RAJYA SABHA __________ ∗SYNOPSIS OF DEBATE __________ (Proceedings other than Questions and Answers) __________ Wednesday, December 9, 2009/ Agrahayana 18, 1931 (Saka) __________ MATTERS RAISED WITH PERMISSION OF THE CHAIR I. A statement made by the RSS Chief on the partition of the country SHRI MOHAMMED ADEEB: Shri Bhagvat of RSS has said that partition of India has not happened yet and another partition will take place. This statement is extremely damaging. 65 years have passed after India became a free nation and they are saying that undivided India is yet to form. I want to ask as to which undivided India will be formed now. Will this undivided India be similar to that of the Moughals which was from Kanyakumari to Nanded? In that case, what will be our fate in this world? Therefore, the Home Minister should take action against such irrelevant and irresponsible statement. Stringent action should be taken against such irresponsible people. (Shri Rajniti Prasad associated.) II. Need for expansion of the network of rural banks in the country SHRI PRASANTA CHATTERJEE: There is a long standing united movement of the employees of Regional Rural Banks all over the country culminating in a massive dharna before Parliament. The employees of Regional Rural Banks and their only representative union, the All India Regional Rural Banks Employees Association, have been agitating not for any economic demands but for urgent action for further expansion of the network to cover the remaining unbanked rural corners of the country. ______________________________________________________________ ∗This Synopsis is not an authoritative record of the proceedings of the Rajya Sabha. 206 They want the Government to ensure greater access of the rural folk, self-help groups and other sections of rural populace to institutional credit and also to implement various welfare schemes of the Government including NREGA for the benefit of rural poor. There is a need for opening more branches for attracting the savings of the rural people. Banking should be focused on the rural sector. The demand is to set up National Rural Bank for specialization in rural banking and financial services and to bring RRBs under that. The most crucial requirement is the urgent step for augmenting the manpower strength of the Regional Rural Banks. Therefore, the Government must respond urgently to these demands. Alleged threat by the army to evict people of Darjeeling and Jalpaiguri from the defence land SHRI SAMAN PATHAK: Land scam of army has come to light recently. My apprehension is this that cases similar to that of Sukuna cantonment of Darjeeling can happen illegally in the area around Siliguri city also. Army had acquired large area in Siliguri and Jalpaiguri after 1962 and had developed army cantonment by deforesting the forest areas. Army did not return the land, which was not used by it, to the land owners. This vacant land has now gone in the hands of businessmen, promoters and brokers. I apprehend that an army officer is also involved in this matter. My request to the Government is to include this matter also in the ongoing inquiry in the land scam. The settlements adjacent to army cantonment are there since many years. Army is trying to evict these poor people from there who are permanently living there. On the other hand, big businessmen and institutes are getting NOC. A high level inquiry committee should be constituted in view of the seriousness of this matter. _________ 207 SHORT DURATION DISCUSSION Liberhan Commission Report and trial of Babri Mosque case SHRI AMAR SINGH, initiating the discussion, said: 399 meetings were held by the Liberhan Commission, extensions were given and it took 17 years to submit report. The senior leaders of UPA had mentioned in the House that Mosque will be constructed. But Mosque was not constructed. Temple was promised but it was forgotten. The statues were put up in 1949. Lock was opened in 1986. Both the times Congress was in power. After that controversy intensified. Whether lock was not opened in 1986 and no appeal was done after the order of Lower Court? Third mistake was made in 1989 that inauguration was done just 10 days before the election of Lok Sabha conducted in 1989. You cannot forget year 1949, 1986 and 1989. I am only repeating facts of the history. Mark Tully has written in his report that the Home Secretary and Police allowed whole group freely by becoming inactive. Shri Chidambaramji is not accepting any responsibility. How can you deny the legacy of Shri Narasimha Rao? 90% Ministers who are in this Cabinet were also holding portfolios in the Narasimha Rao Cabinet and the Cabinet holds collective responsibility. Segregating Narashmha Rao from the Congress will not work. The history cannot be concealed. Responsibility should be taken for good work as well as bad work. The Liberhan report has not dwelt as much on the role of RSS as it should have. It has been mentioned in the book of Shri Narasimha Rao that then Governor of Uttar Pradesh had written a letter to the then Prime Minister that possibility of damage to the controversial structure cannot be denied. The name of Shri Gulzarilal Nanda was mentioned, whereas he had quit active politics. Devraha Baba was detached Saint but his name also been mentioned. The present Chief Minister of Delhi had written a letter to Mr. Narasimha Rao in which it was asked what was government doing on 6th December? Why these incidents were not prevented? The public are questioning our secular commitment. The report of Liberhan Commission is silent on these issues. Hon’ble Narasimha Rao is responsible for the demolition of Mosque. Hon’ble Atal ji has also contributed in this regard. Construction of temple was a part of political agenda of BJP. 208 What was the situation at that time? There was a Prime Minister who was asleep and hidden. He was not prepared to protect the Constitution of the country despite of having the capacity to do so. A Leader of Opposition who organized Rath Yatra, formulated a political programme that we will build Ram Temple. All these people are sitting and still they are not ashamed and say that we are proud that we have broken the hearts of Hindu-Muslims of this country. They have not demolished that Babri Masjid, they have caused the demolition of several temples abroad in retaliation. Samajwadi Party has always followed the secular values. Our country, our leader resorted to firing, when it was required to protect the constitution of the country. We are aggrieved that 16 Kar Sewaks were killed. But it did not matter if even 1600 people would have been killed instead of 16 in order to protect the constitution of India. The country is governed by the law not by your emotions. What can we do if somebody does not allow the discussion to continue in order to cover the crime committed on 6th December, 1992. We agree with the people held guilty in the report of Liberhan Commission. The involvement of former Prime Minister and Congress President in this crime, which is etched in the pages of history and in the heart of crores of Muslims of India, should not have been spared. There are anomalies also in this report. May be, one more commission is constituted to look into these anomalies. This commission took seventeen years, may be, the commission inquiring into the anomalies take thirty four years. There would not have been a question mark on the authenticity and credibility of this commission, if these anomalies were not there. No matter how tardy the report was? After preparetion of the report, it took 5 months to placeit before the parliament. It was leaked before placing it on the table of the House. Today, the situation is such, we come to know from the papers that what business is going to be conducted in Parliament. There was a time when the newspapers used to report after the business was conducted. The constitution mentions three types of Emergencies. When the security of the country is threatened by war, or armed rebellion, then Article 352 will be used. Ayodhya witnessed all these things. Why was not any action taken? There is a mention in Librahan report that all leaders are corrupt. This type of things has reduced the importance of this report. 209 DR. ABHISHEK MANU SINGHVI: This debate is not necessary. Fortunately, this country has moved forward and it does not need to look back. But at the same time, it must take place as a stark reminder of how perilously close we came to destroying India's proud secular heritage. And we, the people of India, must learn the lessons of history, without which we are bound to be condemned to repeat its errors. The first broad sub-theme of this report is a sad, sordid saga of cheap brazen politics, that was played with dangerous, uncaring abandon for life, liberty and property of the Aam Aadmi. The second sub-theme is that is for the story about pelf, about power and about politics. The third sub-theme is that, who will guard the guardians? What will happen when protectors become predators? The fourth sub-theme is that of utter hypocrisy. The Fifth sub-theme is the attempted demolition of secularism itself. The central theme is only one that who broke the mosque? Why did they do it? How did they do it? The BJP and its so called Sangh Pariwar choose an issue, which was peaceful and inactive for the last 500 years.
