(Table 22 Agenda) 18 Discussion on CLSS 24 19 Other important observations 24 Minutes of the 24th meeting of the Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban)- Housing for All Mission held on 24th July, 2017 The 24th meeting of the Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] was held on 24th July, 2017 at 9:30 A.M. in Paryavas Hall, HPL, Jangpura, New Delhi, with Secretary, Ministry of Housing and Urban Affairs in chair. The list of participants is at Annexure-I. 2. At the outset, Secretary (HUA) welcomed the participants/representatives from the State Governments, participants/officers of the Ministry and other Departments. 3. Thereafter, Joint Secretary (HFA) introduced the agenda for the meeting. The agenda items also form part of the minutes. The item wise minutes are recorded as follows: 4. Confirmation of the minutes of the 23rd CSMC meeting under PMAY (U) held on 21stg June, 2017 (Agenda 1) 4.1 The minutes of the 23rd CSMC meeting under PMAY (U) held on 21st June, 2017, were confirmed without any amendments. Consideration for Central Assistance for 46 Affordable Housing in 5 Partnership (AHP) projects and 49 Beneficiary Led Construction (BLC) (New) projects submitted by State of Andhra Pradesh (Agenda 2) A. Basic Information: The proposal for consideration of CSMC was for Central Assistance for 46 Affordable Housing in Partnership (AHP) projects and 49 Beneficiary Led Construction (BLC) (New) projects under PMAY (U) submitted by the State of Andhra Pradesh. The salient details of the proposal are as under: State/UT: Andhra Pradesh Component: AHP and BLC No. of Projects: AHP:46 BLC: 49 No. of Cities/Towns: AHP: 46 BLC:49 Total Project cost AHP: Rs 11767.22 Crore BLC: Rs 2373.22 Crore Central Share AHP: Rs 2494.44Crore BLC: Rs 884.235 Crore State Share AHP: Rs2494.44 Crore BLC: Rs589.49Crore Minutes of 24th CSMC / 24.07.2017 Page 1 of 50 ULB/Implementation Agency Share AHP: Nil BLC: Nil Beneficiary Contribution AHP: Rs 5626.94 Crore BLC: Rs 899.49 Crore Amount of 1st Instalment requested AHP: Rs 997.776 Crore BLC: Rs 353.694 Crore Total No. of houses proposed AHP: 1,66,296 BLC: 58,949 No. of EWS houses: AHP: 1,66,296 BLC: 58,949 Total: 2,25,245 Status of Demand Survey Total: completed in 110 town; demand assessed is for 13,91,663 houses Appraisal by SLAC & Date Yes, 11/07/17 & 12/07/17 Approval by SLSMC & Date Yes ,19/07/17 B. Additional information by the State: i. Demand survey for 110 Cities/Towns has been completed and the total demand for houses assessed is 13,91,663. ii. Target for submitting proposal under PMAY (U) in 2017-18 is for 5,56,103 houses. iii. State Budgetary Provision for PMAY (U) in 2017-18 is Rs 8341.54 Cr iv. With regards to the mandatory conditions, condition 3 (single-window, time bound clearance for layout approval and building permissions at ULB level) has been achieved and condition 6 (additional FAR/FSI/TDR and relaxed density norms for slum redevelopment and low cost housing) is not applicable as there is no FSI basis in A.P. All other conditions are under progress. v. Out of 73,041 houses approved under BLC component, 30,182 beneficiaries have been attached in PMAY-MIS portal and 21,856 houses have been geo-tagged. C. CSMC observations: i. Grounding of sanctioned BLC projects is very slow and it needs to be expedited by addressing the real issues impacting the progress of implementation. ii. All the beneficiaries of the project proposals under BLC should invariably be linked to Aadhar numbers. iii. In desk scrutiny of the DPR, the various model building plans proposed in the AHP and BLC projects are found to be not complying with the minimum area required for Living Room, Bed room and Kitchen as per NBC norms. The model building plans need to be re- designed by the State in order to conform to NBC norms. iv. As per observation of HUDCO during desk scrutiny/site verification, the RCC structure of the pile foundations proposed in the DPR are heavier than required, thereby increasing the cost of the building. State/ULB may relook into the design and bring down the cost if technically feasible. Minutes of 24th CSMC / 24.07.2017 Page 2 of 50 D. CSMC Decisions: In view of the above, the CSMC: (i) accorded approval for Central Assistance amounting to Rs. 2494.44 Crore for 46 AHP Projects for construction of 1,66,296 houses of EWS category under PMAY (Urban) submitted by the State Government of Andhra Pradesh as per details at Annexure 2-A. (ii) recommended for release of the first instalment of central assistance amounting to Rs. 997.776 Crore (40% of central assistance) for the 46 AHP projects of Andhra Pradesh subject to compliances as indicated in Para 5C (iii) and (iv) as above. (iii) accorded approval for Central Assistance amounting to Rs. 884.235 Crore for 49 BLC Projects (New) for construction of 58,949 houses of EWS category under PMAY (Urban) submitted by the State Government of Andhra Pradesh as per details at Annexure 2-B. (iv) recommended for release of the first instalment of central assistance amounting to Rs. 353.694 Crore (40% of central assistance) for the 49 BLC projects of Andhra Pradesh subject to compliances as indicated in Para 5 C (ii) and (iii) as above. Consideration for Central Assistance for 10 Beneficiary Led House 6 Construction (BLC) projects submitted by State Government of Manipur (Agenda 3) B. Basic Information: The proposal for consideration of CSMC was for Central Assistance for 10 BLC projects (New) under PMAY (Urban) submitted by the State government of Manipur. Additional information by the State: i. Demand survey for all Cities/Towns has been completed and the total demand for houses assessed is 46,360. ii. HFAPoA have been submitted for all the 14 towns with sanctioned projects and HFAPoA for the proposed 10 towns are being presented. iv. Approval for SLTC/CLTCs appointment has been made.

    PROFILE OF ANANTAPUR DISTRICT The effective functioning of any institution largely depends on the socio-economic environment in which it is functioning. It is especially true in case of institutions which are functioning for the development of rural areas. Hence, an attempt is made here to present a socio­ economic profile of Anantapur district, which happens to be one of the areas of operation of DRDA under study. Profile of Anantapur District Anantapur offers some vivid glimpses of the pre-historic past. It is generally held that the place got its name from 'Anantasagaram', a big tank, which means ‘Endless Ocean’. The villages of Anantasagaram and Bukkarayasamudram were constructed by Chilkkavodeya, the Minister of Bukka-I, a Vijayanagar ruler. Some authorities assert that Anantasagaram was named after Bukka's queen, while some contend that it must have been known after Anantarasa Chikkavodeya himself, as Bukka had no queen by that name. Anantapur is familiarly known as ‘Hande Anantapuram’. 'Hande' means chief of the Vijayanagar period. Anantapur and a few other places were gifted by the Vijayanagar rulers to Hanumappa Naidu of the Hande family. The place subsequently came under the Qutub Shahis, Mughals, and the Nawabs of Kadapa, although the Hande chiefs continued to rule as their subordinates. It was occupied by the Palegar of Bellary during the time of Ramappa but was eventually won back by 136 his son, Siddappa. Morari Rao Ghorpade attacked Anantapur in 1757. Though the army resisted for some time, Siddappa ultimately bought off the enemy for Rs.50, 000. Anantapur then came into the possession of Hyder Ali and Tipu Sultan.

    10/31/2018 District Irrigation Profiles IRRIGATION PROFILE OF ANANTAPURAMU DISTRICT *Click here for Ayacut Map INTRODUCTION Ananthapuramu District is situated in Rayalseema region of Andhra Pradesh state and lies between 13°-40'N to 15°-15'N Latitude and 76°-50'E to 78°-30'E Longitude with a population of 40,83,315 (2011 census). One of the famous spiritual center in this district is Puttaparthi and it is 80Km. away from Ananthapuramu. The District falls partly in Krishna basin and partly in Pennar basin. The District is surrounded by Bellary, Kurnool Districts on the North, Kadapa and Kolar Districts of Karnataka on South East and North respectively. The district is principally a hot country and temperatures vary from 17°C-40°C. The important rivers flowing in the District are (1) Pennar (2) Jayamangali (3) Chitravathi (4) Vedavathi (also called Hagari), (5) Papagni, (6) Maddileru. The district head quarter is connected by S.C. Railways broad gauge railway line from Secunderabad, Guntakal, Bangalore and Bellary (Via) Guntakal to Pakala. Most of the area in this District is covered under Minor Irrigation Sources only in addition to one completed Major Irrigation Project viz., Tungabhadra Project High level canal (TBP HLC) system stage-I (A joint venture of Karnataka and Andhra Pradesh States). The Right Bank High level canal (R.B.H.L.C.) takes off from right bank of T.B. Dam and runs in Karnataka and enters in Andhra Pradesh at Km. 105.437 and contemplated to irrigate an ayacut of 2.849 Lakh acres out of this 1,45,236 acres in Ananthapuramu district and remaining is Kurnool and Kadapa District.

India is no exception to this phenomenon. It is in these towns where national economies are to be built, solutions to global challenges such as inequality and the impacts of climate change are to be addressed, and future generations are to be educated. The reality in India, however, suggests that the small towns are not fully integrated in the urban fabric of the nation. They have enormous backlogs in economic infrastructure, weak human capacity, high levels of under unemployment and unemployment, and extremely weak local economies. However, with their growing numbers – there are more than 2,500 new towns added in the last Population Census– the role of small and medium-sized towns in the national economy will have a significant influence upon the future social and economic development of larger geographic regions. If these towns were better equipped to steer their economic assets and development, the national Gross Domestic Product (GDP) could be increased, with significant benefits reducing rural poverty in the hinterlands. This research on small towns, those below 100,000 population, was conducted at the National Institute of Urban Affairs (NIUA), New Delhi, under Phase III of the HUDCO Chair project during the period 2015-16.

It will facilitate movement of Agriculture and Industrial products to other centers of the State. Of late, the town is also developing into an Educational centre with the establishment of an Agricultural Research Centers, Agricultural Colleges, University & Medical College, Many Degree Colleges, Engineering Colleges, Pharmacy College and Polytechnic College. The town is spread in an area of 19.00 Sq KM’s and situated at an latitude of 15 29’ and longitude of 78 29’.
