Northern Province MAAP I I 1 Summary I With the coming of democratic elections in 1994 the Northern Province was created by the amalgamation of 4 disparate administrations. These administrations have, since then, been forged into a single provincial government service. Attention has been given to the determination of I provincial policies and strategies and aligning provincial activities to achieve them. The Province has the highest level of poverty, which is reflected in poor services and economic activity. The national Department of Water Affairs and Forestry, in concert with infrastructure programmes of other I departments and Local Government have succeeded in bringing water and sanitation services to approximately 1.5 to 2 million poor citizens who were in dire need of assistance. I The Department of Water Affairs and Forestry's legislative mandate is focussed on the management of South Africa's water resources, which includes a regulatory role with respect to water services provision. Water services are the responsibility of the third sphere of government: Local Government. I As an interim measure the Department has been tasked with the ownership and management of inherited "homeland" schemes and the provision of priority water services until such time as Local I Governments are in a position to do so. In the Northern Province the current situation is that major Local Government restructuring, to ensure better capacity and service delivery, is underway and will take at least 3 years. The inherited water schemes operated and maintained by the Department, at a cost of approximately R 400m p.a., have I no cost recovery processes and hence provide little or no income. These schemes also require refurbishment and extension, along with the implementation of management systems, to be able to provide adequate customer services and hence be able to charge for services rendered. I Departmental efforts are underway to identify all operation and maintenance resources, "ring-fence" these and thus determine priority areas for interventions. An area approach, where whole schemes, or groups of projects within an area, are dealt with simultaneously (hence not in an ad hoc inefficient manner) is rendering considerable improvements.

[email protected] ABSTRACT A cross-sectional study was carried out to assess the microbiological quality of 97 private and 97 communal boreholes in the rural Thitale-Hlanganani area of the Limpopo Province, South Africa. Both bacterial and viral indicator microorganisms were used and included total coliform bacteria, faecal coliform bacteria, faecal streptococci bacteria, heterotrophic bacteria, Clostridium perfringens (vegetative cells and spores) and somatic bacteriophages. The South African criteria guidelines of good (negligible risk of microbial infection; fit for human consumption), marginal (slight risk of microbial infection; must be treated before consumption), and poor (risk of infectious disease transmission; not fit for human consumption) for water used for human consumption, with the relevant counts for each indicator organism, was used to group the private and communal boreholes according to the relevant indicator organism. Results indicated that although the majority of boreholes were placed into the good category, some boreholes did however fall into the marginal and poor categories for each indictor organism. This indicated the potential health risk present to the consumers using these boreholes for domestic water sources. Observations at the boreholes identified various potential sources of pollutions that could affect the microbiological quality of the borehole water. In conclusion, this study indicated the need for more intense monitoring of privately owned boreholes and the education of the rural communities on the installation and the maintenance of both private and communal boreholes.

The townships of Musina and Musina-Nancefield comprises 11 000 ha in extent and is situated in the Vhembe district of the Limpopo province and within the magisterial district of Musina. The municipality is situated approximately 15 km to the south of the Limpopo River, which forms the international boundary with Zimbabwe. The international border post is Beit Bridge.
