D. Initial Report on Damage to Agriculture (sources: RDRRMCs II and III) Region II - 30,092 hectares of palay and corn were damaged in Isabela and Cagayan: (5,597 hectares totally and 24,495 hectares partially) with estimated loss pegged at PhP313,749,207.00 or 15.169 metric tons - 641,187 kgs. or an estimated 7,717,270 pcs. of fingerings and marketable fish and 294.53 hectares of fishponds with an estimated cost of PhP 88,564,213.00 were damaged/affected in Cagayan, Isabela, Nueva and Vizcaya Region III - 57 hectares of rice, 19 hectares assorted vegetable, fruit trees and 2 hectares fishery amounting to PhP2,439,364.00 were damaged in Aurora Province II. STATUS OF LIFELINES Roads/Bridges Conditions (Tab C) 5 Six (6) road sections and six (5) bridges in Cagayan, Isabela, Aurora, Apayao and Kalinga are still not passable due to flooding, landslides and washed-out approach Status of Dams 5 Magat Dam (as of 08 November 2010, 5;00 AM) – water level: 193.48m (spilling level: 193m); inflow: 1,340 cu m/sec; outflow: 569 cu m/sec; with 2 gates opened @ 4m height Water Level of Gauging Stations 5 Buntun Bridge Gauging Station in Tuguegarao, Cagayan (as of 07 November 2010, 4:00 PM) – water level: 9.5m (alarm: 9.0m; and critical: 12.0m) 5 Gamu Gauging Station in Isabela–water level: 1.06m, no rainfall (as of 08 November 2010, 05:00 AM) III. INCIDENTS MONITORED Floods – 3 Region III: Fifteen (15) barangays in Casiguran, Aurora (Esperanza, Culas, Calantas, Lual, Marikit, Calaqcuasan, Tinib, Dibacong, Bianuan, Esteves, Calabagan, Ditinagyan, Tabas, Poblacion and Dibet) CAR: Brgys San Quintin, San Isidro, Balabag East and San Pascual in Rizal, Kalinga and Laya East, Dagupan, Tabuk Landslides - 4 Region II: Purok 4 Brgy Libertad and Brgy Dipuso in San Mariano, Isabela CAR: Brookside, Bulanao, Tabuk and Dupang Old Tanglag, Lubuagan, Kalinga Province Lubuagan Landslide 5 On 06 November, the collapsed portion of Mt. Musimos in Lubuagan, Kalinga resulted in an embankment and impounded large volume of water river 2 5 MDRRMC Lubuagan, PNP and AFP initiated mass forced evacuation (pre-emptive evacuation) in nearby residents of Sitio Suklap, Tangiag, Lubuagan with 200 families evacuated. Residents have returned to their respective homes 5 CRDRRMC alerted the DENR-MGB for possible geological assessment 5 17th IB notified its sub-units’ commanders in areas likely to be affected like Rizal, Tuao, Piat, Sto. NiNo; Lasam, and Gattaran. The Batallion Commander ordered the Commanders to conduct information patrols particularly in low-lying areas at the foot of mountains and to force residents to evacuate to higher grounds 5 PRO-2 Regional Director, PCS Villaroman directed all station commanders of municipalities in Cagayan to inform their respective mayors to initiate forced evacuation of residents along Cagayan River where Chico River might dump its water 5 RDRRMCs/OCDRCs CAR and II closely coordinated with PDRRMC Kalinga through its Provincial Coordinator assigned in Tabuk, Kalinga 5 The assessment team composed of representatives from DPWH, DZRH, MDRRMC Lubuagan, Kalinga, 21 IB and Volunteers reported that impounded water caused by the collapsed mountain slowly and normally flowed. The 21 IB confirmed that the debris were slowly washed out by the river current. 5 Governnor Jocel C Baac informed the people of Tabuk, Pinukpuk and other areas along the Chico River that the danger caused by the landslide/erosion of a portion of Mt. Mosimos at Dupag, Tabuk ceased when the water started to flow normally at noon yesterday, 06 November 2010 IV. EMERGENCY MANAGEMENT SUMMARY OF ASSISTANCE (Details Tab D) 5 The reported cost of assistance provided by the National Government and LGUs amounted to PhP9,725,308.00 broken down as follows: DSWD – PhP 1, 292,600.00 LGUs – PhP 8,432,708.00 NATIONAL ACTIONS NDRRMC-OPCEN 5 Prepared and disseminated NDRRMC Advisories/Bulletin/Warnings (Weather Advisories, General Flood Advisories, Flood Bulletins, Bulusan Volcano Bulletin, GALE Warnings) to the Chairpersons of RDRRMCs of Regions I, II, III, IV-A, IV-B, V, CAR and CARAGA for further dissemination to the local DRRMCs; Declared partial activation of NDRRMC OpCen into an Emergency Operation Center (EOC) in view of the continuous rains that triggered flooding/flashfloods in Northern and Central Luzon, with implementing member-agencies such as: AFPDRTF, BFP, PNP, PCG, DOH, DSWD and PAGASA to report at NDRRMC OpCen 5 Initiated inter-agency coordination with AFPDRTF, PNP, BFP and PCG and OCD Regions II, III, V and CAR for the availability of Search and Rescue Teams with rubber boats for the immediate conduct of SAR and evacuation operations in flood-stricken areas of Cagayan, Isabela and Aurora Provinces, forced evacuation/pre-emptive evacuation in Sorsogon (due to Bulusan Volcano 3 Activity) and Lubuagan, Kalinga (due to collapsed portion of Mt. Musimos), and coordinated with AFPCC for the availability of Helicopter for aerial survey to affected areas and to transport/airlift relief supplies of DSWD to Cagayan and Isabela AFP-DRTF (PN, PA and PAF) 5 Deployed one (1) PNART team from San Vicente Naval Operating Base (SVNOB) from Sta Ana, Cagayan composed of 1 Officer and 10 EPs with one (1) rubber boat aboard M35 truck to augment disaster relief operation/search and rescue (DRO/SAR) efforts of 17th Infantry Batallion in the flooded areas in Alcala, Cagayan 5 Also deployed one (1) RHIB of PG372 with five (5) personnel led by one (1) Officer to Brgy Esperanza, Casiguran, Aurora for disaster rescue operations 5 PAF Helicopter with tail number 662 with took off Tuguegarao City for Centro Lasam, Cagayan and distributed 1,000 family food packs of DSWD, (weighing 5,000 kilos) to the following municipalities: Amulung (200); Lasam (200); Alcala (200); Baggao (200) and Solana (200) with ten (10) sorties made. The distribution of relief goods is closely supervised by joint personnel of PAF led by LtCol Peralta, TOG Commander; PA led by Col Arnulfo Marcos, 502nd Brigade Commander; Cagayan Police Provincial Office; Provincial Social Welfare Office led by Edna Junio and DSWD FO II led by Director Arnel Garcia PNP 5 PNP HQ directed their respective Search and Rescue (SAR) units in Regions II and III to assist PRDRRCs SAR operations in Cagayan and Isabela 5 At 10:45 AM 6 November, PNP-Special Action Force (SAF) dispatched 4 boat teams composed of 42 personnel led by PCINSP Munoz with HPG escorts who jumped off from HQ, PNP SAF on or about 10:40 AM November 06, 2010. Said teams will link up with three (3) boat teams of Maritime Group with 32 personnel under PSINP Sison to proceed to Cagayan Province for SAR operations 5 SAR teams from SAF and Maritime Group (MG) conducted an aerial assessment of the areas affected by flooding in Region II after they were briefed by PCSUPT Franciso J Villaroman, RD PRO2 on 7 Novermber, 8:00 AM. They reported that the rain had stopped and affected families living in low lying areas in Isabela and Cagayan are still at the evacuation centers. The SAR teams were later deployed in Baggao, Amulung, Alcala, Iguig, Aparri and Tuguegarao areas. 5 PNP OPCENs in Regions I, II, III, and CAR are continuously monitoring the regional situation 5 PRO2 established a Command Post at PRO2 HQ, Camp Adduru, Tuguegarao City, Cagayan to monitor rescue and relief operations in coordination with LGUs concerned and alerted its stations and field disaster response teams for possible rescue operations 5 The local Police Station in Isabela recovered four (4) cadavers at the landslide area in Brgy Libertad, San Mariano Isabela and Cagayan PPO rescued five (5) persons in Brgy. Atulayan Norte, Tuguegarao City, Cagayan 5 On November 05, 2010, RD PRO 2 presided a meeting among Command Group and Directorial Staff attended by RD OCD2 and members of PDRRMC Cagayan to discuss SAR and relief operations in areas within the AOR and conduct of aerial survey today, 6 November in the flooded areas utilizing a chopper requested by Congressman Randolf Ting of 3rd District Cagayan 4 5 PNP-HQ requested DIPO-NL for the availability of ten (10) more rescue motorboats and other rescue assets that would come from PRO 1 and PRO Cordillera to be used in rescue operations and relief distribution 5 Contingent from Cagayan Police Office is continuously assisting the concerned government agencies in the distribution of relief goods in flood-stricken areas 5 PPO Cagayan Police Office personnel is closely coordinating with the PAF personnel, PSWDO Cagayan and DSWD 2 for the distribution of relief goods PCG-HQ 5 The Commander Coast Guard District Northern Luzon (CGDNLZ) has deployed two (2) teams of Deployable Response Group (DRG) to support SAR operations initiated by local government units and authorities in the area; Instructed two (2) DRG teams deployed in Matnog, Bicol during Undas, to diver to Puerto Real through Coast Guard District Southern Tagalog to augment SAR and evacuation operations in flooded areas; Placed the two (2) PCG Islanders on alert status to conduct air reconnaissance and assess the extent of flooded areas and locate persons in distress; and Directed Coast Guard Districts Northern Luzon and Southern Tagalog together with their Coast Guard Stations and Detachments to be on heightened alert and to render necessary assistance to local populace who are affected by flood 5 Assets deployed by PCG: three (3) teams of Deployable Response Group (DRG) on 04 Nov 2010: two (2) teams in Gattaran, Cagayan; and one (1) team in Casiguran, Aurora; two (2) rubber boats; one (1) M35 truck; and one (1) pick- up vehicle 5 Assets alerted/stand-by: SARV -002 – Mission ready (CGDNCRCL); SARV - 3502 - mission ready (CGDSTL); AE-891 – mission ready (CGDNCRCL); TB 271– mission ready (CGDNCRCL); RHIBs, RBs, Fast Boats/Interceptors – mission ready; and two (2) PCG islanders 5 PCG dispatched 4 DRG teams to the flooded areas in Regions II and III on November 04, 2010 - Team 1 in Ballesteros, Cagayan - recovered 1 dead body (Joseph Tamayo) of Brgy Lana, Solano and rescued 20 civilians and 18 stranded passengers in San Vicente, Sta.
