AUSTRALIAN CRICKET INFRASTRUCTURE FUND Supported by FUND OVERVIEW Cricket Australia, in partnership with State and Territory Cricket Associations and the Australian Cricketers’ Association, is committed to developing high quality facilities that provide a welcoming environment for all players, officials, volunteers and fans. The Australian Cricket Infrastructure Fund (ACIF) provides funding for community cricket facility projects, with a focus on growing participation and promoting accessibility and inclusivity. The ACIF will contribute more than $4.3 million in 2020/21 into community facility projects, representing Cricket’s continued commitment to infrastructure funding. The ACIF is open to all clubs, associations, schools, councils and cricket facility managers, acknowledging the important role that these partners play in providing facilities for community cricket across Australia. GRASSROOTS CRICKET FUND Australian cricketers love playing cricket. They are also passionate about giving back to the game that has given them so much. That is why they have provided $30 million of their own money to support grassroots cricket through the establishment of the Grassroots Cricket Fund. This fund will support initiatives that strengthen grassroots cricket across Australia and ensure that cricket clubs remain the lifeblood of their local communities. The Grassroots Cricket Fund is making a vital contribution to the ACIF, with up to $1 million towards playing field and practice facility projects across Australia in 2020-21. The Australian Cricketers’ Association and Cricket Australia will work in partnership to deliver this funding to strengthen grassroots cricket in this country over coming years. OBJECTIVES The objectives of the ACIF are to: • Improve the quantity, quality, innovation and consistency of cricket infrastructure across all levels of community cricket • Support the development of community cricket facilities that contribute to the delivery of Australian Cricket’s strategic priorities • Support cricket facility development in areas of demand, particularly areas of significant participation and population growth • Create inclusive and accessible environments for cricket participants and the broader community • Collaborate with all levels of government and funding partners to invest in strategic infrastructure priorities 2 I ACIF GUIDELINES ACIF GUIDELINES I 3 FUNDING CATEGORIES The ACIF provides funding in the following two categories: Category Funding Amount1 Types of Projects Maximum Grant Amount Community Cricket Infrastructure $1,000 - $10,000 Pitches, practice facility Grants - Minor refurbishment, minor change facility/pavilion refurbishment, supporting infrastructure Up to 50% of the total Community Cricket Infrastructure $10,001 - $30,000 New practice facilities, significant project cost Grants - Major oval upgrades, sportslighting, change facility/pavilion upgrade, major refurbishments 1. Australian Cricket reserves the right to propose an amended funding amount based on the proposed outcomes of the project and available funding Applications for more than $30,000 will be considered on a case-by-case basis under the Strategic Cricket Infrastructure Funding category. In addition to aligning to the funding conditions below, projects under this category will generally be multi-faceted and provide a broad regional benefit for cricket. Contact the State Infrastructure Manager in your state or territory to discuss any proposals for Strategic Cricket Infrastructure Funding. FUNDING CONDITIONS Projects submitted to the ACIF must meet the following conditions. Applications must relate to permanent facility development or upgrade projects. Equipment, temporary facilities and/or planning projects are not eligible for funding. Retrospective proposals will not be supported (i.e. projects that have commenced). Projects submitted by clubs/organisations with the following will be highly regarded and prioritised: Female teams and participation programs Embedded Australian Cricket Junior Pathway: Woolworths Cricket Blast Program Junior cricket stages 1-3 Online registration for its members through PlayCricket Adoption of Australian Cricket’s Child Safety Framework Projects must align with state/territory strategic infrastructure priorities Correspondence from the local council or land manager must be provided acknowledging their consent for the project Projects must be compliant with Cricket Australia’s Community Cricket Facility Guidelines (e.g. pitch width and length dimensions) New/upgraded synthetic pitches (including centre pitches and training net pitches) must include junior cricket pitch markings in line with Cricket Australia’s recommended guidelines Funding beneficiary must provide a post-completion acquittal on the funded project/s Applicants are strongly encouraged to register their project with the Australian Sports Foundation (ASF) If your project does not meet the funding guidelines, please make contact with your relevant State or Territory Infrastructure Manager to discuss how we may be able to assist you to develop your project or seek other funding opportunities. 4 I ACIF GUIDELINES WHAT WILL/WILL NOT BE CONSIDERED FOR FUNDING The ACIF focuses on infrastructure that is vital to growing participation in cricket and providing participants with a quality, safe and welcoming environment. The table below provides an overview of the types of projects that will and will not be considered for funding: The following are considered for funding Ovals, including pitches (turf and Practice facilities synthetic) Change facilities (players and umpires) Pavilions and clubrooms Amenities that support participation Lighting The following are NOT considered for Projects that have already commenced Sporting equipment eg. temporary nets, funding construction stumps, covers Routine maintenance works and/or Temporary facilities eg. temporary shade, maintenance equipment eg. rollers, temporary storage mowers Projects that do not focus primarily on Projects where works can be covered by community cricket insurance Facilities that have been previously Facilities with no/limited public access funded (unless delivering a new facility component) ACIF GUIDELINES I 5 ASSESSMENT CRITERIA The ACIF assessment criteria provides a framework for assessing infrastructure projects. Applicants should ensure all assessment criteria are adequately addressed when submitting an application. No. Criteria Weighting 1 The proposal supports increased participation in cricket, particularly in priority segments such as 20% junior and female participation 2 The project scope and method of construction is well defined 20% 3 The proposal delivers a strong return on investment 15% 4 The proposal aligns with Australian Cricket and Infrastructure strategic priorities 15% 5 The proposal is located in an area of participation and/or population growth, or areas with identified 10% current or forecast facility supply deficit/s 6 The proposal demonstrates support by partners, including local government and other land managers, 10% and confirms financial contributions 7 The proposal will make a significant difference to the local cricket community 10% 6 I ACIF GUIDELINES HOW TO APPLY Applications to the ACIF must be submitted to your relevant State or Territory Cricket Association via an online application form. Your State and Territory Association will announce when the ACIF is open for applications in your local area and can assist in developing projects and completing the application form. The level of documentation expected to be provided with your application varies for minor and major funding categories. The minimum documentation in addition to the completed application form is: • Minor category – cost estimate/quote, photos of the existing facility, consent from the local council/land manager • Major category – plans/design documentation, cost estimates/quotes, photos of the existing facility, letters of support, confirmation of funding sources, consent from the local council/land manager Applications that don’t provide the minimum required documentation will generally not be considered for funding.
