D. Initial Report on Damage to Agriculture (sources: RDRRMCs II and III)

Region II - 30,092 hectares of palay and corn were damaged in and : (5,597 hectares totally and 24,495 hectares partially) with estimated loss pegged at PhP313,749,207.00 or 15.169 metric tons

Region III - 57 hectares of rice, 19 hectares assorted vegetable, fruit trees and 2 hectares fishery amounting to PhP2,439,364.00 were damaged in Aurora Province

II. STATUS OF LIFELINES

Roads/Bridges Conditions (Tab C)  Six (6) road sections and six (5) bridges in Cagayan, Isabela, Aurora, Apayao and Kalinga are still not passable due to flooding, landslides and washed-out approach

III. INCIDENTS MONITORED

Floods – 3 Region III: Fifteen (15) barangays in Casiguran, Aurora (Esperanza, Culas, Calantas, Lual, Marikit, Calaqcuasan, Tinib, Dibacong, Bianuan, Esteves, Calabagan, Ditinagyan, Tabas, Poblacion and Dibet)

CAR: Brgys San Quintin, San Isidro, Balabag East and San Pascual in Rizal, Kalinga and Laya East, Dagupan, Tabuk

Landslides - 4 Region II: Purok 4 Brgy Libertad and Brgy Dipuso in San Mariano, Isabela CAR: Brookside, Bulanao, Tabuk and Dupang Old Tanglag, Lubuagan, Kalinga Province

Lubuagan Landslide  Yesterday afternoon, 06 November, the collapsed portion of Mt. Musimos in Lubuagan, Kalinga resulted in an embankment and impounded large volume of water river.  MDRRMC Lubuagan, PNP and AFP initiated mass forced evacuation (pre-emptive evacuation) in nearby residents of Sitio Suklap, Tangiag, Lubuagan with 200 families evacuated. Residents have returned to their

respective homes  CRDRRMC alerted the DENR-MGB for possible geological assessment

2  17 th IB notified its sub-units’ commanders in areas likely to be affected like Rizal, Tuao, Piat, Sto. Ni ňo; , and . The Batallion Commander ordered the Commanders to conduct information patrols particularly in low-lying areas at the foot of mountains and to force residents to evacuate to higher grounds  PRO-2 Regional Director, PCS Villaroman directed all station commanders of municipalities in Cagayan to inform their respective mayors to initiate forced evacuation of residents along Cagayan River where Chico River might dump its water  RDRRMCs/OCDRCs CAR and II closely coordinated with PDRRMC Kalinga through its Provincial Coordinator assigned in Tabuk, Kalinga  The assessment team composed of representatives from DPWH, DZRH, MDRRMC Lubuagan, Kalinga, 21 IB and Volunteers reported that impounded water caused by the collapsed mountain slowly and normally flowed. The 21 IB confirmed that the debris were slowly washed out by the river current.  Governnor Jocel C Baac informed the people of Tabuk, and other areas along the Chico River that the danger caused by the landslide/erosion of a portion of Mt. Mosimos at Dupag, Tabuk ceased when the water started to flow normally at noon yesterday, 06 November 2010

IV. EMERGENCY MANAGEMENT

SUMMARY OF ASSISTANCE (Details Tab D)  The reported cost of assistance provided by the National Government and LGUs amounted to PhP9,451,508.00 broken down as follows: DSWD – PhP 1, 018,800.00 LGUs – PhP 8,432,708.00

NATIONAL ACTIONS

NDRRMC-OPCEN  Prepared and disseminated NDRRMC Advisories/Bulletin/Warnings (Weather Advisories, General Flood Advisories, Flood Bulletins, Bulusan Volcano Bulletin, GALE Warnings) to the Chairpersons of RDRRMCs of Regions I, II, III, IV-A, IV-B, V, CAR and CARAGA for further dissemination to the local DRRMCs; Declared partial activation of NDRRMC OpCen into an Emergency Operation Center (EOC) in view of the continuous rains that triggered flooding/flashfloods in Northern and Central Luzon, with implementing member-agencies such as: AFPDRTF, BFP, PNP, PCG, DOH, DSWD and PAGASA to report at NDRRMC OpCen  Initiated inter-agency coordination with AFPDRTF, PNP, BFP and PCG and OCD Regions II, III, V and CAR for the availability of Search and Rescue Teams with rubber boats for the immediate conduct of SAR and evacuation operations in flood-stricken areas of Cagayan, Isabela and Aurora Provinces, forced evacuation/pre-emptive evacuation in Sorsogon (due to Bulusan Volcano Activity) and Lubuagan, Kalinga (due to collapsed portion of Mt. Musimos), and coordinated with AFPCC for the availability of Helicopter for aerial survey to affected areas and to transport/airlift relief supplies of DSWD to Cagayan and Isabela

3 AFP-DRTF (PN, PA and PAF)  Deployed one (1) PNART team from San Vicente Naval Operating Base (SVNOB) from Sta Ana, Cagayan composed of 1 Officer and 10 EPs with one (1) rubber boat aboard M35 truck to augment disaster relief operation/search and rescue (DRO/SAR) efforts of 17 th Infantry Batallion in the flooded areas in Alcala, Cagayan  Also deployed one (1) RHIB of PG372 with five (5) personnel led by one (1) Officer to Brgy Esperanza, Casiguran, Aurora for disaster rescue operations  PAF Helicopter with tail number 662 with took off Tuguegarao City for Centro Lasam, Cagayan and distributed 1,000 family food packs of DSWD, (weighing 5,000 kilos) to the following municipalities: (200); Lasam (200); Alcala (200); (200) and Solana (200) with ten (10) sorties made. The distribution of relief goods is closely supervised by joint personnel of PAF led by LtCol Peralta, TOG Commander; PA led by Col Arnulfo Marcos, 502 nd Brigade Commander; Cagayan Police Provincial Office; Provincial Social Welfare Office led by Edna Junio and DSWD FO II led by Director Arnel Garcia

PNP  PNP HQ directed their respective Search and Rescue (SAR) units in Regions II and III to assist PRDRRCs SAR operations in Cagayan and Isabela  At 10:45 AM 6 November, PNP-Special Action Force (SAF) dispatched 4 boat teams composed of 42 personnel led by PCINSP Munoz with HPG escorts who jumped off from HQ, PNP SAF on or about 10:40 AM November 06, 2010. Said teams will link up with three (3) boat teams of Maritime Group with 32 personnel under PSINP Sison to proceed to Cagayan Province for SAR operations  At 8:00 AM today, 7 November 2010, PCSUPT Franciso J Villaroman, RD PRO2 briefed the SAR teams from SAF and Maritime Group (MG), after which an aerial assessment of the areas affected by flooding was conducted by the SAR teams. They reported that the rain had stopped and affected families living in low lying areas in Isabela and Cagayan are still at the evacuation centers. The SAR teams were later deployed in Baggao, Amulung, Alcala, , and Tuguegarao areas.  PNP OPCENs in Regions I, II, III, and CAR are continuously monitoring the regional situation  PRO2 established a Command Post at PRO2 HQ, Camp Adduru, Tuguegarao City, Cagayan to monitor rescue and relief operations in coordination with LGUs concerned and alerted its stations and field disaster response teams for possible rescue operations  The local Police Station in Isabela recovered four (4) cadavers at the landslide area in Brgy Libertad, San Mariano Isabela and Cagayan PPO rescued five (5) persons in Brgy. Atulayan Norte, Tuguegarao City, Cagayan  On November 05, 2010, RD PRO 2 presided a meeting among Command Group and Directorial Staff attended by RD OCD2 and members of PDRRMC Cagayan to discuss SAR and relief operations in areas within the AOR and conduct of aerial survey today, 6 November in the flooded areas utilizing a chopper requested by Congressman Randolf Ting of 3rd District Cagayan  PNP-HQ requested DIPO-NL for the availability of ten (10) more rescue motorboats and other rescue assets that would come from PRO 1 and PRO Cordillera to be used in rescue operations and relief distribution  Contingent from Cagayan Police Office is continuously assisting the concerned government agencies in the distribution of relief goods in flood-stricken areas

4  PPO Cagayan Police Office personnel is closely coordinating with the PAF personnel, PSWDO Cagayan and DSWD 2 for the distribution of relief goods

PCG-HQ  The Commander Coast Guard District Northern Luzon (CGDNLZ) has deployed two (2) teams of Deployable Response Group (DRG) to support SAR operations initiated by local government units and authorities in the area; Instructed two (2) DRG teams deployed in Matnog, Bicol during Undas, to diver to Puerto Real through Coast Guard District Southern Tagalog to augment SAR and evacuation operations in flooded areas; Placed the two (2) PCG Islanders on alert status to conduct air reconnaissance and assess the extent of flooded areas and locate persons in distress; and Directed Coast Guard Districts Northern Luzon and Southern Tagalog together with their Coast Guard Stations and Detachments to be on heightened alert and to render necessary assistance to local populace who are affected by flood  Assets deployed by PCG : three (3) teams of Deployable Response Group (DRG) on 04 Nov 2010: two (2) teams in Gattaran, Cagayan; and one (1) team in Casiguran, Aurora; two (2) rubber boats; one (1) M35 truck; and one (1) pick- up vehicle  Assets alerted/stand-by: SARV -002 – Mission ready (CGDNCRCL); SARV - 3502 - mission ready (CGDSTL); AE-891 – mission ready (CGDNCRCL); TB 271– mission ready (CGDNCRCL); RHIBs, RBs, Fast Boats/Interceptors – mission ready; and two (2) PCG islanders  PCG dispatched 4 DRG teams to the flooded areas in Regions II and III on November 04, 2010 - Team 1 in Ballesteros, Cagayan - recovered 1 dead body (Joseph Tamayo) of Brgy Lana, Solano and rescued 20 civilians and 18 stranded passengers in San Vicente, Sta. Ana bound for Calayan Island. Also conducted SAR mission of missing person from a capsized banca at vicinity waters of Punta, Aparri - Team 2 in Tuguegarao, Cagayan - rescued 13 civilians (SAR operations temporarily suspended due to strong current of Cagayan River - Team 3 in Ballacayo Bridge, San Pablo, Isabela - assisted 260 stranded passengers - ongoing mission but stranded in Alcala, Cagayan - Team 4 in Dinalungan, Aurora enroute to Dinadiawan, Aurora to assist ferry stranded passengers - conducted joint operations with PN onboard Naval Patrol Craft PG372. Team 4 returned to Manila 06 Nov 2010, 11:20 AM after mission completed - Medical personnel as part of the DRG teams were also deployed in the above-mentioned areas to assist in the rescue/disaster operations  From November 05 - 06, 2010, PCG Islander 251 conducted aerial reconnaissance in the flooded vicinities of Casiguran, Aurora Province; Roxas and Aurora, Isabela and several municipalities of Sto. Tomas, Cabanigan, Cabagan, Sta Maria, San Pablo and Tuguegarao City, Cagayan Province

DOH-HEMS  Prepared and augmented assorted drugs, medicine (hyposol, antibiotics) and medical supplies worth PhP1,231,922.19 for delivery to affected areas (Cagayan, , Aurora) in Centers for Health Development (CHD) II and III

5 Said supplies have been transported early on 06 November 2010 to the following CHDs: CHD II PhP641,653.39 and CHD III PhP590, 268.80  CHD II pre-positioned medicines, Oresol and water disinfectant for possible water-borne diseases in flooded communities

DSWD  Mobilized/deployed Regional QRT and SWAD teams to assist the affected LGUs concerned in disaster operations  Prepositioned standby funds, family food packs and stockpile of relief commodities (food and non-food items) at the DSWD Field Offices, ready for additional augmentation/assistance to all type of disasters, whenever necessary  Earmarked PhP1Million for Region II for the purchase of emergency relief supplies in addition to its pre-positioned relief resources, to augment the needs of affected families  Requested 15,000 sets of tents and 20 pieces pre-cut tarpaulins from UN agencies/organizations through the Resident Coordinator Jacqueline Badcock, augment resources along requirements for temporary shelters of displaced families  Pre-positioned standby funds, family food packs and stockpile of relief commodities (food and non-food items) at the DSWD Field Offices, ready for additional augmentation/assistance to all type of disasters, whenever necessary  Delivered one (1) truckload of relief supplies worth P490,800.00 consisting of 2,000 family food packs (P328,200.00), 250 boxes of noodles (P102,600.00) and 10 tents (P60,000.00) from the DSWD-NROC to Tuguegarao City as additional standby relief resources to DSWD-FO II  PhP15.4M worth of standby funds (P7.9M) and food and non-food items (P7.4M) are pre-positioned in concerned DSWD-FOs with P2.5M (16.26%) in DSWD CAR, P7.8M (50.90%) DSWD-FO II and P5.04M (32.84%) in DSWD FO III, readily available for augmentation support:

MMDA  Deployed three (3) rescue teams (16 persons) with one rubber boat with outboard motor, 1 wooden flood boat; and 1 chainsaw each team to Tuguegarao City to assist in rescue operations. The teams headed by Mr. Aldo Mayor arrived

DPWH  Mobilized its engineering unit with heavy equipment along critical roads in Aurora Province to conduct clearing operations: Baler Casiguaran- Road Km 302+100-Km308+000) - 1 payloader, and 1 backhoe (on going) Km314+000) - 1 pay loader and 2 dump trucks (ongoing) Km 340+188 - Dibet Bridge incurred scoured approach - installed barricades and directional signages Km 344+500 - RCBC approaches washed-out due to flood water – 1 pay loader (back filling of approaches on-going)

NGCP  Assessed damages on transmission facilities in the affected areas and informed NDRRMC that all facilities are operating in full capacity and that power outages in some areas are due to issues on distribution/cooperative level

PRC  PRC National Headquarter dispatched one team headed by Mr Darius Fernandez and arrived 7:00 PM, 05 November in Tuguegarao City to assist in the disaster operations in Cagayan

PDRRMC Albay  Organized a mercy mission with 76-man team of Albay Health Emergency Management Staff (AHEMS), Nurses and emergency paramedics, water sanitation hygiene or WASH specialists, water purifying with capacity of 33 thousand liters and water tanker. Will also deliver PhP250,000.00 cash. The mission will take off today, 07 November 2010 and will coordinate with the Provincial Health Office of Isabela and DOH Region 2. The Governor of Cagayan already received Php250,000.00 cash from Albay.

REGIONAL ACTIONS

Region II  RDRRMC II disseminated weather and flood bulletins to the PCG II, member- agencies, Local Disaster Risk Reduction and Management Councils (LDRRMCs) and local media (radio stations) thru SMS and facsimile; Coordinated with PAGASA and National Irrigation Administration-Magat River Integrated Irrigation System (NIA-MARIIS) on the status of water level at Buntun Bridge Gauging Station and Magat Dam, respectively; and coordinated with LDRRMCs on the situation in their AOR and preparedness activities such as pre-emptive evacuation  Chairperson of PDRRMC Cagayan issued Executive Order (EO) No. 19 dated November 04, 2010, declaring the suspension of work to all government agencies and EO No. 20, declaring suspension of classes in all schools province -wide due to continuous rains  Local DRRMCs deployed organized equipped SAR Teams in the affected areas in Cagayan and Isabela  The PA is conducting Search and Rescue (SAR) and evacuation in flooded municipalities

7  DSWD Field Office 2 and Social Welfare and Development (SWAD) Teams in Cagayan, Isabela, and Quirino are on 24 hour duty since 03 November 2010 to monitor the effects of the continuous rains  DSWD FO II distributed food packs and used clothing to affected families: Cagayan Province - 1,000 food packs, Tuguegarao City - 500 food packs, Tuguegarao City – 200 packs of used clothing  PDRRMC Cagayan convened the council discussed preparedness measures; prepositioned 300 packs of relief goods to Sub-Capitol at Brgy. Bangag, Lallo, Cagayan; distributed relief goods to the isolated barangays using the rescue chopper of the PAF  Rescue 29 Cagayan prepositioned rescue teams, rubber boats, relief goods and dump trucks; Rescue 116 Baggao and Rescue 24 Peñablanca deployed rescue teams in flood-prone/low-lying barangays

Region III  OCD Region III coordinated with 7th ID and Coast Guard for possible evacuation of stranded residents  PA is conducting clearing operations along the roads going to Casiguran  PNP Aurora assisted the MDRRMC of Casiguran in evacuating families from heavily flooded barangays  MDRRMC Casiguran provided relief assistance to the flood victims worth PhP120,000 and continue providing relief goods to the 30 stranded passengers at Casiguran Public Market

CAR  PDRRMC Kalinga mobilized emergency responders from PNP, AFP, BFP and PDRRMC with 4 fire trucks, 8 ambulance, 1 rescue van, and 1 rubber boat; mobilized KREMS, DCC Rescue teams, 501 st BDE, PNP Rescue Team; provide relief goods to families affected; 21 Infantry Batallion and 77 th IB-PA; and nine (9) hospitals are on red alert status  PDRRMC Apayao conducted sand bagging operations in Poblacion Luna, Apayao; mobilized 7 groups of emergency responders with 5 rubber boats, 12 ambulances and 4 trucks  OCD–CAR Staff assisted the PDRRMC Rapid Assessment Team in the conduct of rapid assessment and needs analysis (RDANA)
