Lopez Federal Reserve Bank of San Francisco Kris James Mitchener Santa Clara University CAGE, CEPR, CES-ifo & NBER* May 9, 2018 ABSTRACT. Fiscal deficits, elevated debt-to-GDP ratios, and high inflation rates suggest hyperinflation could have potentially emerged in many European countries after World War I. We demonstrate that economic policy uncertainty was instrumental in pushing a subset of European countries into hyperinflation shortly after the end of the war. Germany, Austria, Poland, and Hungary (GAPH) suffered from frequent uncertainty shocks – and correspondingly high levels of uncertainty – caused by protracted political negotiations over reparations payments, the apportionment of the Austro-Hungarian debt, and border disputes. In contrast, other European countries exhibited lower levels of measured uncertainty between 1919 and 1925, allowing them more capacity with which to implement credible commitments to their fiscal and monetary policies. -

Place Configurations and Italian Electoral Politics under the ‘Second Republic’ John Agnew The Italian Second Republic was meant to have led to a bipolar polity with alternation in national government between conservative and progressive blocs. Such a system it has been claimed would undermine the geographical structure of electoral politics that contributed to party system immobilism in the past. However, in this article I argue that dynamic place configurations are central to how the ‘new’ Italian politics is being constructed. The dominant emphasis on either television or the emergence of ‘politics without territory’ has obscured the importance of this geographical restructuring. New dynamic place configurations are apparent particularly in the South which has emerged as a zone of competition between the main party coalitions and a nationally more fragmented geographical pattern of electoral outcomes. These patterns in turn reflect differential trends in support for party positions on governmental centralization and devolution, geographical patterns of local economic development, and the re-emergence of the North–South divide as a focus for ideological and policy differences between parties and social groups across Italy. Introduction One of the high hopes of the early 1990s in Italy was that following the cleansing of the corruption associated with the party regime of the Cold War period, Italy could become a ‘normal country’ in which bipolar politics of electoral competition between clearly defined coalitions formed before elections, rather than perpetual domination by the political centre, would lead to potential alternation of progressive and conservative forces in national political office and would check the systematic corruption of partitocrazia based on the jockeying for government offices (and associated powers) after elections (Gundle & Parker 1996). -

Antonucci © 2013 iii ABSTRACT Scholars of Italian-American history have traditionally asserted that the ethnic community’s media during the 1920s and 1930s was pro-Fascist leaning. This thesis challenges that narrative by proving that moderate, and often ambivalent, opinions existed at one time, and the shift to a philo-Fascist position was an active process. Using a survey of six Italian-language sources from diverse cities during the inauguration of Benito Mussolini’s regime, research shows that interpretations varied significantly. One of the newspapers, Il Cittadino Italo-Americano (Youngstown, Ohio) is then used as a case study to better understand why events in Italy were interpreted in certain ways. -

SETTING THE STAGE Many democracies, including the United States, Britain, and France, remained strong despite the economic crisis caused by the Great Depression. However, millions of people lost faith in democratic govern- ment. In response, they turned to an extreme system of government called fas- cism. Fascists promised to revive the economy, punish those responsible for hard times, and restore order and national pride. Their message attracted many people who felt frustrated and angered by the peace treaties that followed World War I and by the Great Depression. A number of its points do not reflect our views. In some cases, we believe that the Commission has handled specific matters in too abstract and schematic a fashion. This applies, for example, to the cases of Halvard Olsen and Karl Johanssen. As for the latter point, a proposal had been made by the entire delegation to formulate this differ- ently, but it was rejected by the Commission. In other cases, we believe that the resolution is insufficiently objective. That applies to the point concerning Mot Dag, which, in our opinion, is not a closed group, and also for Point 4 [of the resolution], which deserves criticism. 1094 • Session 32 – 5 December 1922 However, after thorough discussion of all the disputed questions in the Commission, we will not initiate further debate in the plenary, but, rather, state that the majority of the delegation will vote for the resolution. Visit to Italy: the Gasparri Law Observations and Recommendations
Organization for Security and Co-operation in Europe The Representative on Freedom of the Media Miklós Haraszti 7 June 2005 Visit to Italy: The Gasparri Law Observations and Recommendations The OSCE Representative on Freedom of the Media, Miklós Haraszti, accompanied by Advisers Alexander Ivanko and Roland Bless, visited Rome, Italy, from 30 March to 1 April 2004. This was the Representative’s first visit to this participating State. The trip was made at the invitation of, and was organized by, the Ministry of Foreign Affairs of Italy. The purpose of the trip was to assess the current situation in the television broadcasting sector, one year after the adoption in 2004 of the Gasparri Law1, Italy’s first comprehensive regulation of all broadcast media, and of the Frattini Law2, on the conflicts between public duty and private interests of public officials. The Gasparri Law was enacted after repeated calls by Italy’s Constitutional Court, as well as by European political bodies, for an overhaul of the highly concentrated television system in Italy. The Representative appreciates the co-operative approach of the Italian authorities and their willingness to discuss all issues raised by him openly. Miklós Haraszti met with government officials, parliamentarians, scholars, and media lawyers. Among those he had talks with were, in order of the meetings: - Minister of Communications Maurizio Gasparri and his Deputy Giancarlo Innocenzi; - Members of the Italian Delegation to the OSCE Parliamentary Assembly, Senator Luigi Compagna and Member of the Chamber of Deputies, Mister Fabio Ciani; - President of the Justice Commission of the Senate, Senator Antonino Caruso; - Professor Mauro Masi, Secretary-General of the Presidency of the Council of Ministers (Prime-Minister’s Office); - Senior officials from the Foreign Ministry.
