September 9, 2020 Biden’s Healthcare Influencers What's Happening: With the close of Labor Day weekend and the unofficial end of summer, the Biden campaign is taking off in earnest. Healthcare continues to be a significant part of the overall campaign platform, both in how it relates to the coronavirus pandemic and in other more traditional health policy arenas such as prescription drug prices and health insurance. While the messaging out of the campaign is more focused on the day-to-day challenges of the pandemic and anti- Trump rhetoric, when the campaign pushes beyond the surface level discussions, health policy and the actions a Biden administration would take are top of mind for both staffers and voters. Why It Matters: The cliché exists for a reason: personnel is policy. With the Democratic Party focused on healthcare and the legacy of the Affordable Care Act (ACA) as one of its signature issues, working on these policies for a Democratic president represents major opportunities to advance long-held goals and the ability to move the party in a certain direction as there are still big intraparty disputes on the future of healthcare, particularly the Medicare-for-All debate. When reviewing the candidates for the top healthcare positions in a Biden administration, it is important to remember that just because some potential senior staff members have worked for industry, that does not mean that they would not then carry out policies that would have a negative impact on that same industry. In fact, to a long-time policy maker like Biden, their experience in the private sector means that they could understand the workings of industry that much more. -

Human Rights in China and U.S. Policy: Issues for the 117th Congress March 31, 2021 Congressional Research Service https://crsreports.congress.gov R46750 SUMMARY R46750 Human Rights in China and U.S. Policy: Issues March 31, 2021 for the 117th Congress Thomas Lum U.S. concern over human rights in China has been a central issue in U.S.-China relations, Specialist in Asian Affairs particularly since the Tiananmen crackdown in 1989. In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Weber and security have increased, possibly creating both constraints and opportunities for U.S. policy Analyst in Foreign Affairs on human rights. After consolidating power in 2013, Chinese Communist Party General Secretary and State President Xi Jinping intensified and expanded the reassertion of party control over society that began toward the end of the term of his predecessor, Hu Jintao. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences. -

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk. -

Kan Specialist in Asian Security Affairs May 6, 2011 Congressional Research Service 7-5700 www.crs.gov RS22570 CRS Report for Congress Prepared for Members and Committees of Congress Guam: U.S. Defense Deployments Summary Since 2000, the U.S. military has been building up forward-deployed forces on the westernmost U.S. territory of Guam to increase U.S. presence, deterrence, and power projection for possible responses to crises and disasters, counterterrorism, and contingencies in support of South Korea, Japan, the Philippines, Taiwan, or elsewhere in Asia. Since 2006, three joint exercises based at Guam called “Valiant Shield” have boosted U.S. military readiness in the Asian-Pacific region. The defense buildup on Guam has been moderate. China still has concerns about Guam’s buildup, suspecting it to be directed against China. There has been concern that China and North Korea could target Guam with missiles. Still, Guam’s role increased in engaging China’s military. In 2006, the United States and Japan agreed on a “Roadmap” to strengthen their alliance, including a buildup on Guam to cost $10.3 billion, with Japan contributing 60%. Primary goals were to start the related construction on Guam by 2010 and to complete relocation of about 8,000 marines from Okinawa to Guam by 2014. In Tokyo on February 17, 2009, the Secretary of State signed the bilateral “Agreement Between the Government of the United States of America and the Government of Japan Concerning the Implementation of the Relocation of the III Marine Expeditionary Force Personnel and Their Dependents From Okinawa to Guam” that reaffirmed the “Roadmap” of May 1, 2006. -

As Revised United States House of Representatives Committee on Oversight and Government Reform “Factors Affecting Efforts to Limit Payments to AIG Counterparties” Prepared Testimony of Stephen Friedman January 27, 2010 Mr. Chairman, Ranking Member Issa, and Members of the Committee, I am here today because of my great respect for Congress and the essential role that it plays in the United States Government. It was my recent privilege to serve my country in the Executive Branch as Assistant to the President for Economic Policy and Director of the National Economic Council from 2002 to 2004, and as Chairman of the President’s Foreign Intelligence Advisory Board from 2006 to 2009, and I developed a renewed appreciation of our Constitutional system of checks and balances. Despite my recognition of the importance of the Committee’s inquiry, I cannot provide the Committee with any insight into the principal subject of today’s hearing—the transaction that paid AIG’s credit default swap counterparties at par. The questions raised about these transactions reflect understandable confusion about the role that a Reserve Bank’s Chairman and Board of Directors play in a Reserve Bank’s operations. Consistent with the structure created by the Federal Reserve Act, the Board of Directors of the New York Federal Reserve Bank has no role in the regulation, supervision, or oversight of banks, bank holding companies, or other financial institutions. Such responsibilities are instead carried out by the officers of the New York Federal Reserve Bank acting at the direction of the Board of Governors of the Federal Reserve System here in Washington. -
