JMAD New Zealand Media Ownership Report 2013 Published: November 28, 2013 Author: Merja Myllylahti This New Zealand Ownership Report 2013 published by AUT’s Centre for Journalism, Media and Democracy (JMAD) outlines how the financialisation of New Zealand media intensified as News Limited pulled out of Sky TV, and as lenders took 100 percent control of MediaWorks. In 2013, controversy erupted when it was revealed that a journalist’s phone records had been handed to a ministerial inquiry without her consent. The move was condemned by over 300 journalists as the government’s invasion of privacy was seen as a threat to media freedom. The government also passed legislation giving extra surveillance powers to the Government Communication Security Bureau (GCSB). This represented an institutional threat to journalistic autonomy. The report also finds that the bloggers and blogosphere gained prominence and influence in relation to the commercially driven mainstream media. In October 2013, there were 280 ranked blogs in New Zealand, and the top political blogs recorded high visitor numbers. MOTION - MANNING, IVEN WEMYSS Condolences MR PEARCE (Armadale - Leader of the House) [2.17 pm]: I move, without notice - That this House records its sincere regret at the death of [yen Wemyss Manning and tenders its deep sympathy to his widow Jill and members of his family in their bereavement. Mr Iven Manning died at the age of 70 on 20 July 1988. He served in the State Parliament for 24 years from March 1950 to March 1974, and represented the Legislative Assembly seats of Harvey and Wel-lington. He was Chairman of Committees for three years between I963 and 65; he was the Government Whip between 1965 and 71; and he was the Opposition Whip between 1971 and 74. He served his country in World War II in the 2/28th Battalion of the 9th Division in North Africa. He took part in the siege of Tobruk and was seriously wounded in the battle of Ruin Ridge where he lost an arm. Mr Manning was well known for his community work in the Harvey district. His major involvements were with the RSL, Legacy and Rotary. He was also a member of the Junior Farmer movement and Patron of the B unbury and Districts Men's Hockey Association. Mr Even Manning will be greatly missed by all, and I tender my deepest sympathy to his widow, Jill, and his family on behalf of the Premier and the Government. -

An international strategy followed since many years ago is the decree of special territories with vast forests as natural protected areas (NPA). In Mexico, environmental laws can run contrary to customs and practices of natural resource-dependent communities which still use fire to farm their lands as unique livelihood activity. The chapter examines two conflicting frameworks of resource management (forest and soil) and governance in a forest village's efforts to comply with federal policies against fires in a NPA of Chiapas, Mexico. Forest and soil management is a key locus in California village, where gover- nance structures come into conflict with hierarchical State power. -

CURRENT DIRECTION FOR IMPROVING STRUCTURAL ENGINEERING AND RESILIENCY IN NEW ZEALAND Mike Stannard Chief Engineer Ministry of Business Innovation & Employment, New Zealand Abstract The 2010 to 2011 Canterbury Earthquake sequence has been the most destructive earthquake New Zealand has experienced in recent times. Rebuild costs are estimated at $40 billion or 20% of New Zealand’s GDP, 185 people died, and much of the Christchurch Central Business District, New Zealand’s second largest city, needs to be rebuilt. Approximately 170,000 houses have needed to be repaired or rebuilt and some eight thousand properties have been red zoned. It has been one of the most complex insurance events world-wide. While the social and economic consequences have been very significant and sometimes tragic, it has presented a real opportunity to learn from the event and better understand building and land performance during earthquake shaking. Generally modern buildings performed well from a life-safety perspective with New Zealand having been a leader in capacity design principles. However, plastic hinging, uncertainty about the residual capacity of buildings and poor ground performance have led to high demolition numbers. The New Zealand Government initiated a Canterbury Earthquakes Royal Commission of Inquiry after the February 2011 damaging event. Their final report presented 189 recommendations, providing an important direction towards improving structural engineering and resiliency. Changes are being made to structural design standards where under-performance has been observed. Earthquake-prone building legislation has been changed, requiring retrofitting or removal of the most vulnerable buildings throughout New Zealand. Reviews of the Building Code requirements are also underway which may test the societal appetite for changes to code settings. -
