It was my recent privilege to serve my country in the Executive Branch as Assistant to the President for Economic Policy and Director of the National Economic Council from 2002 to 2004, and as Chairman of the President’s Foreign Intelligence Advisory Board from 2006 to 2009, and I developed a renewed appreciation of our Constitutional system of checks and balances. Despite my recognition of the importance of the Committee’s inquiry, I cannot provide the Committee with any insight into the principal subject of today’s hearing—the transaction that paid AIG’s credit default swap counterparties at par. The questions raised about these transactions reflect understandable confusion about the role that a Reserve Bank’s Chairman and Board of Directors play in a Reserve Bank’s operations. Consistent with the structure created by the Federal Reserve Act, the Board of Directors of the New York Federal Reserve Bank has no role in the regulation, supervision, or oversight of banks, bank holding companies, or other financial institutions. Such responsibilities are instead carried out by the officers of the New York Federal Reserve Bank acting at the direction of the Board of Governors of the Federal Reserve System here in Washington.

Clinton requested that the President’s Foreign Intelligence Advisory Board (PFIAB) undertake an inquiry and issue a report on “the security threat at the Department of Energy’s weapons labs and the adequacy of the measures that have been taken to address it.” Specifically, the President asked the PFIAB to “address the nature of the present counterintelligence securi- ty threat, the way in which it has evolved over the last two decades and the steps we have taken to counter it, as well as to recommend any additional steps that may be needed.” He also asked the PFIAB “to deliver its completed report to the Congress, and to the fullest extent possible consistent with our national security, release an unclassified version to the public.” In response, the Honorable Warren B. Rudman, Chairman of PFIAB, appointed board members Ms. Ann Z. Caracristi, Dr. Sidney Drell, and Mr. Stephen Friedman to form the Special Investigative Panel and obtained detailees from several federal agencies (CIA, DOD, FBI) to augment the work of the PFIAB staff. Over the past three months, the panel and staff interviewed more than 100 witnesses, reviewed more than 700 documents encompassing thousands of pages, and conducted onsite research and interviews at five of the Department of Energy’s national laboratories and plants: Livermore, Los Alamos, Oak Ridge, Pantex, and Sandia.

During a busy campaign season, and leading up to the New Year, Medicare found itself squarely in the spotlight, as presidential, senatorial, and congressional candidates voiced their plans to reduce the federal deficit by cutting Medicare. Amidst these discussions about the national debt, the Medicare Rights Center strengthened its services to people with Medicare while working in Washington to protect the promise of the program—ensuring that 50 million older adults and people with disabilities have access to comprehensive and affordable health care. Medicare Rights empowers people with Medicare—and those who support them—to advocate for themselves to access quality, affordable Joe Baker and Bruce Vladeck health care. During the last fiscal year, volunteers and staff on our national Consumer and Spanish-language Helplines provided over 12,000 answers to beneficiaries with Medicare questions. By successfully processing thousands of benefits for these individuals, we secured $6.2 million in out-of-pocket savings for them, their families, and state and local governments. The lengths of links — some rusted, some the bright silver of galvanized steel — ripple in the wind. Nearby, a very different sculpture also takes the form of a chain, this time represented on a massive scale, its links severed and scattered. These sculptures, “Homage to Coco” (1970) and “Song of the Broken Chains” (2020), are the work of the artist Melvin Edwards, 84. Made five decades apart, they are coming together in City Hall Park in Manhattan, in an exhibition of Mr. Edwards’s public sculpture. Called “Brighter Days,” it runs through Nov. 28. The exhibition, whose opening coincides with the Frieze New York art fair beginning Thursday at Hudson Yards, is being highlighted as part of the fair’s tribute to the Vision & Justice Project and its founder, Sarah Elizabeth Lewis.
