It hosts around 1.65 million visitors through the terminal a year. Located in Frankton, 10 minutes from the internationally renowned four-season resort of Queenstown, the airport services the surrounding region with daily domestic flights to/from the international gateways of Auckland, Christchurch and Wellington and regular trans- Tasman flights. It is a bustling commercial hub with more than 500 people working at some 60-tenant businesses operating inside the terminal building and within the wider airport perimeter. Queenstown Airport is also New Zealand’s busiest helicopter base and is heavily used for tourist ‘flightseeing’, especially to Milford Sound and Mount Cook, on fixed-wing and rotary- wing aircraft. In 2014 Queenstown Airport was named Major Airport of the Year by New Zealand Airports Association. The award was in recognition of its major achievement in winning approval from New Zealand’s Civil Aviation Authority and Australia’s Civil Aviation Safety Authority for the foundation safety case for after-dark flights into the airport. Queenstown Airport Corporation (QAC) was incorporated in 1988 and is responsible for operating Queenstown Airport, ensuring this regional and national infrastructure asset is efficient, operationally robust and provides value for money. QAC strives to deliver world- class facilities and an outstanding passenger experience, and reflect the best of what our region has to offer. The company is owned: 75.01% by Queenstown Lakes District Council 24.99% by Auckland International Airport Limited QAC also provides airport and property expertise to the Queenstown Lakes District Council (QLDC) in relation to the management of Wanaka Airport and the Glenorchy Aerodrome. 1 Information required All proposals should provide the information detailed on the response form. Failure to provide any of the information requested in that form may detrimentally effect Queenstown Airport’s view of your proposal. Queenstown Airport may at its sole discretion: (a) request any respondent to clarify and/or adjust aspects of its proposal (or in the event more than one proposal is submitted, all proposals or any combination of that respondent’s proposal); (b) request any or all of the respondents to offer further proposals or provide additional information; (c) negotiate with a preferred respondent or respondents to the exclusion of other respondents with a view to finalising contract arrangements; and / or (d) request, and respondents shall promptly provide, such further information and consents as are required to carry out any security, probity or financial checks in relation to the respondent and its directors, officers and shareholders. Timeline The indicative timeline for completion of the proposal process is as follows: Activity Shuttle Operator Confirmation to QAC that a proposal will 25 October 2016 be submitted Proposal submitted 28 October 2016 QAC negotiations with preferred parties 1 November – 4 November 2016 Award & announcement of successful Mid November 2016 company Commence trading 1 Dec 2016 Please note that the above timeline is indicative only and may be changed by Queenstown Airport at any time by giving notice in writing to all parties who have been invited to submit a proposal. 2 Enquiries If a respondent is in any doubt as to the meaning of any of the documents comprising this RFP or requires any additional information, clarification should be requested. Questions or requests for information required after this time will not be responded to. Offer period Proposals may not be withdrawn at any time after the RFP close date without the consent of Queenstown Airport. Proposals shall remain open and valid for acceptance for a period of 90 days from the date they are received. Rights reserved This expression of interest does not constitute an offer by Queenstown Airport to enter into a binding contractual arrangement. Any proposal submitted in response to this request is for the purpose of evaluation and is subject to contract and board approval. Queenstown Airport may at any time, at its sole discretion: a) Elect not to proceed with entering into a lease; and/or b) Tender, or otherwise grant a lease for the operation of another similar concession other than as set out above. c) Terminate further participation in the selection process by any respondent. d) Change the structure or timing of the selection process or the basis on which proposals are required, evaluated, or accepted. e) Accept any proposal, whether or not it represents the most valuable financial proposal to Queenstown Airport. f) Reject any or all proposals at any time for any reason. g) Reject late proposals. Seek any additional or amended proposals as the circumstances may determine. 3 Response Form Temporary Airport Park & Ride - Shuttle Operation at Queenstown Airport October 2016 Queenstown Airport requires a detailed proposal from applicants setting out their vision for the Temporary Airport Park & Ride - Shuttle operation opportunity.
