Leisure and Cultural Services Department St. Stephen's Beach Kayak Distance Race 2019 Racing Instruction 1) Rules: All racing rules will be governed by: 1.1 The Canoe Marathon Competition Rules issued by the International Canoe Federation, any recently revised rules and the prescriptions of the Hong Kong Canoe Union. 1.2 The Notice of Race; and 1.3 These Racing Instructions (RIs). 2) Entries: 2.1 Entrants shall meet the entry requirements of the Organising Committee (OC); 2.2 Change of entrants shall not be entertained. 3) Notice of Race: 3.1 The Notice of Race will be posted on the race notice board in the Centre. 3.2 Entrants should pay attention to all the notices posted on the notice board. 4) Groups: Kayaks of the centre only. 5) Racing Equipment: 5.1 Kayaks and paddles are provided by the Centre. Entrants in the Youth Divisions, Adult Divisions and Master Divisions may use their own spraydecks or those provided by the centre, or choose not to use any at all. Entrants in the Junior Divisions are not allowed to use spraydecks. Craft will be allocated by balloting during reporting time on the race day. Unless permitted by the Organiser, entrants who change or use additional equipment, will be disqualified. Entrants should bring their own repairing tools if necessary. 5.2 The OC reserves the right to claim for compensation from the users for any damage or loss to its equipment. 5.3 The entrants should bring own water-proof whistle and wear toe and heel-protected rubber shoes suitable for water sports. 6) Sign-in and Sign-out: Entrants are required to register and sign-in between 8:45am to 9:30am on the racing day (please bring along the original identity document and the original proof of qualification for verification). Entrants shall sign out at the reporting counter within 30 minutes after the last Kayak passing the finishing line. And the Entrants should confirm that they have finished the races for the whole day according to the RIs. 7) Number of kayak: The entrants shall display craft numbers clearly on the kayaks and must not be changed, otherwise he/she will be disqualified. 8) Pre-race Briefing: Entrants shall attend the pre-race meeting held by the OC on the racing day for the announcement of race arrangements. 9) Schedule of Races: The first race will start at around 10:30am, the actual arrangements will be posted on the race notice board and to be announced in the pre-race meeting. 10) Changes to the RIs: Any changes to the RIs will be posted on the race notice board at least half an hour before the race. 11) The Start: 11.1 The race will proceed in accordance with the Canoe Marathon Competition Rules issued by the International Canoe Federation. 11.2 The Starting Line: The starting line will be a straight line between two floating marks. 12) Recalls: If unforeseen hindrances arise during a correctly started race, the umpire has the right to interrupt the race and recall all the entrants. Such an instruction will be signaled by the course umpires with a red flag or a sound signal. 13) Rounding Buoy: When the entrants pass a buoy in an ongoing race, they must pass between the buoy and course umpires. The entrants must call out their kayak number to the umpires for confirmation. 14) The Finishing Line: The entrants will only be deemed to have crossed the finishing line when their kayak passes through the straight line between two designated buoys. 15) Shortening Courses / Abandoning Race: In the event of any circumstance that interferes with the safety of the entrants, the Organiser has the right to shorten or abandon the race. 15.1 Shortening Courses: Course umpires may stop near any mark of a course to shorten it. A yellow flag will be displayed. The shortened course will be signaled by intermittent sounds when the first kayak of the division(s) approaches. To finish the shortened course, kayaks must paddle in the direction of the original course and cross the new finishing line. 15.2 Abandoning Race: Course umpires may abandon the race. A red flag will be displayed. 16) Protest: No protest is allowed, the decision of the OC shall be final. 17) Safety of Entrants: 17.1 Entrants shall wear the buoyancy aid provided by the OC. 17.2 Retirement: Any entrant retiring from a race shall inform the safety boat(s) or the Race Committee Boat as soon as possible. 17.3 The entrant shall comply with the rules of International Regulations for Preventing Collisions at Sea and keep an eye on boats nearby during the race. 18) Responsibility: 18.1 It is the sole responsibility of entrants to decide whether to start or to continue the race. 18.2 The organising authority and any organisations, officials or representatives appointed by it understand that they acccept nodirect or indirect responsibility for any personal injury or loss of or damage to property caused wilfully or negligently by a third party. 19) Cancellation of the Races: If Typhoon Cyclone Warning Signal No. 3 or above or the Black Rainstorm Warning issued by the Hong Kong Observatory is in force at 7 a.m. on the event day, the races on that day shall be cancelled and shall not be rescheduled. If Typhoon Cyclone Warning Signal No. 1, the Red Rainstorm Warning or Strong monsoon issued by the Hong Kong Observatory is in force at 7 a.m. or after on the event day. The entrants should register in the centre. The OC may continue, cancel the race or adopt shorten courses depending on the weather condition around the centre. 20) Disqualification of the Entrants: Entrants will be disqualified under any of the following circumstances: 20.1 Failure to abide by the Canoe Marathon Competition Rules issued by the International Canoe Federation and the rules and safety codes of the race. 20.2 Failure to present their valid identity document and corresponding competency record. 20.3 Failure to finish the race according to the designated race course. 20.4 The umpire may stop an entrant from racing if he/she deems any entrant to be physically unfit, or that the entrant’s participation may interfere with the safety or progress of the race. The umpire may ask the entrant in question to launch onto the escort boat. 20.5 Competitors must visit the following checkpoints: 20.5.1 Children Division / Junior Division - CP 1 Bluff Head - CP 2 Chung Hom Kok - CP 3 Murray House - Finish St. Stephen's Beach Water Sports Centre 20.5.2 Youth Division - CP 1 Round Island - CP 2 Chung Hom Wan - Finish St. Stephen's Beach Water Sports Centre 20.5.3 Adult Division / Master Division - CP 1 Round Island - CP 2 Deep Water Bay Beach (water off Victoria Receation Club) - CP 3 Repulse Bay Beach (water off Tin Hau Temple) - Finish St. Stephen's Beach Water Sports Centre 21) The race will start around 10:30am. Any entrant that fails to finish the race within four hours after the start will be scored Did Not Finish (DNF). 22) The OC reserves the right to disqualify any entrant. 23) Return of Equipment: After completing the race, the entrant must clean and return the equipment supplied by the Organiser as soon as possible, and may leave only after the equipment has been collected and checked by staff. 24) Meal: Entrants should bring their own food and drink and refill at their own expense.
