Thies, Chair I develop and test a new political logic of ethnic local autonomy (minzu quyu zizhi) to ex- plain how the designation of ethnic autonomous territories (EATs) shapes the governance of non-Han groups and sustains the Chinese Communist Party's rule in post-1949 China. Building on the literatures on authoritarianism, decentralization, and ethnic politics, I argue that the strategic granting of ethnic local autonomy allows the central leader to establish his supremacy over subnational political elites while countering his rivals within the central leadership. Through statistical analysis, elite interviews, and archival research, I demon- strate that ethnic local autonomy is not simply introduced to defuse potential mobilization from non-Han groups. Instead, central leaders designate ethnic autonomous prefectures and counties to constrain the power of recalcitrant provincial elites when they face strong rivals within the Politburo. In a broad vein, my dissertation contributes to the literature on authoritarian power sharing and co-optation by moving the analytical focus beyond the central inner circle. By examining central-local relations in non-democratic states, I show that the most credible anti-regime threats are not necessarily the primary targets of the sharing institutions.

Viktória Laura Herczegh China’s unique attitude towards international law: Past and present Budapest 2021 PEACH Working Papers 26 Viktória Laura Herczeg China and international law ABSTRACT China’s unique attitude towards international law: Past and present The rules and regulations of international law are intended to be able to resolve conflicts between two or more states. However, there are some nations of the world that do not completely abide by the mentioned rules, thus making conflict resolution through international law difficult or even seemingly impossible. One of those countries—one with exceptional global influence—is the People’s Republic of China. This paper is intended to firstly discover the historical background and evolution of the East Asian superpower’s current attitude towards law, most of all international law, then present some of the most significant aspects of China’s way of not abiding by or bending the rules to their benefit, while still maintaining a rather neutral or friendly stance in its relations with other states. Finally, my work takes future implications of this attitude into account, looking at some possible alterations that could be beneficial to China as well as to international lawmaking. Domestic Capital in China’s Internationalization Going Out or Opting Out? Capital, Political Vulnerability, and the State in China’s Outward Investment Meg Rithmire F. Warren McFarlan Associate Professor Business, Government, and International Economy Harvard Business School Abstract: How do state-business relations interact with outward investment in authoritarian regimes? This paper examines this question in the context of China’s rapid transformation into major capital exporter. While most political economy scholarship focuses on firms’ economic profiles to discern preferences toward international openness, this paper shows the importance of domestic political status and specifically business’s vulnerability to the state in explaining the behavior of firms as they invest abroad and the state’s reaction. I present three types of domestic capital that differ in economic and political logic as they go abroad: tactical capital pursues political power and prestige, competitive capital pursues commercial goals, and crony capital seeks refuge from the state and asset expatriation. The Chinese regime’s approach to outward investment, which I characterize as mobilization campaigns adjusted over time and combined with targeted domestic regulation, endeavors to treat these different kinds of capital differently, deploying and disciplining tactical capital, enabling competitive capital, and constraining crony capital.
