72 To the Voters of Mingo Junction Village School District:-.-

1. The disastrous fire of December 11, 1917 made it necessary that we have a new Central School Building. 2. The old Central Building cost to build and equip eleven years ago, approximately $85,000. Please bear in mind as we go along that prices for everything have increased almost 100% in the eleven years. 3. We must have a fire proof building. The State Build- ing Code makes this an absolute requirement. The building must be built of brick, steel and concrete. 4. A brief description of the proposed building:-The building will be 1361/2 feet by 108 feet. On the.-ground floor will be located class rooms, Superintendent's office, Board of Education room, library, text-book room, vault for records, and a large and well-equipped gymnasium. On account of exca- vating for the old building, the gymnasium can be placed on this floor with.very little additional cost. The Manual Training and Domestic Science rooms will be placed under this floor across the entire front of the building. 5. On the first floor will be located eleven (11) class rooms. Toilet rooms are required on each floor. by the new Building Code. 6. On the second floor will be located eleven (11) class rooms, including a large High School Assembly room seating about 200; laboratory, recitation roonms, apd.rooms for the Com- mercial Department. . .' ' 7. In front of the building and connected with it;on the , right-hand side, facing the building, ,will be constructed a large modern,' well-equipped auditorium seating about 600 people. This will be entered right from the street grade without the ne- cessity of going through the school building. c . . 8. The heating plant for both building and auditorium is planned to be located under the auditorium. -. 9. There will be two main school entrances, one in front with steps up at the extreme left of the lot and an e'rtrance on School Alley. 10. This sanitary, safe, modern-in-all-respects building !s planned to take care of the village's educational needs for several years.

73 4. Look at the blackened ruins of the old Central Build- ing and then visit the temporary quarters of these 450 pupils, where they are trying to do effective work under cold, cramped unsanitary conditions; the children rising at 6:30 and 7 o'clock '* t-> ~in the mornings to attend the 8 o'clock school and plowing through... snow drifts two feet deep with the temperature from 10 to 15 degrees Askthe generaleelowero. public if we need a new building. Remember that these conditions must exist until we "geta new building..

· l ,4 .5. Perhaps all the people did not know 'that we had reached the capacity of the old Central Building 'several years A ago and that a portable building had been erected outside and re- I" W ,'that a number of pupils had been sent to LincolnSchool to -3· lieve the congestion. Also that we had a serious problem on ourX hands to take care of the rapidly increasing. High School *!?? enrollment even before the fire. It was only a_ question of a pro- *? A1'~year or so when more school room would have had to be ??:vided.

6. Section 7644 of the School Law says:-"Each board .'S~cot1 ' education shall establish' a sufficient number of elementary ?~; 4schools to provide for the free education of the. youth of school ....' age within the district under its control at such places as will be '.:f]tmost convenient for the attendance of the largest number there-

rI'i:!~ 7. We want to take this occasion to thank all persons, AI.<} churches, lodges and societies who so generously came forward .-] |and offered us temporary shelter for our schools after the fire. |Wfi] We certainly appreciate it.

8. The old Central School was the pride of Minigo juic- I,.71 - > tion. The new building will be the pride not only of, Mirrgo Junction, but of the county and this immediate valley.

;I.OMingo Junction has gone away over the top" in every- thing in relation to the war that sle has und4ertaken. She has more than/done her share. Now in this crisis in our education- 0'Val history we feel that she will rise to the occasion and put over ?~ Alethis "War School" proposition by a large majority. It Is Your '|. _ PatrioticV Duty. e

|x Ii; ,12. COSt.-rhpielBoard of Education' has gone very ONYX?~| - i. carefully into the, cos' eroposition. But please bear ( in" mind that ..A:i1| the Board of Education, injthese abnormal times, wants to be' safe and plans to have enough money on hands to complete this building without going' to the voters again for more money. Ui~? gYou will remember that the old building cost $85,000 eleven years ago and this new building"is m'uch larger'

': . .i....The;bonds will run for forty years. It has been carefully figured out that an increase.of 11/2 mills in the tax rate will take care of this new indebtedness. Thus you will pay oh your tax- es 1/2 mills additional to what you are paying now.; To make it concrete:-perhaps the average man in Mingo Junction who has a house and lot. pays taxes on a valuation of about $2,000, .hiasxes .willbeI2 m½ ills on "$200Q.o.r '$3. 0 er year more cs than he paid before or $1.50 on the thousand dollars"' .:
