Electoral Review of Crawley Borough Council Pattern of Wards April 2018 INTRODUCTION The Local Government Boundary Commission for England (LGBCE) are conducting a review of the electoral arrangements of Crawley Borough Council during 2018. The Commission monitors levels of electoral equality between Wards within each local authority and conducts reviews where changes in population lead to a reduction in the levels of electoral equality. The aim of a review is to establish Ward boundaries that mean each Borough Councillor represents approximately the same number of voters. The electoral arrangements for Crawley were last reviewed in 2002. Development in the Borough since that time, particularly in the Three Bridges Ward has led to electoral inequality between Wards and the review by the LGBCE will address this inequality. The review covers • The number of Councillors to be elected to the Council (Council size) • The number, names and boundaries of Wards • The number of Councillors to be elected for each Ward The Commission has announced that it is minded that Crawley Borough Council should have 36 Borough Councillors and has invited proposals on a pattern of electoral Wards to accommodate those Councillors. This document sets out Crawley Borough Council’s response. The Local Democracy, Economic Development and Construction Act 2009 sets out the criteria that the LGBCE must have regard to in conducting electoral reviews. 2020/21 BUDGET - OVERVIEW 1. SUMMARY OF MAIN BUDGET PROPOSALS AND COUNCIL TAX Overview The 2020/21 Budget was approved by Full Council on 26th February 2020. The Budget reflects the policy objectives set out in the Budget Strategy 2020/21 to 2024/25. The key elements of the 2020/21 Budget are: A Council Tax increase of £4.95 a year for a Band D property (2.43%) Savings, efficiencies and increased income of £628,000 A transfer to reserves of £1,169,550 Capital spending plans provide for a total of £195.7 million to be spent from 2019/20 to 2022/23. This includes schemes such as a new town hall, works at Three Bridges Station, improvements to play facilities, waterways & drainage management and an ambitious programme of building housing stock. There have been numerous Evening educational visits, including 202 Year 7 students travelling to Calshot for two days of fun, sport Fri 13th Dec: and team-building activities. Hazelwick students Year 7 Student Review Day have also experienced success at all levels in a variety of sporting endeavours. Thu 19th Dec: Ex-Upper Sixth Presentation Evening Fri 20th Dec: End of Term (1.25pm) Mon 6th Jan: Start of term (Week 2) Hazelwick Christmas Fair On Thursday 28th November Hazelwick held its annual Christmas Fair organised by our fantastic team of parent volunteers known as ‘Friends of Hazelwick’. This year we had a wide variety of stalls offering a range of products and gifts to purchase, many with a Christmas theme. Each of our Houses had a stall where they had planned activities such as ‘catch the pud’, as well as a variety of baked goods including Christmas themed cakes and cookies, all raising money for their chosen charities. Our school choir sang November Reflection: Christmas songs and there were hot drinks and mince pies to be enjoyed while walking “Action is the foundational round the fair. Overall it was an extremely well attended evening with a lovely festive key to success.” atmosphere and I would like to express my immense gratitude to the ‘Friends of Hazelwick’, Mr Croft, the Heads of House and all students and staff involved who made Pablo Picasso this such a successful occasion.

Narrative Report 2018 – 2019 Narrative Report (Continued) 1. An Introduction to Crawley Borough Council Crawley Borough covers just under 18 sq miles and has a population of approximately 111,700 residents, which is growing and forecast to reach 122,000 by 2034. It is situated in the north eastern part of the county of West Sussex. Crawley is a bustling modern town and the major economic force in West Sussex as well as the Gatwick Diamond area, with over 3,000 active businesses. Crawley Borough benefits from Gatwick Airport located within it, the world’s busiest single runway airport, which hosts up to 46 million passengers per year and also from Manor Royal, the South East’s premier business park, which employs 30,000 people and accommodates 600 businesses across 240 hectares. The land between Manor Royal and the airport is required to be safeguarded for a potential second runway. Despite having just two per cent of the West Sussex land mass, Crawley contributes 25 per cent of its annual economic wealth output – it is superbly placed to sustain high value economic growth. Crawley’s economy is not worth almost £5bn per annum in Gross Value Added and is one of the fastest growing in the Coast to Capital LEP area. With 102,000 jobs and growing, Crawley has the second highest job density in the country outside Central London. Centre for Cities 2016 report, has found that Crawley is one of the most productive and innovative places in the UK (10th lowest JSA claimant count, 2nd highest weekly wages (after London), highest proportion of private sector jobs.

The other element needed is a high quality network of safe, practical and attractive cycling and walking routes for Crawley residents and visitors of most abilities that meet shorter journey needs. The Crawley Local Cycling and Walking Infrastructure Plan (LCWIP) is a practical, evidence-based plan for making that happen. The LCWIP identifies functional, direct routes and zones and outlines measures to develop these into a connected network. It will inform the new Local Plan, guiding building development, and will provide a clear rationale for investment to make our streets safe and attractive for active travel and for collaborative working with our local transport authority. It is an important contribution to New Directions for Crawley, the council’s transport and access plan, which outlines transport as the key sector contributing to the climate emergency, poor air quality and mental and physical health issues. Our LCWIP will help local residents and businesses to be central to the discussion to improve people-focused, healthy, low carbon neighbourhoods.

The Hawth is well signposted on all major routes into the town. There is free car parking on site for 250 cars. From the South (M23 Junction 11) or from Horsham (A264) At M23 junction 11 roundabout coming from either the south or Horsham (on the A264) take the Crawley (A23) turning which takes you downhill to the outskirts of Crawley. At the roundabout (with Broadfi eld Stadium football ground on the left) turn right onto Southgate Avenue. At the third set of traffi c lights take the right hand lane and turn into Hawth Avenue. Follow the road and you’ll fi nd the venue on the left hand side. From the North (M23) Take Junction 10 exit of the M23 and follow signs to Crawley. At the roundabout take the fi rst exit which will take you past Tesco and you’ll come to a set of lights (with Blockbuster store on your left). Take a right at these lights. Continue along road (A2220) until you come to a large ‘square’ roundabout with a Holiday Express hotel on it. Drive past the fl ats on the left hand side and take the next left which takes you over a railway bridge. The Hawth is right at the next roundabout. From the East Approaching Crawley along the A264, take the second exit at the Copthorne Hotel roundabout (Copthorne Way A264) which will bring you to the roundabout at Junction 10 of the M23.

Unconfirmed minutes East Crawley County Local Committee 20 October 2015 – At a meeting of the Committee held at 7.00pm, in the Longley Exhibition Room, Crawley Library, Crawley. Present: Mr Burrett (Member for Pound Hill and Worth) - Chairman, Mr Crow (Member for Tilgate and Furnace Green), Mr Lamb (Member for Northgate and Three Bridges) and Mr Lanzer (Member for Maidenbower). Welcome and Introductions 21. The Chairman welcomed everyone to the meeting and each County Councillor introduced themselves. Declaration of Interests 22. None. Minutes 23. Resolved - that the minutes of the meeting held on 17 June 2015 be confirmed as a correct record and that they be signed by the Chairman. 24. The Chairman reported that the planning application for the proposed farmers’ market at Three Bridges Station had been refused by Crawley Borough Council. Progress Statement 25. The Committee received and noted a progress report on matters relating to East Crawley (copy appended to the signed minutes). 26. Mr Brian Lambarth (Area Highways Manager) updated the Committee on schemes on the Infrastructure Plan Priorities and Community Issues List. Issues to note included: • The proposed pedestrian crossing scheme for Turners Hill Road would involve constructing a controlled pedestrian crossing at the Church Road junction , along with further speed surveys and the possibility of vehicle activated signs further to the east. This was scheduled for delivery in the next financial year. The Chairman confirmed that a wider scheme for the eastern end of the road would be looked at as a future priority schemefollowing the further feasibility work which needed to be carried out relating to the options available.
