We were overwhelmed by the love and kashmiriyat that people extended to us, in spite of the difficulties they were facing. The observations, conversations and discussions we had during this visit are the basis of this book. We would like to thank all the people who met, spoke and travelled with us and shared their testimonies, experiences, thoughts and opinions and mapped out the history of Kashmir with all its contours. A four-member team from WSS visited Kashmir from September 23-28, 2019. Our aim was to interact with people, especially women and children, to listen to their voices, to understand the present conditions since the abrogation of Articles 370 and 35A of the Indian Constitution and the bifurcation of the State into two union territories, and express our solidarity with them in their struggles. Te team travelled across the districts of Srinagar, Shopian in the South and Baramulla and Kupwara in the North. We interacted with people from various walks of life: older and younger women ‘trapped’ in their homes, schoolteachers, hospital functionaries, hawkers, scrap-dealers, roadside vendors, shopkeepers, orchard owners, taxi and auto drivers, school and college students, lawyers, journalists, and activists. We visited villages and mohallas, courts and hospitals at random and were not guided by anyone. Te speed with which decisions about the abrogation of Articles 370 and 35A were made by the Indian Parliament, the lack of consultation with the people of J&K by the Government of India, the total clampdown on all communication media and the sudden movement of a large number of military and paramilitary forces to add to the already existing troops – numbering lakhs – into Jammu and Kashmir, resulted in a strong resistance from ordinary people across Kashmir. All of Kashmir is reeling under a silence that is anything but normal. Security forces stationed at every few metres created an atmosphere of terror in which people feared stepping outside, walking around in their own land 5 and speaking to other people. Te risk of being picked up is very high. People hesitate to speak about everyday realities to the media or anyone else, for fear of being visited either by the J&K Police or any of the Indian security forces (including the Indian Army) stationed in Kashmir and the upper reaches of Jammu, threatened and possibly detained by them. Tis has been the painful reality for many people of the region. Freedom of speech has been severely curtailed. State surveillance casts a net so wide and far-reaching in Kashmir that speaking out and sharing stories that cast doubts on the ofcial narrative invites the wrath of the forces. Te Indian state and the mainstream Indian media refuse to acknowledge the pulse of the people as expressed in their demands and protests. Young boys and men are in constant danger of detention, arrests and torture. Women are trapped in their own homes, afraid of moving out on their own, having to juggle food, fnances and the emotional well-being of their families. People are mentally and emotionally traumatised by the increased threat of violence and repression. Is this the ‘normalcy’ that we keep hearing about? Te Indian media continues to peddle its stories of vehicles on the road, shops that are open, and of people speaking to each other over phones. People we met all over Kashmir vehemently refute these claims. Zulm (oppression), apne gharon mein qaid (jailed in our own homes), zakhm jinka koi marham nahi (wounds that won’t heal) and Azaadi (freedom) are the words on everyone’s lips, irrespective of age or gender. Te silence on the streets pulsates with rage, festering wounds and the demand for their political rights. Te collective protests of the people of Kashmir continue even if not reported in the mainstream media here in India. Teir collective aspirations for azaadi keep them going. Te spirit of the people of Kashmir runs unmistakably through every aspect of daily life. Even now people ofer tea and a meal to strangers where possible. A medical pharmacist mentioned how he not only gives medicines to people but sometimes some cash too. And while commercial vehicles and public transport were not plying, scooter riders and private car drivers would stop to give people lifs. We saw during our trip that such support was extended to people’s neighbours, humsaaye, irrespective of boundaries. In this report, we present some voices of the many people we met. We attempt to share the rawness of that anger and pain, of a land and a people who 6 are ‘occupied’ by a state that is indiferent to their needs and demands. Every voice and quotation cannot be qualifed here for many reasons– ranging from the security of people to the nature of group interactions and conversations on street corners. Tese voices do not bear the name of the person or the village. We have further placed emphasis on some voices that stood out, or were echoed across several conversations. When repression is exercised on an entire people, and it has lasted for so long with such brutality- a voice also emerges that is not of individuals alone, but is a collective cry for freedom, the pain of memory and violence, and a longing for all that has been taken away forcefully. Tis cry is expressed in diferent ways in the words of whoever we met. Our efort has been to listen to the voices of the people of Kashmir over and above the din of the reportage from mainstream media about normalcy in Kashmir on one hand, and the clamour of Indian troops and the occupying government on the other. And we have attempted to bring these voices to all freedom-loving people in India and elsewhere. Women against Sexual Violence and State Repression (WSS) 7 8 8 Abrogation of Articles 370 and 35A “370 nikaalne se azaadi ki avaaz ubhregi.” [By removing 370, the voice of freedom will only get stronger.] 9 9 Chapter 1 In the 72-year history of the relationship between the postcolonial Indian state and the state of Jammu and Kashmir, Article 370 of the Indian Constitution remained, legally speaking, the only link between the two. With the abrogation of this Article along with Article 35(A) which was done through Presidential orders, we have witnessed how the people of India rejoiced. But in Kashmir, it has afected in people a deep sense of loss, betrayal and anger. Tey have seen it as a fnal blow to their identity, their land and their long-held aspirations for self-determination. During its interactions with many people across social groups, the WSS team did not fnd a single person who was happy with the abrogation of Article 370 and Article 35(A). Instead, the way the measure was executed by the Indian state has angered everybody. Te sense of betrayal caused by India’s decision has, in fact, deepened their anger over the past seven decades of the state’s broken promises and repression. Te women who spoke to us in Soura articulated these feelings clearly, “Hamein hamara haq chahiye. We want our rights.

The report shows that at least 229 people were killed following different incidents of violence, including 32 civilians who lost their life due to extrajudicial executions, only within a six months period, from January 1, 2020, until 30 June 2020. Women and children who should be protected and kept safe, suffer the hardest from the effects of the conflict, three children and two women have been killed over this period alone. On an almost daily basis, unlawful killings of one or two individuals are reported in Jammu and Kashmir. As you may be aware, impunity for human rights abuses is a long-standing issue in Jammu and Kashmir. Abuses by security force personnel, including unlawful killings, rape, and disappearances, have often go ne uninvestigated and unpunished. India authorities in Jammu and Kashmir also frequently violate other rights. Prolonged curfews restrict people’s movement, mobile and internet service shutdowns curb free expression, and protestors often face excessive force and the use of abusive weapons such as pellet-firing shotguns. While the region seemed to have slowly emerging out of the complete crackdown imposed on 5 August 2019, with the spread of the COVID-19 pandemic, the lockdown was reimposed and so the conditions for civilians remain dire.

    Issue Brief # IB-22-2021 August 5, 2021 Two Years into the Kashmir Lockdown Laiba Ahmad Research Intern 1 Two Years into the Kashmir Lockdown By Laiba Ahmad On 24th June, Indian PM, Narendra Modi, met with Kashmiri politicians for the first time since the imposition of direct rule in 2019. Many Kashmiri leaders have since been demanding for elections to be held and for the restoration of their semi-autonomy. Yet, these demands have been denied as India continues to work under its policy of delimitation; a process of demarcating the boundaries of parliamentary or assembly constituencies so that each constituency has a more equal number of voters. Modi took to twitter to reiterate his firm stance: “Delimitation has to happen at a quick pace so that polls can happen and J&K [Jammu and Kashmir] gets an elected Government that gives strength to J&K’s development trajectory.” In opposition, Kashmiri regional leaders continued to press for the restoration of autonomy and called for a reversal of the lockdown imposed on 5th August, 2019. As expressed by Omar Abdullah, leader of the regional party National Conference, “We told PM that we don’t stand with what was done on 5th Aug 2019…We’re not ready to accept it, but we won’t take law into hands, we will fight this in court.” 1 Timeline Indian occupied Kashmir (IoK) has been facing a criminal lockdown since 5th August, 2019, when Modi’s government revoked Article 370 of the constitution; curfews were imposed, mobility restricted, and a communication blackout enforced.

    The impact of COVID-19 on older persons in India 2020 in review Highlights • India reported its first COVID-19 case on 30 January 2020 and its first COVID-19 death on 13 March 2020.1 As on 08 December 2020 India has the second highest number of reported cases of COVID-19 in the world and the third highest number of deaths due to COVID-19 globally.2 However, in terms of per capita mortality rate India is only 78th globally with 9.43 deaths per 100,000 population.3 • The Government of India (GoI) announced a countrywide lockdown from 25 March – 31 May 2020, after which restrictions were eased in a phased manner.4 • As per estimates on 13 October 2020 53 per cent of the deaths have occurred in the age group of 60 and above,5 though they accounted for only 12 per cent of COVID-19 positive cases as per data released in September.6 • A nation-wide survey of older persons in June 2020 indicated that the pandemic has adversely impacted the livelihoods of roughly 65 per cent of the participants. • An independent survey conducted in April 2020 concluded that 51 per cent of older persons surveyed were reported to have been physically or mentally mistreated during the pandemic.7 • India’s real GDP growth rate is expected to decline from 4.2 per cent in 2019 to –10.3 per cent in 2020.8 Data released by the National Statistical Office indicates that India has technically entered a recession, with the GDP of India declining by 7.5 per cent in the July- September quarter (Q2),9 following 23.9 per cent in the April-June quarter (Q1).10 • It is estimated that 400 million workers from India’s informal sector (of which 11 million are expected to be older persons) are likely to be pushed into extreme poverty.11 12 • The COVID-19 lockdown has impacted the livelihoods of a large proportion of the country’s nearly 40 million internal migrants.13 A majority of these migrant workers are daily wage labourers, who were stranded after the lockdown and started fleeing from cities to their native places.

Women were used as political tools between various religious groups during the tumultuous violence of Partition, and one of the ways this manipulation manifested itself was through the abduction of women from one religious community by men from another community. Women often assimilated into the new community, dissimulating from their previous identity and adopting a new culture. Later, the governments of both India and Pakistan attempted to reclaim the women as a way of creating a national identity. Women were also violated by men from their own communities, a violence that has traditionally been overlooked. The threads of sexuality and identity make talking about this period and these particular events very difficult, and many women who lived through these experiences have remained quiet, a silence that is important to discuss. This silence also affects the collective and individual memory of Partition. Narratives are created to emphasize or erase violence in the midst of this silence, and this affects our perceptions of Partition. This thesis will present the abduction of women during Partition in the context of a legacy of British colonialism, as well as the ramifications of the event for South Asia today.

    scholar warrior Jammu and Kashmir Realities Revisited CLAWS RESEARCH TEAM India’s Northern most state, for the past sixty years, has come to be identified world over as the ‘troubled state of Jammu and Kashmir’. Hence it comes as no surprise that even the United Nations (UN) and the United States of America (USA) have time and again referred to the Kashmir issue not as it pertains to only the Kashmir Valley, but to the entire state of Jammu and Kashmir. This has become possible with focused efforts of Pakistan and separatists, who have resorted to continuous and deliberate distortion of facts and realities. A lot of eminent analysts have written on various realities of the state in the past. Yet whatever has been written thus far seems to have had little or no effect on the rest of India, and even less on the world at large. Indian news channels continue to refer to the Kashmir imbroglio as being applicable to the entire state of Jammu and Kashmir. This is a distortion. A further distortion comes from the popular slogan, “Kashmir to Kanyakumari – India is one”, used symbolically as a reflection of Indian Nationhood. This slogan while epitomising the spirit of India is actually a misnomer as Kashmir is not the northern most part of India and neither is Kanyakumari the southernmost tip. Factually, the two ends are ‘Indira Col’ and ‘Indira Point’. In the physical plane, Kashmir comprises 6.98 per cent of the total land mass of undivided Jammu and Kashmir and about 15 per cent of the land mass of Jammu and Kashmir as presently with India.1 Kashmir is thus geographically, a very small portion of the larger state of Jammu and Kashmir, the other two major constituents being the Ladakh and Jammu Divisions.
