Because of their usefulness they are being printed in every census since then. Though District Census Handbooks are State Government publications, the data to be presented in them are processed and compiled in the Census Office. District Census Handbook has been divided into three parts, viz., (i) Part A containing Town and Village Directory, (ii) Part B containing Village and Townwise Primary Census Abstract and (iii) Part C containing Analytical Report, Administrative Statistics and District Census Tables. It was envisaged that the three parts should be brought out separately as data for all the parts may not be available at the same time. Since materials for Part B were ready before printing of Part A could be taken up, parts A and B for the district of Saharsa are being brought out together in the present volume. Part C will be brought out separately. The Explanatory Note at the beginning of Part A gives the details of information contained in the Town Directory and the Village Directory. Similarly, the Explanatory Note at the begin­ ning of Part B gives the details of information contained in the Primary Census Abstract. Alphabetical list of villages showing names of villages and their serial number in Village Direc­ tory and Primary Census Abstract has been given at the beginning of the volume to facilitate reference to Village Directory and Villagewise Primary Census Abstract. To make this Handbook more useful Community Development Block maps in reduced scale have also been given at the end of the volume as in 1961. These maps have been prepared from the Anchal maps in the scale 1"=1 mile which were traced from the old Revenue Thana map in the same scale. A map of the district showing administrative divisions has also been given at the beginning. I am grateful to the vast multitude of Enumerators and Supervisors who collected the basic data in the Mauzawar Note at the time of houselisting and in the Individual Slip at the time of enumeration. Charge Superintendents, Subdivisional Officers and District Officers alongwith the Subdivisional Census Officers and District Census Officers organised the programme and super­ vised it in their respective areas. I am grateful to them. I am also grateful to the various departments of the State Government for all their co-operation at various stages of census. In my own office Shree U. P. Shrivastava, Deputy Director organised the work of compilation of the figures presented in District Census Handbooks Parts A and B. He was ably assisted by Shree P. N. Sinha, Tabulation Officer and his team of Statistical Assistants, Computors and Assistant Compilers. The information contained in Part B was basically compiled in respective Regional Tabulation Offices under the supervision of the respective Deputy Directors. Shree R. B. Singh, Investigator, Shree Maheshwar Prasad, Tabulation Officer, Shree Sidheshwar Prasad Verma, Junior Investigator and Shree Sheo Prasad, Printing Inspector have helped in getting the volume printed. Shree M. Abbas, Senior Geographer assisted by his team prepared the maps which are found in this volume. I am sincerely obliged to all of them. I am indebted to Dr. B. K. Roy, Burman, Deputy Registrar General (S. S.), Dr. B. K. Roy, Map Officer, Shree K. K. Chakravorty, Assistant Registrar General and all the members of their respective teams for providing necessary guidelines for this publication.     SITUATION REPORT No. 5 FLOODS 2008 OVERALL SITUATION The humanitarian situation in Bihar continues to be very grim. As of 15th September, one more district – Kishanganj - is affected, bringing the total number of affected districts in Bihar to 17. The five worst affected districts are Supaul, Madehpura, Araria, Saharsa and Purnea. While the first three districts are flood affected, Saharsa and Purnea are comparatively less affected, but are hosting a large number of the displaced population from the neighbouring affected districts. The water level in the flood affected areas has been receding as Kosi River is in a falling trend, with not much rains in its catchment areas. However, rainfall predicted for this month in Bihar, could lead to further flooding, thus affect ing the relief activities by agencies. In addition to the floods in Bihar, annual rainfall continues to cause floods in Assam and Uttar Pradesh. The popularity of private schools among the lower income groups is extensively reported and has received a mixed response in academic writing. In much of the literature, details about the social context of people identified as the urban poor and as belonging to lower income groups are seldom provided. It is also important to unravel the processes through which they navigate the private educational market in the urban space. This paper attempts to examine the class and status dynamics of families associated with a private school in the city of Banaras. The paper begins with a history of the demarcation of urban space for the poor in the city of Banaras along lines of class, caste and occupation in terms of a ‘weavers’ settlement’. It also seeks to explore how families living in these areas seek to reconstitute their relation to schools through increased monetary and cultural investments with the hope of securing valued cultural resources for their children. A closer examination of school choice, however, suggests how the realisation of such ends remains difficult.
