieved by your Company. Your company has recorded a Net Profit after Tax (PAT) of Rs.6817 crore during the year as compared to Rs.2512 crore in the previous year, recording an improvement of 171% mainly through increase in sales volume in the domestic market, improved product-mix, buoyancy in steel market, cost reduction measures and reduction in borrowings. Thrust on reduction in borrowings continued and there was a reduction of Rs.2920 crore during the year. This has been achieved by all round improvement in sales and better cash management. Reduction in debt resulted in interest savings of Rs.296 crore. Debt equity ratio has improved to 0.58:1 (as on 31.03.05) from 1.87:1 (as on 31.03.04). Considering short term deposits with Banks of surplus funds of Rs. 5670 crore, your company is virtually a debt free company. The Company continued its thrust on cost control management. Cost control measures focused on reduction in usage of coke rate/other raw materials, improvement in yields and techno-economic parameters, reduction in energy consumption and control on administrative expenditure etc. The Institute of Cost and Works Accountants of India (ICWAI) recognized SAIL’s Cost Management efforts for the second year consecutively.

NSPCL took over captive power plant-II located at Durgapur Steel Plant (2X60 MW) and Rourkela Steel Plant (2X60 MW) from SAIL. NTPC Ltd formed another joint venture company with SAIL on 50:50 basis in March, 2002 in the name of Bhilai Electric Supply Company (P) Ltd. (BESCL). BESCL took over captive power plant-II located at Bhilai Steel Plant (2X30 MW + 1X14 MW BPTG) from SAIL. With effect from 11th September, 2006, BESCL was amalgamated with NSPCL and all properties, licenses, permissions, debt, liabilities etc. with respect to BESCL now rests in NSPCL. Objective: To supply power to Bhilai, Durgapur and Rourkela Steel Plants of Steel Authority of India Ltd. (SAIL) on captive basis from its coal based captive power plants –II at Bhilai (Chhattisgarh) 2X30 MW + 1X14 MW, Durgapur (West Bengal) 2X60 MW and Rourkela (Orissa) 2X60 MW. To meet additional captive power requirement of Bhilai Steel Plant and other units of SAIL, NSPCL commissioned Bhilai CPP-II Expansion Power Project (2X250MW) during 2008-09 and commercialized the units during 2009-10.
