SITREP NO-100/2008 1700 hours 32-20/2008-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 8th September, 2008 Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 08.09.2008 RAINFALL SITUATION IN THE COUNTRY BIHAR • No significant rainfall has been reported in the State. • About 40,37,000 people from 2319 villages in 16 districts have been affected due to flood in the State. • 06 human deaths have been reported by the State during last 24 hours. The total human death toll of the State is 84. • 3,15,662 houses are reported to have been damaged due to flood so far. • 3521 boats have been pressed into service for rescue and relief operations in the flood affected areas of the State. • 1009808 persons have been evacuated from the affected areas so far. • 350 relief camps have been opened in the flood affected area in which 2,88578 people have been accommodated. • 149 cattle camps are opened in the affected areas in which about 21105 animals accommodated. • 177 medical teams have been deployed in the affected areas. • 341 Health Centre have also been opened in the flood affected areas. UTTAR PRADESH • No significant rainfall has been reported in the State. • About 23,75,775 people from 4,587 villages in 21 districts have been affected. • About 1,53,484 houses have been damaged so far. • About 46,209 people from the affected areas have been evacuated so far. • 3312 cattle/livestock are reported to have been perished. • 479 relief camps have been opened in the flood affected areas in which 39960 people have been accommodated. • 4,354 boats have been pressed into service for rescue and relief operations in the affected areas. ASSAM • Light rainfall has been reported in some parts of the State. • 07 human deaths have been reported by the State. • About 13.24 lakh people have been affected in 15 districts and 1 1822 villages in the State due to flood so far. • 20350 people continued to be accommodated in 134 relief camps in the flood affected areas of the State. • 85 boats continued to be deployed in the State for relief and rescue operations. • 33,700 People have been evacuated from the affected areas and shifted to safer places. WEST BENGAL • Light rainfall has been reported in some parts of the State. • 02 human deaths have been reported by the State during last 24 hours. • About 37.92 lakh people, in all, are reported to have been affected in the State due to flood so far. • 05 relief camps opened in the State in which about 687 people have been accommodated • 150 Medical teams and 20 boats continued to be deployed in the affected areas of the State. • 119858 ha cropped areas has been damaged. • 3920 cattle livestock have been perished so far. • 406511 houses are reported to have been damaged due to flood so far. Human deaths o As per provisional information received from the affected States/UTs, 22 human deaths (Assam -07, Bihar-06, Maharashtra-07 and West Bengal -02) were reported, raising the total death toll to 1906 to 1884. INDIA METEOROLOGICAL DEPARTMENT • The feeble low pressure area over northwest Bay of Bengal off Orissa coast has become less marked. However, the associated upper air cyclonic circulation persists and extends upto mid tropospheric level. • An upper air cyclonic circulation lies over Madhya Maharashtra and neighbourhood. • Under these scenario, fairly widespread rainfall activity with isolated heavy to very heavy fall is likely over Andhra Pradesh, interior Maharashtra and along the west coast during next 2-3 days. CENTRAL WATER COMMISSION • There are 12 Moderates and 24 Low flood situation sites. Warning • Isolated heavy to very heavy rainfall is likely over Andaman & Nicobar Islands, Konkan & Goa, Kerala, Coastal Karnataka and Andhra Pradesh. Outlook for next two days • Scattered to fairly widespread rainfall activity is likely over parts of peninsular and adjoining central India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 8th September, 2008, there are 12 Moderates and 24 Low flood situation sites. The details of moderate flood sites are as under:- Assam River Brahamputra at Dibrugarh is flowing at 105.22m against the danger level of 104.24m with a falling trend. River Brahamputra at Neamatighat is flowing at 85.28m against the danger level of 85.04m with a falling trend. River Brahamputra at Dhubri is flowing at 29.43m against the danger level of 28.62m with a falling trend. River Kopilli at Dharmatul is flowing at 56.04m against the danger level of 56.00m with a falling trend. River Puthimari at Puthimari (NHX) is flowing at 51.85m against the danger level of 51.81m with a falling trend. Bihar River Burhi Gandak at Rosera is flowing at 42.71m against the danger level of 42.63m with a falling trend. River Burhi Gandak at Khagaria is flowing at 36.61m against the danger level of 36.58m with a falling trend. River Bagmati at Benibad is flowing at 49.23m against the danger level of 48.68m with a falling trend. River Kosi at Kursela is flowing at 30.10m against the danger level of 30.00m with a falling trend. River Mahananda at Jhawa is flowing at 31.45m against the danger level of 31.40m with a falling trend. Jharkhand River Ganga at Sahibganj is flowing at 27.53m against the danger level of 27.25m with a falling trend. West Bengal River Ganga at Farakka is flowing at 23.07m against the danger level of 22.25m with a falling trend. 3 Detailed situation BIHAR • No significant rainfall has been reported in the State during last 24 hours. • On 18.08.2008, a long embankment was swept away at Kushaha in Nepal, about 7 km away from the Kosi Barrage at Birpur in Supaul. • Due to above breach, river Kosi has changed its course and shifted over 120 km eastwards. As a result, large areas of Supaul, Madhepura, Katihar, Saharsa and Araria have been flooded/inundated and affected severely. More areas in these districts are getting inundated, submerged under deep water and numerous other embankments are under threat of being breached. • In Supaul District, about 8,93,790 people in 243 villages and 73 Panchayats (68 fully & 5 partially) have been badly affected. • Basantpur, Chhattapur, Pratapganj, Triveniganj and Raghopur are the worst affected blocks in the district. • Electricity, Water supply and traffic movement in these blocks have totally been cut off. • Link road from Bhimnagar to Birpur has been washed away at four places. • 41 relief camps are opened in the district in which about 55,899 people have been accommodated. • 456 local boats, 01 government boat and 28 motor boats have been pressed into service for relief and rescue operations. • About 3,66,000 people have been evacuated from the affected areas so far. • 22,367 Kachha, 2233 pacca houses and 1,98,846 juggis have been damaged so far. • 20 cattle camps established in the district in which about 21,105 cattle accommodated and 3354 cattle were given treatment. • About 1.14 lakh ha area has been damaged in the State so far. • In Madhepura District, about 11.55 lakh people in 378 villages have been badly affected. 130 Panchayats have been affected severely.. • About 11 blocks in the district have been partly submerged. The worst affected areas are Alamnagar, Uda Kishanganj, Kumarkhand, Gwalpada, Bihariganj, Purani, Chawsha, Shankerpur, Sindgheshwar, Madhepura and Murliganj. • Flood water has been reported to be receding from the affected areas. • 418 boats have been pressed into service for relief and rescue operations. • 97 Relief Camps have been opened in the affected areas in which about 54,222 people have taken shelter. • More than 3,27,458 people have been evacuated so far from the affected areas. 4 • 29 cattle camps opened in which about 5191 cattle were given treatment. • 34 medical camps have also been established in the affected areas. • Rice -1650 Q, Chana -8 Q, Chura-1326.5 Q, Gur & Sugar -295.5 Q, Sattu-284.5Q, Polythene Sheets-27660, Match Box -65,000 Candle, 1,30,000 and K/Oil 15,800 ltr have been distributed in the affected areas so far. • Water pouches have also been distributed in the affected areas. • Railway track at Dinapatti between Saharsa – Purnea has been submerged under water. As a result, the rail movement on this section has been suspended. • Vehicular movement on National Highway between Kumarghat- Murlighat has also been suspended due to submergence of water. • In Araria District, about 3,86,328 people in 04 blocks and in 96 villages have been badly affected. • The worst affected areas in the district are Farbishganj, Raniganj, Bhairgama and Narpatganj. • 57 Relief camps have been opened in the district in which about 60,000 people have been accommodated. • 89 boats and 81 motor boats are pressed into service for relief and rescue operations. • 97,807 people have been evacuated from the affected areas so far. • 57 cattle camps and 57 medical camps have also been established in the affected areas.
