  • The AFP Is Well Informed of the Criminal Practices and Illicit Trading Taking Place on the Dark Web
The AFP is well informed of the criminal practices and illicit trading taking place on the dark web. We are working with our partners to combat all forms of technology-enabled crime. In recent years there has been a steady increase in the number of seizures of all drug types via the mail system detected at the Australian border. High frequency-low volume importations such as ones through our mail system pose a considerable cumulative threat. These shipments contribute towards supplying the Australian market and exacerbate social problems within Australia associated with drug harm. Seizing these smaller importations can impact on disrupting the drug trade. The AFP and other Australian law enforcement agencies are well aware of this method of drug importation and are committed to targeting and combating it. The AFP works alongside its partner agencies on this matter, including Border Force and state and territory police. While it is not an offence to access websites that provide access to sellers of illegal substances, it is an offence to import or attempt to import a border controlled drug including synthetic drugs into Australia purchased from such a website. Offenders should be aware that if they seek to import illicit and synthetic drugs they will be subject of law enforcement scrutiny and investigation. Recently, a national co-ordinated policing campaign focused on detecting drugs being distributed via the Australian postal service saw a total of 62 illicit drugs or illegally obtained prescription medications seized by police. Operation Vitreus was co-ordinated by the National Methylamphetamine Strategy Group, which is currently lead by SA Police (SAPOL), but involved all State and Territory police agencies, working in conjunction with the Australian Federal Police, Australian Border Force (ABF), the Australian Criminal Intelligence Commission and AUSTRAC.

Of Palaces, Hunts, and Pork Roast: Deciphering the Last Chapters of the Capitulary of Quierzy (a. 877) Martin Gravel Politics depends on personal contacts.1 This is true in today’s world, and it was certainly true in early medieval states. Even in the Carolingian empire, the larg- est Western polity of the period, power depended on relations built on personal contacts.2 In an effort to nurture such necessary relationships, the sovereign moved with his court, within a network of important political “communication centres”;3 in the ninth century, the foremost among these were his palaces, along with certain cities and religious sanctuaries. And thus, in contemporaneous sources, the Latin term palatium often designates not merely a royal residence but the king’s entourage, through a metonymic displacement that shows the importance of palatial grounds in * I would like to thank my fellow panelists at the International Medieval Congress (Leeds, 2011): Stuart Airlie, Alexandra Beauchamp, and Aurélien Le Coq, as well as our session organizer Jens Schneider. This paper has greatly benefited from the good counsel of Jennifer R. Davis, Eduard Frunzeanu, Alban Gautier, Maxime L’Héritier, and Jonathan Wild. I am also indebted to Eric J. Goldberg, who was kind enough to read my draft and share insightful remarks. In the final stage, the precise reading by Florilegium’s anonymous referees has greatly improved this paper. 1 In this paper, the term politics will be used in accordance with Baker’s definition, as rephrased by Stofferahn: “politics, broadly construed, is the activity through which individuals and groups in any society articulate, negotiate, implement, and enforce the competing claims they make upon one another”; Stofferahn, “Resonance and Discord,” 9.

TemaNord 2014:526 TemaNord Ved Stranden 18 DK-1061 Copenhagen K www.norden.org Trafficking in Human Beings Report from a conference on Identification of victims and criminals Trafficking in Human Beings – why we do not notice them In the Nordic countries, most of the reported cases of trafficking in human beings today concern women and girls trafficked for sexual exploitation, but experiences from Europe indicate that human trafficking has increased also in farming, household work, construction, and house building, as well as in begging, shoplifting and thefts. The conference Identification of victims and criminals – why we do not notice them on 30–31 May 2013 in Tallinn, Estonia formed the conclusion of a Nordic-Baltic-Northwest Russian cooperation project. Around 80 participants attended the two-day conference to discuss ways of identifying victims and criminals and to find answer to the question of why we do not notice victims or criminals, even though we now have available to us facts, figures, research and knowledge about human trafficking as a part of international organized crime.

RÍKISLÖGREGLUSTJÓRINN ALMANNAVARNADEILD Applies to: Media, Department of Civil Protection and Emergency, Management, administration and Chief Epidemiologist STATUS REPORT Date: 06.03.2020 Time: 17:30 Location: Coordination center /Directorate of Health /Chief Epidemiologist Emergency/Distress Phase: COVID-19 Event description Today 6 individuals have been diagnosed with COVID-19. The pathway of infection is being traced. 43 cases have been confirmed in Iceland of the SARS-CoV-2 virus that causes COVID-19. All are in isolation. The first cases of community transmission within Iceland were diagnosed today. All are in relatively good health. They were infected after being exposed to persons coming from Italy and Austria. As a result, The National Commissioner of the Icelandic Police and Chief Epidemiologist has raised the alert level of the response to the COVID-19 virus outbreak. This emergency activation has no significant impact on the public beyond those measures that have been taken already. However, it allows for response agencies and critical service providers to increase their preparedness activities (aprox. 150-200 institutions). For the time being, no travel restrictions are in force. There is no ban on mass gatherings. Such a ban would have a great impact on society and is therefore not activated as a result. The Chief Epidemiologist and his staff are paying special attention to vulnerable groups, particularly the elderly and those with underlying medical conditions. This group should take special care and avoid crowed places and events. Health care institutions and the organization of welfare companies are increasing their defenses and readiness. deCode genetics (Íslensk erfðagreining) has offered to do screenings for the COVID-19 in Icelandic society to check its pathways.

2020 DNA Hit of the Year Top 17 Cases Version 4/27/2020, with Addendum * All addenda written by submitters. 1. Headless Outlaw’s Torso in Old Lava Tube Name of Submitter: Clark County Sheriff Bart May Location: Dubois, Idaho, U.S.A. Agency: Clark County Sheriff’s Office, Idaho Date of Crime: 1916 Date and Type of Hit: 2018-2019 (genetic genealogy to match with general family tree); 2018-2019 (familial match with living grandson to confirm family relationship) Executive Summary: 100-year-old unidentified human remains found in an old lava tube in 1979 leads to a cold case identification effort that lasts many years. However, his head was never located, baffling the FBI and other investigators for years. They could only establish that he was of European descent, with reddish-brown hair, and was about 40-years-old at the time of death. His arms, hand, and legs were found in 1991. Over the years, investigators enlisted the help of Idaho State University and its team of forensic genetic genealogists (anthropology students and staffers). This also included experts from the Smithsonian Institution and the FBI. Last year investigators further enlisted the help of the DNA Doe Project, hoping to use DNA and ancestral analysis to identify the man. Experts from Othram, a forensic DNA analysis company, analyzed samples taken from the remains, while a forensic genealogist from the DNA Doe Project worked with her colleagues to build a ‘genealogical tree’. The man’s DNA profile was then uploaded to various genetic genealogy DNA databases for relatives. This led to the man’s living 87-year-old grandson, whose sample was taken and tested to confirm a familial relationship.
