Location: Pavagadh Champaner, Ta- Halol Dist- Panchmahal II New India Manthan The Panch Mahals – Vision 2022 1.0: Introduction One of the main objectives of economic development is human development. Economic Development ensures that the benefits of development reach all strata of the society. This reflects the need to spread the benefits flowing from employment and income generation to those sections of society that have been bypassed due to improper implementation of our policies and developmental strategies during the planning era. The Indian economic development has reached a stage wherein planning for inclusive growth and development has become imperative to enable benefits of modernization and development reach to all geographical expanse and every household in the country. In order to ensure that fruits of economic development reaches every household in the district of the Panch Mahals a VISION 2022 statement in the form of a report has been prepared and presented herein. The Millennium Development Goals (MDGs) were adopted in the year 2000, which were to be achieved in 15 years i.e. by 2015. Since adoption of MDGs India also made all out efforts to achieve these. Overall, these goals have been almost achieved in the country, however, much need to be done for furthering wellbeing of entire population. Hence, after fulfilling MDGs the UNDP has adopted Sustainable Development Goals (SDGs) for providing all the basic amenities and improving quality of life of people in all the nations. The Panch Mahals district is one of the least developed districts in the country; hence it requires special efforts for ensuring inclusive development for its entire population. The VISION 2022 statement of the district will motivate all stakeholders to work for maximizing wellbeing of people of the district of the Panch Mahals. The vision can be fulfilled only when all stakeholders make efforts towards its achievement in right earnest. The fulfillment of vision will ensure healthy, productive and satisfying life for people of the district. The VISION 2022 for the Panch Mahals district involves aspects of Education, Health and Livelihood among people of the Panch Mahals, which are primary and basic requirements for fulfilling wellbeing of human beings. These basic aspects are necessary to be achieved for people to fulfill other 1 development and wellbeing aspects, which have also been included in this VISION 2022 for the district. These other aspects determining wellbeing of people are like Infrastructure, agriculture, land reforms and land management, urban infrastructure and urbanization, health infrastructure and public health, education and skill development, science and technology, business, commerce and industries, coverage of socio economic backward sections, economic well being for all, initiatives, innovations and innovation, forest, environment and forest management, tourism and preservation of tradition and heritage and finally arts, sports and literature. The district of the Panch Mahals has a predominantly agriculture dependent population. Industrialization is restricted to a couple talukas only in the district, while services are least developed in the district. Obviously, there are large number of economic and non-economic factors, education, health, livelihood options and good governance are essential to lead a decent life by people. These help in building capacity and capabilities of decision making among people. Hence, there are larger number of forces that are shaping the formulation of district development strategies. Hence an attempt has been made to understand and identify these forces and to convert them into strategies of development, in particular human development for district of Panch Mahals. The sector specific / industry specific Key strategies will be driving the India Manthan Vision 2022 for Panch Mahals districtas. Each strategy is individually a very powerful driver of district development. These strategies will guide all the sectors in an orchestrated manner considering sector priorities and linkages among other sectors. The key strategies are: 1. Ensuring quality health and education for all in Panch Mahals. 2. Securing the future energy needs of Panchmahal’s growing economy. 3. Developing efficient and high speed integrated transport networks 4. Accelerating industrialisation by developing world class and globally competitive industrial infrastructure; 5. Ensuring safe, reliable and affordable drinking water across talukas and providing stable water supply for agriculture; 6. Creating a network of post-harvest agriculture infrastructure to ensure better access to markets 7. Making Panchmahal a global tourist destination 2 8. Developing urban and rural areas which are safe, efficient, offer a high quality of life, clean and green; 9. Creating good healthcare
