INTRODUCTION Old Christ Church, sometimes known as Broad Creek Church, is lo­ cated about two miles east of Laurel, Sussex County, Delaware, and is in Broad Creek Hundred. It is on the south bank of Chipman's Pond, which is on the north fork of Broad Creek, sometimes called Gray's Branch. The Comprehensive Plan seeks to grow these strengths in order to accomplish a balance of growth and preservation, residential and business use, revitalization along US Route 13 and within the Historic Town Center. This shall be based on balanced environmental, historical and economic perspectives. Laurel’s values shall be respected, including its traditional neighborhoods and agricultural economy, its southern Delaware tradition; as well as its potential for reinvestment into the Chesapeake Bay Watersheds. The 2010 Update of the Greater Laurel Comprehensive Plan highlights major changes and accomplishments over the last five years, identifies goals and objectives that remain to be accomplished, and identifying new goals, objectives, and strategies based on current conditions and recent events. The major focus of this update is the growth and development of the Town of Laurel over the next two decades, including annexation, development, and redevelopment strategies. In general, these strategies are aimed at increasing the effectiveness and efficiency of the Town government and enhancing the health, safety, and welfare of the residents and citizens of the Town of Laurel. The priorities of the Plan are: Make Laurel competitive through a new economic development strategy, develop one or more planned business parks in the community and continue to upgrade Laurel’s municipal water, sewer systems and street network.

University of Delaware March 29, 1938 PART I DELAWARE AND THE ANNAPOLIS CONVENTION The failure of the Articles of Confederation to provide for a strong government, establish the credit of the United States on a firm basis, as well as make for freedom of trade and navigation among the several States, became especially apparent after the close of the Revolutionary War. Several attempts were made by the Confederation Congress to secure amendments to the Articles, but, since it was necessary for all the States to ratify an amendment before it could become a part of the fundamental law of the land, no amendments were ever adopted. Always some State legislature would oppose a change. The attitude of the State of Delaware with regard to granting more power to the central government was, however, singularly enlightened and consistent. In the very year of the signing of the treaty of peace, 1783, the General Assembly of Delaware, on June 21, passed an act in response to a resolution of Congress for establishing the credit of the Union, and on the same day it au­ thorized the State's delegates in Congress to ratify a change of part of the eighth article of the Articles of Confederation, which pro­ vided "that all charges of war and all other expenses that have been or shall be incurred for the common defense or general wel- .

    FIRST GENERATION 1. Henry MITCHELL Sr was born about 1634 in Scotland. Date of birth is estimated based on an immigration age of 18. He died before 1718 in VA. This branch of the Mitchells were a part of the Clan Innes near Strathblane, Scotland. They migrated first to Ulster, Ireland and from there to America. They originally settled in Chester County, Pennsylvania and later moved into Prince George County, Virginia. Some of the family eventually moved to Thomas County, Georgia and were an important influence on the early development of the county. 1652 - Henry arrived in Henrico County, Virginia about 1652. He is listed in the head rights of Richard Thomas who was granted land on the north side of the Appomattox River in Henrico, County for the transportation of four persons of whom "Hen" Mitchell was one. Henry settled on the north side of the Appomattox, near its mouth, about 10 miles from Malvern Hill. 1704 - Henry Sr. is listed in Quit Rents as owning 100 acres of land. 1705 - Henry deeded land to his son, Robert, and to his grandchildren (sons of Robert), Robert and Henry (Prince George County Deeds 1713-1728). This land, originally in Charles City County, was granted in 1634 to Nathaniel Tatum. It was purchased prior to 1705 and was located on the south side of the Appomattox River in Bristol Parish. He was married to [--?--] ? JARRETT about 1669 in VA. Henry's wife was probably the sister or daughter of Robert Jarrett who was the only Jarrett in the vicinity at the time.
