UNDER SECRETARY FOR CONSTITUTIONAL AND MAINLAND AFFAIRS CLERKS IN ATTENDANCE: MS PAULINE NG MAN-WAH, SECRETARY GENERAL MRS CONSTANCE LI TSOI YEUK-LIN, ASSISTANT SECRETARY GENERAL MISS ODELIA LEUNG HING-YEE, ASSISTANT SECRETARY GENERAL MRS JUSTINA LAM CHENG BO-LING, ASSISTANT SECRETARY GENERAL 124 LEGISLATIVE COUNCIL ─ 19 October 2011 PRESIDENT (in Cantonese): Honourable Members, last Wednesday, at the first Legislative Council meeting of this session, I said that the commissioning of the Legislative Council Complex represented the start of a new era. At that time I pointed out that in terms of design, the new Complex had a high degree of transparency. The purpose was to bring members of the public into the Legislative Council so that they would have a better understanding of the work of the Council and convey their views to the Council with more confidence, thereby facilitating Legislative Council Members to monitor the Government's work more effectively on their behalf. In the past few days, I have respectively listened to the views of Members from different parties or groupings on how I had chaired meetings and applied the Rules of Procedure. I understand that you expect the President of the Legislative Council to apply the same yardstick in handling any acts in violation of the Rules of Procedure in a stringent, timely and suitable manner in the Chamber. That is exactly what I have endeavoured to do. I hope that with your supervision and support, I can fully meet the expectations of Members and the public. When discharging my duties in this new Chamber, I will pay particular attention to problems that may arise in the new environment. Similarly, when we examine how to provide the media with appropriate conditions for their reporting work, we have to take into consideration the differences between this new environment and the old building. Over the past week, the Legislative Council Secretariat has earnestly listened to the views of the media, and based on such views, a number of measures have been implemented to address the problems identified by the media in the course of their work. The ultimate aim is to provide the greatest convenience for the media in their reporting activities. The Secretariat will continue to pay heed to the views of Members and the media, and on the premise of not obstructing the work and activities of Members, strive to ensure that the media enjoys the best reporting environment in the Complex. Honourable Members, Hong Kong people expect to see a more open and transparent Legislative Council. They also expect to see a dignified Legislative Council of high quality. Yet dignity and high quality will never come from bickering among Members or between Members and officials. The power of language lies with its inner qualities, not with the voice level. I truly believe LEGISLATIVE COUNCIL ─ 19 October 2011 125 that all Members and officials in this Chamber can fully express their wisdom and feelings in civilized language. Although there is only one more year to go in this term of the Legislative Council, I still look forward to making concerted efforts with you so that not only this Council will be able to represent the general public to express different kinds of views, but the way of expressing such views will also win the commendations and respect of the public.     Journal of US-China Public Administration, August 2016, Vol. 13, No. 8, 499-517 doi: 10.17265/1548-6591/2016.08.001 D DAVID PUBLISHING Reviewing and Evaluating the Direct Elections to the Legislative Council and the Transformation of Political Parties in Hong Kong, 1991-2016 Chung Fun Steven Hung The Education University of Hong Kong, Hong Kong After direct elections were instituted in Hong Kong, politicization inevitably followed democratization. This paper intends to evaluate how political parties’ politics happened in Hong Kong’s recent history. The research was conducted through historical comparative analysis, with the context of Hong Kong during the sovereignty transition and the interim period of democratization being crucial. For the implementation of “one country, two systems”, political democratization was hindered and distinct political scenarios of Hong Kong’s transformation were made. The democratic forces had no alternative but to seek more radicalized politics, which caused a decisive fragmentation of the local political parties where the establishment camp was inevitable and the democratic blocs were split into many more small groups individually. It is harmful. It is not conducive to unity and for the common interests of the publics. This paper explores and evaluates the political history of Hong Kong and the ways in which the limited democratization hinders the progress of Hong Kong’s transformation. Keywords: election politics, historical comparative, ruling, democratization The democratizing element of the Hong Kong political system was bounded within the Legislative Council under the principle of the separation of powers of the three governing branches, Executive, Legislative, and Judicial. Popular elections for the Hong Kong legislature were introduced and implemented for 25 years (1991-2016) and there were eight terms of general elections for the Legislative Council.

    L.N. 121 of 2003 Declaration of Constituencies (District Councils) Order 2003 (Made by the Chief Executive in Council under section 6 of the District Councils Ordinance (Cap. 547)) 1. Commencement This Order shall--- (a) come into operation on 10 July 2003 for the purpose only of enabling arrangements to be made for the holding of the District Council ordinary election in 2003; and (b) in so far as it has not come into operation under paragraph (a), come into operation on 1 January 2004. 2. Interpretation In this Order--- "approved map" (獲批准㆞圖), in relation to any District, means the map or any of the maps of that District--- (a) submitted together with the report referred to in section 18(1)(b) of the Electoral Affairs Commission Ordinance (Cap. 541) by the Electoral Affairs Commission to the Chief Executive on 22 April 2003; (b) specified in column 3 of the Schedule; (c) identified by reference to a plan number (Plan No.) prefixed "DCCA"; (d) approved by the Chief Executive in Council on 13 May 2003; and (e) copies of which are deposited in the respective offices of the Electoral Registration Officer and the Designated Officer; "constituency boundary" (選區分界), in relation to an area declared to be a constituency in this Order, means--- (a) the boundary represented in the relevant approved map by the unbroken edging coloured red delineating, or partially delineating, that area and described as "Constituency Boundary" in the legend of that map; or (b) where any part of a district boundary joins or abuts any boundary partially delineating that area as mentioned in paragraph (a), or circumscribes or otherwise partially delineates that area--- (i) that part of that district boundary; and (ii) that boundary partially delineating that area as so mentioned; "district boundary" (㆞方行政區分界), in relation to any District, means the boundary of the District area delineated as mentioned in section 3(1) of the Ordinance which is represented in the relevant approved map by the broken edging coloured red and described as "District Boundary" in the legend of that map.

  • Centre for Nutritional Studies Celebrates Its 10Th Anniversary in 2007
    1 Foreword The Centre for Nutritional Studies celebrates its 10th anniversary in 2007. It represents a successful inter-faculty and inter-departmental collaborative group studying various aspects of nutrition in children, adults and the elderly, in the community as well as hospitals and long term residential care. The stimulus to the formation of the Centre was the award of the US Bristol-Myers Squibb Mead Johnson Unrestricted Grant in Nutrition for 5 years in 1997. Apart from members obtaining competitive grants to carry out research, the Centre has successfully developed a social enterprise model to become self-sustainable in translating an effective lifestyle modification programme developed and evaluated as a research project, into a public service. This allowed continuous support of various research staff and projects on a regular basis to complement specific projects supported by competitive grants. I would like to acknowledge the immense contribution from all staff of the Centre, as well as all academic staff from many Departments in the Chinese University and other Hong Kong universities, as well as overseas partners. The Centre was placed under the umbrella of the newly formed School of Public Health in 2001, as a corner stone for nutritional research, education and health promotion.     LegCo Members meet with members of Kwai Tsing and Wong Tai Sin District Councils (with photos) The following is issued on behalf of the Legislative Council Secretariat: Members of the Legislative Council (LegCo) held separate meetings today (March 22) with members of the Kwai Tsing District Council (DC) and the Wong Tai Sin DC respectively at the LegCo Complex to discuss and exchange views on matters of mutual interest. During the meeting with the Kwai Tsing DC, LegCo Members discussed and exchanged views with DC members on the requests for constructing lift and footbridge facilities in Kwai Tsing District; the proposal for the Housing Department to install dog latrines in all housing estates in Hong Kong; the concerns about the use of Besser blocks for surfacing pavements; tackling the problem of shortage of parking spaces; and the enhancement of the follow-up work by the Department of Health with regard to the Colorectal Cancer Screening Programme. The meeting was convened by Dr Junius Ho and attended by Mr Abraham Shek, Ms Starry Lee, Mr Chan Han-pan, Ms Alice Mak, Dr Lo Wai- kwok, Mr Andrew Wan, Mr Chu Hoi-dick, Mr Holden Chow, Mr Shiu Ka-chun, Dr Pierre Chan, Mr Lau Kwok-fan, Dr Cheng Chung-tai and Mr Tony Tse. As for the meeting with the Wong Tai Sin DC, LegCo Members discussed and exchanged views with DC members on the request for the Government to engage independent third parties to review the workmanship of the canopy structures of buildings in Chuk Yuen (North) Estate; the retrofitting of barrier-free access facilities in Chuk Yuen (North) Estate; the retrofitting of lifts at the footbridge connecting Choi Fai Estate and Choi Wan (II) Estate; the redevelopment of Choi Hung Road Market to provide other community facilities; the provision of a dental clinic with general public sessions in Wong Tai Sin District; and the redevelopment of the Ngau Chi Wan Village Squatter Area.
