Active Recreational Use: Recreational uses generally requiring facilities and organization for participation and/or having a more significant impact on the natural environment than passive recreational uses. Adverse Visual Impacts: The negative impacts, described by the Connecticut Department of Energy and Environmental Protection’s Office of Long Island Sound Programs (DEEP OLISP) in the Fact Sheet “Landscape Protection and Visual Impacts,” that occur when the character, quality, or public enjoyment of a visual resource such as the Greenwich Harbors Area is diminished or impaired as a result of changes in the appearance of the landscape caused by developments in water and on the shoreline. Aesthetic Resources: The aesthetic coastal resources described in Sec. 22a-91(5) of the Connecticut Coastal Management Act and which, pursuant to the Act, are to be protected from adverse impacts that include, but are not limited to, actions that would degrade visual quality through significant alteration of the natural features of vistas and viewpoints. -

12 DECEMBER 2005 A Fine Fiddle Gary DERBENWICK . Colorado Springs . CO [email protected] [email protected] The Andre Watts concert that kept me from the picnic went great. He is skilled and musical, and his contact with the orchestra during the performance was at a level few soloists attain. This makes it all worthwhile. I had my violin reconditioned in Albuquerque last summer; it was long overdue. Down there at Robertson & Sons Violin Shop I had the opportunity to fiddle for about 20 minutes on the Havemeyer Cremona Strad violin, priced at $3.5 million. Pocket change for some, but I probably won’t see that opportunity again. One can check out Don’s shop, which includes a recital hall, on his Web site, including Bach solo violin music in the background. He has done very well, and I think he now does about 10 or 15% of the string business in North America. The first three pictures show Don Robertson (white beard) and his son with the Havemeyer Strad. The fourth picture shows me with the Strad (just so people know this is not a tall tale). The last two pictures show my violin after reconditioning by Don’s son. It is a Gand, one of the top French makers, and was made in 1849, among the last instruments he made. Gand is known for his orange red varnish and single piece backs. The picture shows it well. The backs are maple and the fronts are spruce, a more acoustic wood. The lighter spots are from wear and tear over the many years it has been used by its many owners. -

PRELIMINARY OFFICIAL STATEMENT DATED DECEMBER 23, 2020 NEW ISSUE / REFUNDING -Book-Entry-Only RATINGS: (See “Ratings” herein) In the opinion of Bond Counsel, based on existing statutes and court decisions and assuming continuing compliance with certain covenants and procedures relating to requirements of the Internal Revenue Code of 1986, as amended (the “Code”), interest on the Bonds and the Notes is excluded from gross income for federal income tax purposes and is not treated as an item of tax preference for purposes of computing the federal alternative minimum tax. In the opinion of Bond Counsel, based on existing statutes, interest on the Bonds and the Notes is excluded from Connecticut taxable income for purposes of the Connecticut income tax on individuals, trusts and estates, and is excluded from amounts on which the net Connecticut minimum tax is based in the case of individuals, trusts and estates required to pay the federal alternative minimum tax. See “Tax Matters” herein. TOWN OF GREENWICH, CONNECTICUT $30,000,000 GENERAL OBLIGATION BONDS, ISSUE OF 2021, SERIES A Dated: Date of Delivery Due: January 15, 2022-2026 The $30,000,000 General Obligation Bonds, Issue of 2021, Series A (the “Series A Bonds”) will be general obligations of the Town of Greenwich, Connecticut (the “Town”), and the Town will pledge its full faith and credit to pay the principal and interest on the Series A Bonds when due. See “Security and Remedies” herein. Interest on the Series A Bonds will be payable on July 15, 2021 and semiannually thereafter on January 15 and July 15 in each year until maturity. -

Complementary action: Assess Climate Vulnerability What to Do Best practices for historic places can be found within the Secretary of the Interior's Standards for the Treatment of Historic Places. The more you do, the more points you earn. 1. Inventory Resources (5 POINTS). Identify priority historic assets within your community, and actions required to sustain their long-term viability. Please include a short description of each location, and note if the location is privately or municipally owned. Assets may include: As per the Plan of Conservation and Development of 2009, there are many historic buildings and resources within Greenwich. Greenwich has an Historic District Commission (HDC) that develops new local historic districts and properties, and oversees exterior changes in these districts and properties. These designations have aided in the preservation of the historic character of these parts of the community. GREENWICH PUBLIC SCHOOLS COMMUNITY SERVICE AWARDS PROGRAM Greenwich Public School students are presented with Community Service Awards for participation in service activities that help to improve both their school and community. Superintendent of Schools Dr. Toni Jones and Board of Education Chair Peter Bernstein present awards to the elementary, middle and high school student recipients. State Citations are also presented to each award recipient. Former Superintendent of Schools, Dr. Ernest Fleishman presents the Fleishman Award for Community Service to a high school student that has made outstanding contributions to the community and to the high school. Students are nominated and/or selected by their principals, housemasters, guidance counselors, grade level teachers, and/or fellow students. Each school has their own selection process. FL [email protected] [email protected] My Forever Bond With Buddy Titsworth: The first day my parents ever let me take their car to school I was gliding along in front of the school at about 20mph feeling all the world like a 'new' man when out of the corner of my eye I spied the most beautiful ass in a tight green dress, I had ever seen in my life. A second later I heard a CRASH, and then I CRASHED into the first one. Buddy and I got out of our respectively bent cars and agreed that we were concentrating on the same pair of beautiful buttocks instead of the mundane road ahead, but it was damn well worth it. - That night I tried, in vain, to convince my father that although it was a bad day for his relationship with his insurance company, it was a good day for any questions he might have had about my interest in the opposite sex. He didn't buy it, and for the next six months I went back to hitch-hiking. Evidently he hadn't read Aristotle who described Beauty as, "Size as well as symmetry." - God Bless her, whoever she was. -

Operating Budget General Government Capital I support priority being given to the recreational facilities Budget (Eastern Greenwich Civic Center, Hamill Rink) and needed work on fields (WMS, GHS). These Town facilities are at risk of being unusable if these capital projects are not funded. Even with these funds, it will still be a number of years before their improvements/restoration will allow them to be used as so many residents wish. In contrast, the project proposed for Roger Sherman Baldwin Park seems to be more of a luxury that we may have to put off. Residents can enjoy the park as it is, and the project seems to only propose an aesthetic improvement. The downtown Greenwich area has a number of open green spaces where residents can walk, the park between the Havemeyer building and Town Hall, Bruce Park, and the area around Julian Curitis School. The EGCC, WMS and GHS field projects are much, much more pressing needs. Second, I support the residents who have called for the Town to actively pursue the NW Fire Station project. While I live on the opposite end of town, one of my children and several others from the neighborhood spend their week in the NW part of town at school.
