1.0 INTRODUCTION

Following the directive by the Ministry of information to hold meet the press series in their respective Assembly jurisdiction as a way of disseminating information on Government flagship programmes and accounting to the people on development projects to the citizenry, the Municipal Chief Executive for the East Mamprusi Municipal Assembly on the 24th of October, 2019 organised its session in Gambaga.

This report gives a vivid reflection of what transpired in the picturesque engagement session that witnessed a cross-section of the citizens and a good representation of local and national press men for the attention of the minister.

2.0 THE MUNICIPALITY – EAST MAMPRUSI

The East Mamprusi Municipal is one of the six MMDAs in the new North East Region with Gambaga as the Municipal capital. It is a historic town lying next to the seat of the Nayiri, King of Mamprugu, and also the first Headquarters of the Northern Territories.

It is one of the oldest districts in Northern Ghana. Out of it, the West Mamprusi District was carved in 1988. In 2004, the - District was also created to promote developments.

It was elevated to Municipal status in 2018 by a Legislative Instrument (LI.2274).

It therefore serves as the parent District for West Mamprusi, Bunkpurugu-Nakpanduri and Yunyoo-Nasuan Districts

The Municipality has 142 communities with 5 Zonal Councils (namely Nalerigu, Gambaga, Langbinsi, Sakogu and Gbintri).

The Municipal Assembly has 36 elected members, 15 Government appointees, 1 Member of Parliament (MP), and the Municipal Chief Executive (MCE) who is the executive and administrative head and assisted by the Municipal Co-ordinating Director and his technical team as the technocrats and advisers of the MCE.

Members of the Media, Ladies and Gentlemen, the Government of Nana Addo-Dankwa Akuffo- Addo is determined to use ICT to deliver efficient, effective, and improve services to citizens, and the ongoing digitalization efforts are also geared towards formalizing the economy to support the Ghana Beyond Aid Agenda.

The East Mamprusi Municipal Assembly will continue to implement policies and through its departments provide adequate implementation oversight in the Municipality to ensure that expectations of stakeholders are met within the jurisdiction of the Assembly.

Members of the Media, this presentation will provide an overview of the following areas:

3.0 GOVERNMENT FLAGSHIP PROGRAMMES

The Government flagship programmes being implemented in this Municipality includes the following;

 Free Senior High School (FSHS)  Planting for Food and Jobs (PFJ)  Planting for Export and Rural Development (PERD)

 Rearing for Food and Jobs (RFJ)  One Million Dollar per Constituency  Modernizing Agriculture in Ghana (MAG)  One District One Factory  Job Creation /Nation Builders Corps (NABCO)

3.1 Free Senior High School Policy (FSHS)

The Municipality had two SHS as at September, 2017 thus Nalerigu Senior High School (NASS) and Gambaga Girls Senior High School (GAGISH) when it was first started.

The Municipality can now boost of four SHS now as we speak. Namely;

 NASS  GAGISH  LANSEC  SAKOGU SECONDARY/TECHNICAL It is on record that, the Day SHSs in the Municipality are now enjoying one hot meal per day in Langbinsi and Sakogu Community Day SHS. These were absorbed by government this year and students are being placed in the schools by CSPSS system.

The Municipality is also enjoying the Government Emergency Infrastructural Projects to end the Double-track System.

Thus construction of 1NO. 2 Story 12-Unit Classroom Block at NASS and construction of 1NO. 2 Story 12-Unit Classroom Block at GAGISH

Another construction of a dormitory block with ancillary facilities for GAGISH and the corresponding construction of 1no. 6-unit classroom block in the school which has already reduced the impact of the double-track in the school.

It is on record that GAGISH run double-track for only first years as we speak now the rest go through the normal three terms school system.

The enrolment figure as at 2017/2018 academic year up till date for the schools are as follows;

The figures shown above have made it clear the effect of the FSHS in this area is tremendous. Hitherto, many of these students would have been hopeless.

However, admissions are still ongoing in all the four schools in the Municipality. 3.2 Planting for Food and Jobs (PFJ)

The Planting for Food and Jobs Programme is one of the Agricultural initiatives introduced by the government to enhance food security and also provide jobs.

Under the programme farmers were provided with improved seed, fertilizer, dedicated agricultural extension services and marketing

The implementation of Planting for Food and Jobs has improved poor farmers access to improved seed and fertilizer thereby increasing their yields from 4 bags for maize to 10 bags per acre, and 6 bags for rice to 12 bags per acre

3.3 Planting for Export and Rural Development (PERD)

PERD was introduced as part of the planting for food and jobs programme, under PERD Seventy- five thousand (75,000) cashew seedlings raised and distributed to one thousand eight hundred and seventy-five (1,875) farmers of which one thousand eight hundred (1,800) were males and seventy- five (75) were females in. One thousand eight hundred and seventy-five (1,875) acres were planted in 2018.

The Assembly this year released an amount of thirty-nine thousand three hundred Ghana cedis (GHC 39,300.00) this year to purchase and transport ten thousand (10,000) grafted cashew seedlings from Wenchi Agricultural Station for distribution to two hundred and fifty (250) famers of whom two hundred (200) farmers were males and fifty (50) females.

These farmers have cultivated two hundred and fifty (250) acres of grafted cashew.

3.4 Agriculture Mechanization

The Agriculture Mechanization Centers was introduced as part of the planting for food and jobs programme, under the Agriculture Mechanization Centers two (2) tractors, ten (10) power tillers, six (6) corn Sheller’s and four (4) irrigation pumping machines and its accessories were received from the MLGRD to facilitate the establishment of the Mechanization Center in the Municipality to enable farmers especially women access to the use of farm implements. 3.5 Rearing for Food and Jobs (RFJ)

RFJ was introduced as part of the planting for food and jobs programme, under RFJ improved breeds of small ruminants (sheep) and poultry are supplied to small holder farmers as a loan to be repaid back after 2 years. Each beneficiary takes 10 sheep and is to payback 20 sheep in 2 years’ time.

3.6 ONE MILLION DOLLAR PER CONSTITUENCY

The Municipality has benefited from this programme in the form of projects such as six (6) completed dams in six communities (Wundua, Bongbini, Gbangu, Jawani, Zarantinga, and Bongni) under one village one dam, four (4) toilets with mechanized boreholes in 4 communities (Gbintri, Nalerigu, Sakogu and Gambaga) under Infrastructure for Poverty Eradication Projects (IPEP), a Warehouse in Gambaga under the One District One Warehouse and market stalls in Gbintri.

The 1D1F Enable Youth Initiative a chance for the youth to own Agro-Based Factories.

The Rural Enterprise Programme (REP), under the Ministry of Trade and Industry, called for applications from the youth of Ghana to participate in the ‘Empowering Novel Agri-Business-Led Employment (1D1F ENABLE Youth)’ Initiative.

The 1D1F ENABLE Youth Initiative seeks to encourage young graduates to establish agro- processing factories, along key value chains in selected Districts across the country, in line with the 1D1F policy.

The Municipality opted for shea value chain as one of the cash crop which is readily available and when exploited would create many job opportunities especially for the youth in this area.

In line with the 1D1F ENABLE Youth Initiative processes, the Municipal Assembly received about 500 youth applications and 3 weeks ago some of them were taking through some basic business entrepreneurship training and subsequently went through selection processes.

Fifty (50) graduate youth group is being selected and supported with startup capital from African Development Bank (AfDB) to kick start the operation of the factory based in Gambaga. 3.8 Job Creation / Nation Builders Corps (NABCO)

The Government of the New Patriotic Party led by Nana Addo-Dankwa Akuffo-Addo is a government for the people especially the youth.

The Municipal Assembly recruited three hundred and fifty (350) graduates under the first ever Nation Builders Corps popularly known as NABCO through the various models under the coordination of the NABCO National secretariat.

The graduate unemployment Association of Ghana has since been dissolved after the introduction this noble programme.

Let me put on record that, as we speak now one hundred (100) of the NABCO trainees have got permanent jobs and have exited the programme. 3.9 Modernizing Agriculture in Ghana (MAG)

The Government of Ghana with support from Canadian Government is implementing a 5 year programme starting 2017 – 2022.

As part of the programmme the Agricultural Department has received 1 Nissan pick-up and 11 motorbikes to help in the extension delivery.

Also, staff capacity is being built on the new extension policy which is more about building farmers capacity on the value chain concept.

4.0 GOVERNANCE

The Municipal Assembly over the years have gone through a series of assessments.

The District Performance Assessment Tool (DPAT) assessment is one of such which is a National exercise where all MMDAs go through periodically.

The results of EMMA are as follows;

2016 DPAT the assembly scored ------95%, assessed in 2017

2017 DPAT the Assembly scored----- 99%, assessed in 2018

2018 DPAT the Assembly scored ----- 100%, assessed in 2019

This in my view, the Assembly has performed creditably over the years under my leadership.

The Assembly also received two vehicles from Central Government for the day to day running of the office.

The Assembly last year procured motorbikes for its Assembly persons to facilitate their day to day running of their respective electoral areas. 4.1 Security

The security situation of the Municipality has improved tremendously. Under Nana Addo- Dankwa Akuffo-Addo leadership, the Gambaga District Police Command has received three (3) patrol vehicles for efficient and effective policing.

This has reduced the menace of highway robbery within the Municipality to the berries minimum hitherto which was in ascendancy.

The Gambaga District Police Command has also, received about forty (40) newly trained police personnel to augment the existing numbers.

The used the opportunity to acknowledge the contributions of partners of the East Mamprusi Municipal Assembly and the Municipality as a whole;

5.0 CONCLUSION

The programme was very successful with over 200 stakeholders made up of citizens participating.
