Supports Goals: Equity, Productivity, Responsiveness, Safety, Environmental Stewardship, and Fiscal Solvency ACTION ITEM 1 Rebuild Illinois State Capital Program Illinois’s nearly $45 billion capital construction program, Rebuild Illinois, earmarks $2.6 billion for public transit, of which $228 million has been allocated for Pace. Metra and CTA also received a combined $240 million in earmarks for capital projects through this funding source. As transit riders often make connections between CTA, Metra and Pace services, investments for all three service boards are expected to help improve the quality of public transportation regionally. Capital funding from the state is in addition to separate sources of funding all three agencies receive. Additionally, Rebuild Illinois will allow new sources of annual revenues to fund capital projects, primarily through the Transportation Renewal Fund, which will reserve 18 percent of receipts towards public transportation projects in Northeastern Illinois. Pace is working with IDOT, RTA, CTA and Metra to ensure program funding is expended quickly, effectively, and equitably across the region. Amtrak Chicago Area Update
Amtrak Chicago Area Update Amtrak will operate modified schedules for Chicago Hub Services on Tuesday, Jan. 28, following conversations with freight railroads that host Amtrak trains to and from Chicago and in consultation with state transportation departments that sponsor the services. These cancelations are designed to maintain service on most routes while reducing exposure of Amtrak passengers, crews and rail equipment to extreme weather conditions. Passengers are urged to heed the warnings of local officials to use caution making their way to and from stations and to expect delays in bitter cold, gusty winds and blowing snow. A range of tools - including Amtrak.com, smartphone apps and calls to 800-USA-RAIL - are available to assist in travel planning and to provide train status information. The following Amtrak Chicago Hub Services will not be available on Tuesday, Jan. 28: Lincoln Service Trains 300, 301, 306 & 307 are canceled. (Trains 302, 303, 304 & 305 and Trains 21/321 & 22/322 will maintain service on the Chicago-St. Louis corridor) Hiawatha Service Trains 329, 332, 333, 336, 337 & 340 are canceled. (Trains 330, 331, 334, 335, 338, 339, 341 & 342 will maintain service on the Chicago-Milwaukee corridor) Wolverine Service Trains 350 & 355 are canceled. (Trains 351, 352, 353 & 354 will maintain service on the Chicago-Ann Arbor-Detroit/Pontiac corridor) Illinois Zephyr & Carl Sandburg Trains 380 & 381 are canceled. CONTINUATION OF CERTAIN AIR SERVICE PURSUANT TO PUBLIC LAW NO. 116-136 §§ 4005 AND 4114(b) Docket DOT-OST-2020-0037 NOTICE OF ADJUSTMENTS TO SERVICE OBLIGATIONS Summary By this notice, the U.S. Department of Transportation (the Department) announces an opportunity for incremental adjustments to service obligations under Order 2020-4-2, issued April 7, 2020, in light of ongoing challenges faced by U.S. airlines due to the Coronavirus (COVID-19) public health emergency. With this notice as the initial step, the Department will use a systematic process to allow covered carriers1 to reduce the number of points they must serve as a proportion of their total service obligation, subject to certain restrictions explained below.2 Covered carriers must submit prioritized lists of points to which they wish to suspend service no later than 5:00 PM (EDT), May 18, 2020. DOT will adjudicate these requests simultaneously and publish its tentative decisions for public comment before finalizing the point exemptions. As explained further below, every community that was served by a covered carrier prior to March 1, 2020, will continue to receive service from at least one covered carrier. The exemption process in Order 2020-4-2 will continue to be available to air carriers to address other facts and circumstances. Background On March 27, 2020, the President signed the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act) into law. Sections 4005 and 4114(b) of the CARES Act authorize the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020. -

ORDER SELECTING AIR CARRIER Summary By this Order, the U.S. Department of Transportation (the Department) is selecting SkyWest Airlines, Inc., branded as United Express (SkyWest), to provide Essential Air Service (EAS) at Decatur, Illinois, for a two-year contract term from February 1, 2020, through January 31, 2022. SkyWest will provide 12 nonstop round trips per week to Chicago O’Hare International Airport (ORD) using 50-passenger Canadair Regional Jet CRJ200 (CRJ200) aircraft for an annual subsidy of $2,993,168.2 Background By Order 2017-12-20, issued on December 21, 2017, the Department re-selected Hyannis Air Service, Inc. d/b/a Cape Air (Cape Air) to provide EAS at Decatur for the two-year contract term from February 1, 2018, through January 31, 2020, at a first-year annual subsidy rate of $2,915,273, and a second-year annual subsidy rate of $3,002,731. Cape Air provides the community with 24 nonstop round trips per week to ORD and 12 nonstop round trips per week to St. Louis-Lambert International Airport (STL) (for a total of 36 round trips per week) using 9- passenger Cessna 402 aircraft. As the expiration of the current contract approached, the Department issued Order 2019-5-21 on May 28, 2019, requesting proposals from air carriers interested in providing EAS for a new contract term. -

Executive Director, Strategy and Development, Jack Penning. Background The City hired Sixel Consulting Group, Inc. in January 2015 to research, report, and provide recommendations on the organizational and governance structures for the DeKalb Taylor Municipal Airport (DTMA). The draft report was completed in June 2015, however, finalization of the report was delayed when the former Public Works Director resigned. Subsequently, the current Public Works Director Tim Holdeman was hired and has been involved in the review of the report. The report (attached) was provided to the Airport Advisory Board in September 2016. Sixel Consulting Group, Inc. Executive Director, Strategy and Development, Jack Penning presented the findings and recommendations of the report to the Airport Advisory Board during a special meeting held on October 4, 2016 (attached). The Conclusions and Recommendations section of the report (p. 44–53) lays out five goals. City staff agree that these goals represent short-term actions that will better position DTMA to take advantage of its assets and potential new business. Goal one is to facilitate better communication between the Airport Manager, Public Works Director, and City Manager by having one-hour meetings at least once each month. These meetings have been taking place since June 2016. Another key goal is to change the structure and purpose of the Airport Advisory Board. -
