Apologies Apologies were received from Cllrs MacPhee and Plowright (prior commitments), Cllr Jane Martin (ward member) and Mr Kingston (Community Warden). 3. Declarations of Interest Cllr Herrick: OSI agenda item 9.7 (member of the Playing Field Association Improvements Steering Group). 4. Minutes of the meeting on Wednesday 10th September. Resolved: That the Minutes of the meeting of 10th September be approved and signed as a true record. 5. Open Session The Chairman suspended the meeting to allow members of the public to raise matters of concern with their Council. Concerns had been raised at the previous meeting regarding erection of a fence on a property at Manor Leaze. The owners of the property in question stated that they had sought advice from the Planning Dept of the Borough Council, and that the only condition was the height of the fence: their contractor had wrongly advised that a fence height of 1.3m is permitted, however it transpired that a fence abutting the footway requires planning permission if in excess of 1m in height. The height was therefore reduced to 1m and the Parish Council was given a copy of a letter from Planning stating that they were not in breach of any planning conditions. -

EGERTON PARISH PARISH COUNCIL COUNCIL The meeting of the Parish Council was held on Tuesday 1st September 2015 in the Committee Room of the Village Hall, Egerton at 8.00pm. Present: : Richard King (Chairman),Peter Rawlinson ( Vice Chairman), Jennifer Buchanan, Claire Foinette, Tim Oliver, Pat Parr, Alison Richey, Rob Walker and Heather James (Clerk). 7 members of the public were also present. 1. The minutes of the meeting on 4th August: The minutes were approved and signed as a true record of proceedings. Proposed:Jennifer Buchanan, Seconded: Peter Rawlinson 4. Matters Arising from 4th August 2015 a) Footpaths and stiles: Richard has not yet followed up on Green Wickets with KCC. Action: Richard King b) Highways: Charlie Simkins is to fund the cost of the survey to be carried out by KCC highways and the installation of chevrons at Brook Gate, Bedlam Lane from his KCC members fund. KCC have provided a map detailing works to be carried out and have agreed to fund the works. Richard will contact Charlie to request the works be carried out following a unanimous vote . Richard noted that following heavy rain some drains within the village are blocked. He requested Cllrs to report to the Clerk any other drains in need of work, the Clerk will then report to KCC highways. Following numerous reports to highways on the state of Rock Hill road between Malt House barn and White Cottage where the drain covers were raised within the road way making it a danger to vehicles, work has been carried out and the road surface is now smooth. -

EXECUTIVE SUMMARY The Rural Housing Enabler (RHE) undertook a parish wide survey to ascertain if there are shortfalls in affordable housing provision within the parish of Wye with Hinxhill. The survey also sought to identify the needs of older households of all tenures needing to downsize/move to more suitable accommodation. This report provides overall information as well as analysis of housing need. A survey was posted to every household within the parish in July 2018. 1200 surveys were distributed with 387 surveys being returned, representing a 32% response rate. Analysis of the returned survey forms identified that 75% of respondents are owner occupiers. 55% of respondents have lived in the parish for over 10 years. High property prices and a predominance of privately owned homes means that some local people are unable to afford a home within the parish. At the time of writing the report the cheapest property for sale was a 3 bed bungalow for £275,000; to afford to buy this a deposit of approximately £41,250 would be required and an income of £66,786. -

Summary: Kent County Council currently manages the Marsh Million scheme and is now seeking to close the scheme and allocate all the recovered loan repayments and uncommitted loan and grant funds to the original co-funders - Magnox/Nuclear Decommissioning Authority (NDA), KCC, Ashford Borough Council and Folkestone & Hythe District Council. Recommendation(s): The Cabinet Committee is asked to consider and recommend to the Cabinet Member for Economic Development the proposed decision to delegate the authority to the Director of Economic Development: 1. To enter into the relevant contracts and legal agreements required to implement this decision allowing the return of the recovered loan repayments and uncommitted loan and grant funds related to the Marsh Million scheme to the original co-funders (Magnox/NDA, KCC, Ashford Borough Council and Folkestone & Hythe District Council) on a pro-rata basis calculated on their original contributions. 2. To stand down the existing Marsh Board, the decision-making Board for the scheme. 3.
