HIGHLIGHTS  16,276 internally displaced people (IDPs) continue to live in 33 sites in Côte d'Ivoire.  Joint Assessment Mission conducted by the UN Operation in Côte d'Ivoire, the UN Country Team and the UN Mission in Liberia between 21 and 25 November in Liberia.  Former president Laurent Gbagbo transferred to the International Criminal Court in The Hague, the Netherlands, on 29 November.

I. General Context

A joint technical evaluation mission of the UN Operation in Côte d'Ivoire, the UN Country Teams in Côte d'Ivoire and Liberia as well as the UN Mission in Liberia visited Liberia from 21 – 25 November. The purpose of the mission was to harmonize the joint assessment of the current situation along the border, including in Taï and Toulépleu, to develop strategic approaches in order to tackle the DDR/SSR components of the cross-border stabilization strategy and to encourage young Ivorian refugees to return home.

The former Ivorian President, Laurent Gbagbo, has been indicted and under an arrest warrant issued by the International Criminal Court on 29 November. He was immediately transferred the same day and held in custody in the premises of the International Criminal Court (ICC) Hague in the Netherlands. Following the transfer, the party of the former President, Front Populaire Ivoirien (FPI) announced that it will be withdrawing from “any reconciliation process”.

II. Humanitarian Situation

Protection The seminar for building the capacities of the Republican Forces of Côte d'Ivoire (FRCI) held from 16 to 25 November was formally brought to an end in the presence of Mrs. Margot Wallström, Special Representative of the UN Secretary General on Sexual Violence in Conflict. The seminar was organized by the staff of the FRCI, in collaboration with the members of the Protection Cluster and the International Committee of the Red Cross (ICRC). The seminar was intended to improve the knowledge of FRCI and the national gendarmerie staff on international humanitarian law and human rights.

The Protection Cluster and its partners have completed the profiling of displaced people living in host families and communities in and the Lagunes region. The profiling exercise identified 15,000 people, i.e. 3,000 households living in host families and communities. The same operations are in progress in the Western part of Côte d'Ivoire.

Camp Coordination and Camp Management As at 30 November, 16,276 Internally Displaced People (IDP) continue to live in 33 sites across 5 regions (Lagunes/Abidjan, Moyen-Cavally, Haut-Sassandra, Sud-Comoé, and Montagnes) of Côte d'Ivoire. Compared to the previous week (24 November), the data on IDPs living in sites have not changed. However, when compared to available figures in early November when IDPs in sites were 17,193 people for 35 sites, the number has decreased by 917 people. The reduction is partly due to the voluntary return of 798 people from the Duékoué Catholic Church, in the West, to their places of origin and the closure of two sites in Aboisso, (Sud Comoé region). The returns had been facilitated by humanitarian actors in collaboration with the local authorities.

The Moyen Cavally region hosts 66 percent of displaced people who live on sites. This pie-chart illustrates the distribution of IDPs per region.

Education The Minister of Education officially launched the "back-to-school" campaign on 26 November during a ceremony held in San Pedro, Bas Sassandra region, in the West of Côte d'Ivoire. The Education Cluster took part in the event.

The psychosocial support training intended for 4,700 primary school teachers and 605 educational administrators in 8 Regional Departments of National Education (DREN) was completed this week. The capacities of all the teachers and administrators who attended the training have been reinforced and they will now be able to detect trauma among pupils, undertake recreational activities, and refer the most sensitive cases to social centers. The Ministry has requested the Education Cluster to extend the training to other teachers and DRENs.

School kit distribution has started in several towns, but has been delayed by the absence of many pupils in classrooms. While the evaluation of the effectiveness of the school year by the Education Cluster with the Inspectors of primary education is in progress throughout the country, it is reported that the school year that started on 24 October remains “timid”. Many licensed teachers are not at their posts and 1,700 teachers who completed their training last year are still awaiting their deployment.

The Coordinators of the Education Cluster have met the Director for primary and secondary schools to discuss about the school year, particularly to make a statistical assessment of the situation and talk about the return of displaced children and refugees to the West, the deployment of teachers, the contingency plan and the legislative elections, the persistent attacks against schools and teaching personnel in the west. Lastly, the Education Cluster has communicated vital information on the attacks to the Child Protection Sub- cluster and the Protection Cluster for eventual review and integration in children's rights violation reports.

Food Security After providing an initial support to vulnerable households whose means of production have been destroyed and were at risk of food insecurity at the beginning of the rainy season (May-June 2011), members of the Food Security Cluster, particularly FAO, are providing a second round of assistance to develop off-season farming and/or gardening activities. In this regard, FAO targeted the departments of Bangolo, Biankouma, Danané, Duékoué, Guiglo, Kouibly, Man, Toulépleu and Touba, in the West; Boundiali, Ferké, Korhogo, Minignan, Odiénné and Tengrela, in the North; Bouaké and Tiébissou in the Center and Sassandra, , Grand-Lahou, Agboville, Alépé, Aboisso and the district of Abidjan in the South.

Concerning the distribution of agricultural kits, the identification of beneficiaries started in August. The list of beneficiaries was established according to a participative approach with the involvement of all project stakeholders. On the whole, 17,400 beneficiary households were retained based on the degree of their vulnerability as a result of the crisis. Priority was given to host families, families that returned to their villages of origin, vulnerable displaced families, and vulnerable families with no source of income other than agriculture. The content of the kit depends on the area of intervention and comprises 5 to 6 types of seeds including eggplant, tomato, carrot, cabbage, lettuce, pepper, onion, watering-cans, hoes and sprayers.

Health In response to inavailability of drugs at health centers, MSF Holland donated drugs to the health facilities in the districts of Taboo and Daloa, in the Western part of the country.

The International Committee of the Red Cross (ICRC) continues to organize mobile clinics along Bloléquin- Goya2 and from Bloléquin-Toulépleu axes. The hospitals in Bloléquin and Toulépleu were supported with drugs and medical supplies. The rehabilitation of the general hospital of Toulépleu is in progress.

The International Rescue Committee (IRC) continues its joint supervision of malaria care and treatment, with the Ministry of Health and the Fight against AIDS, in the districts of Tiébissou and Didievi, Vallée du Bandama region, in the Center of the country. Also, IRC is conducting the monitoring and evaluation of the sensitization project targeting the empowerment of community health workers to provide care and treatment for a number of diseases.

In preparation for the final withdrawal of MSF- Holland from the health district of Tabou, Bas Sassandra region, in the West of Côte d'Ivoire, NGO Première Urgence – Association Médicale Internationale (PU-AMI) is preparing to take over the activities of MSF-Holland. The project also plans to support the maternity and the other services of the hospital of Tabou with drugs and premiums for the staff.

Save the Children supports 52 health centers with drugs in the West of the country. Moreover, the NGO conducts HIV awareness programmes and supports the measles vaccination campaign with human resources.

Afrique Secours et Assistance (ASA) continues to provide psychological care and treatment to displaced people living in Abidjan sites.. ASA has also trained 26 community health workers to conduct HIV sensitization.

Lastly, from 15 – 18 November, the National Mental Health Program trained 25 trainers to provide care and treatment to cases of mental health in post crisis period. Also, 18 psychiatric nurses were trained to provide care and treatment to cases of mental health among the population traumatized by the crisis.

III. Coordination

The ICCM meeting was held on 2 December at OCHA's office in Abidjan. Discussions primarily related to:  Information and monitoring of the implementation of the return strategy in the West. For this purpose, it was recommended to reinforce coordination between the central level in Abidjan and on-field tasks;  Contingency plan: it was recommended that OCHA should share response related information  The strengthening of clusters’ capacity is billed to be discussed during the January 2012 HCT meeting.
