The presented research is devoted to analysis of the principles and optimality criteria for the structure of household financial resources, formed on the basis of surveys of a sample of 5,842 respondents from the Sverdlovsk region based on the author’s methodology for assessing the level of financial literacy and the structure of citizens expenses. The initial hypothesis about the influence of the level of financial literacy of the population on the structure of household spending has been verified. Examples of author questionnaires are presented, developed taking into account the methodological support of the Central Bank of the Russian Federation and the NAFR Analytical Centre. The conclusion is substantiated that more financially literate people are inclined to plan income and expenses and are able to evaluate the structure of their expenses from the position of optimality. The study is supplemented by an analysis of an array of statistical information on indicators of the financial situation of the population of the cities of the Sverdlovsk region. The purpose of the study is to verify the relationship between the level of financial literacy of the population of the Sverdlovsk region and the structure of household spending based on a subjective assessment of optimality by respondents.

Energy industries play also an important role as essential suppliers for many local producers. The so-called energy complex created in the Soviet period in Russia and in Northwest Russia was based on the command economy, not market principles. Therefore, the transition to the mar- ket economy led to profound changes in the industry structure and allocation. Analysis of the Northwest Russian energy cluster consisting of oil, gas, coal and peat production and processing, power generation and power engineering industries as well as supporting industries and associated services (prospecting, maintenance and transport, etc.) was aimed to serve this purpose.

Objective: Biomonitoring pollution of water bodies with heavy metals using evaluation of the level of concentration of heavy metals in water, aquatic plants, and sediments in 9 important rivers and lakes in the water bodies of Yekaterinburg. (Eight rivers and one lake). Methods: Sample preparation for the atomic absorption determination of the acid- soluble "mobile" form of eight metals (Mn, Fe, Co, Ni, Cu, Zn, Cd, Pb) in the composition of bottom sediments was carried out by the method of wet mineralization in accordance with the Methodological Guidelines the definition of heavy metals. Results: All concentrations of heavy metals in sediments and aquatic plants were higher than in a water sample. Conclusions: Concentrations of all water samples were within acceptable limits established by WHO, while the concentrations of all aquatic plants and sediment were above the acceptable limits of WHO. 1 Introduction River ecosystems are under constant pressure from anthropogenic pollutants that come from different locations in the catchment area or at distant locations. Many pollutants containing heavy metals are toxic to aquatic life and output lethal or sub-lethal adverse effects on biota [1].
