Speakers Biographies New Mexico Tax Research Institute Ninth Annual Tax Policy Conference – May 3 - 4, 2012 Roberton Williams Roberton Williams has analyzed tax issues for more than two decades, as a principal analyst and then deputy assistant director for tax policy at the Congressional Budget Office and, since 2006, at the Tax Policy Center. His research has focused primarily on the federal individual income tax but his interests span the full array of tax policies and the federal budget. Among his many papers are studies of the alternative minimum tax (AMT), the estate tax, health insurance, approaches to cutting or raising taxes, and the distribution of income. At the Tax Policy Center, he has directed annual analyses of the president's budget proposals, creation of TPC's Tax Policy Briefing Book, and redesigning TPC's website. Williams is a regular source for reporters seeking information about tax and budget policy and has appeared frequently on television news programs and both national and local radio shows. His work has been cited broadly in diverse outlets ranging from the New York Times to the Daily Show. Kim Reuben Kim Rueben is an expert on state and local public finance and the economics of education. Her research examines state and local tax policy, fiscal institutions, state and local budgets, issues of education finance and teacher labor markets. Current projects include work on state budget shortfalls, financing options for California, the fiscal health of cities and examining higher education tax credits and grants. In addition to her position at TPC, Rueben is an adjunct fellow at the Public Policy Institute of California (PPIC) and a member of the Strategic Planning Group of the Center for the Analysis of Longitudinal Data in Education Research (CALDER). Prior to joining the Urban Institute, Rueben was a research fellow at the PPIC. She has served as an adjunct professor at the Georgetown Public Policy Institute and the Goldman School of Public Policy at the University of California at Berkeley, a visiting scholar at the San Francisco Federal Reserve Bank, and a member of the executive board of the American Education Finance Association. Charles Sallee Deputy Director, Legislative Finance Committee Mr. Sallee has worked for the LFC for over six years conducting and overseeing program evaluations of state agencies, and public and higher education. Notable work includes evaluations that have led to major policy changes or cost savings in the areas of Medicaid, higher education, adult and juvenile corrections, and public schools. Prior to returning home to New Mexico, Mr. Sallee worked for the Texas legislature, including performing sunset reviews of state agencies to determine their ongoing need. Notable work included projects that led to an overhaul of the workers’ compensation system and streamlining workforce development services. In addition to policy and accountability work, Mr. Sallee has practical experience in health and human services, including providing direct services to people with disabilities and abused children. Mr. Sallee is from Las Cruces and earned a BSW from New Mexico State University and MSW-Administration from Texas State University-San Marcos. Tom Clifford, PhD. Cabinet Secretary, Department of Finance and Administration Tom Clifford is the Cabinet Secretary of the New Mexico Department of Finance and Administration. He was appointed to the cabinet post in August 2011 by Governor Susana Martinez and serves as the governor’s top budget advisor. As the chief executive at DFA, Clifford leads a staff of 173 employees. His agency performs a range of financial services by crafting the state budget, processing payroll for 22,000 state employees, managing the state’s two main bond finance programs and conducting oversight of state agencies and local governments. Clifford received a doctorate in economics in 1984 from the University of California, Santa Barbara, where he also earned a master's degree. He has a bachelor's degree in economics from San Jose State University. After completing his education, Clifford worked 10 years in Washington in various roles for the United States Congress. Clifford and his family moved to New Mexico in 1994. Earlier in his state government career, Clifford was chief economist and deputy secretary at DFA. He has supervised the Tax Research Office at the Taxation and Revenue Department, served as research director for the New Mexico Tax Research Institute and worked as the chief economist for the Legislative Finance Committee. Before being named DFA Secretary, Clifford spent the first eight months of the Martinez Administration at the Taxation and Revenue Department as tax policy and research director. Secretary Demesia Padilla, CPA In 2011, Governor Susana Martinez appointed Demesia Padilla to serve as the Cabinet Secretary of the New Mexico Taxation & Revenue Department. A native New Mexican raised in Albuquerque’s South Valley, Ms. Padilla is a certified public accountant with nearly three decades of experience in both private and public sectors. Ms. Padilla attended Rio Grande High School and graduated from the University of New Mexico Anderson School of Management with distinction. Ms. Padilla is a licensed certified public accountant in the states of Nevada and New Mexico. In 1985 she began her accounting career with a national accounting firm in Las Vegas, Nevada. Prior to starting her accounting firm, she was an Internal Revenue Service Agent in the Albuquerque office. Ms. Padilla is an active member in her community and church serving on numerous boards and committees. Currently she is the chairperson for the Bernalillo County Audit Committee. She also served in the position of a certified public accountant on the New Mexico Gaming Control Board for three years. Jon Barela Jon Barela is the Cabinet Secretary for the New Mexico Economic Development Department. Barela is a native New Mexican, small businessman and an active leader in the state for more than 25 years. He is committed to making New Mexico a place where business and government can work together to create an environment that promotes a vibrant and healthy job market and economy. Barela began his career in public service as a senior aide to the late New Mexico Congressman Joe Skeen. In 1987, he returned to New Mexico and joined the Modrall Law Firm. Four years later he became New Mexico’s Assistant Attorney General and Director of the Civil Division. In this role, he led unprecedented efforts to enforce and educate the public about New Mexico’s open meetings and public records laws. In 1993, Barela joined Intel, one of New Mexico’s largest private employers, as its community and government affairs manager. He set company benchmarks for outreach into underrepresented communities and was awarded the Intel Achievement Award, the company’s highest and most selective honor. Since 2002, he has been a partner in several business ventures. Barela has served on numerous non-profit boards of directors and committees and is passionate about making New Mexico a better place to live and work. He has made competitiveness and improving education central themes in his chairmanship of several significant organizations.
