He lights a ceremonial pipe, and, upon inhaling, offers it to Olzhas Suleimenov, Kazakh national poet and leader of the Nevada-Semipalatinsk movement in Kazakhstan, who smokes it in turn (see Figure 1). After completing the Western Shoshone Pipe Ceremony, the two reach down into the earth, each pulling up a stone, which they then proceed—in accordance with Kazakh custom—to throw at the face of evil—in this case, the face of nuclear fallout.1 This face is everywhere at the Nevada Test Site, and yet, nowhere to be seen.2 Guidelines for direct action campaigns at the test site caution would-be activists to be afraid of it—to be afraid of the dust. Contaminated from decades of nuclear weapons testing, this dust kills—just one more thing the Western Shoshone share with Kazakh downwinders, who, nearly a year-and-a-half earlier and halfway across the globe, gathered at Mt. Karaul near the boundary of Semipalatinsk, the Soviet counterpart to the Nevada Test Site, to hurl their own stones at the face of this very same evil.

Reno, Nevada October, 1991 The Nevada Agency for Nuclear Projects/Nuclear Waste Project Office (NWPO) was created by the Nevada Legislature to oversee federal high-level nuclear waste activities in the State. Since 1985, it has dealt largely with the U.S. Department of Energy's (DOE) siting of a high-level nuclear waste repository at Yucca Mountain in southern Nevada. As part of its oversight role, NWPO has contracted for studies designed to assess the transportation impacts of a repository. This study was funded by DOE grant number DE-FG08-85-NV10461. NATIVE AMERICANS AND STATE AND LOCAL GOVERNMENTS Native Americans' concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones, who have organized into the Western Shoshone National council, a new political/governmental structure in Nevada Indian country. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available (for example, about the transportation routes which will be used to convey radioactive materials to Yucca Mountain) • This paper discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

We should challenge the presidential candidates to deal with this matter. We should demand that they consider the immorality of threatening innocent people and the environment in the name of nuclear deterrence. We should insist that they admit that nuclear weapons have no utility for war-fighting, as numerous military leaders have testified. The same issues could be raised with candidates for the U.S. Senate and House of Representatives. I would like to explore this matter with you by correspondence and to talk with you some time during the first week of General Conference. I'll be there from May 1 to 5. One possibility would be a letter from religious leaders to the presidential candidates, emphasizing the immorality of nuclear weapons and asking them to set forth a plan for global elimination of nuclear weapons within a reasonable time span. Because of the sensitive nature of church/state relations the signers might be persons like yourself who are not official representatives of religious denominations rather than asking heads of communion to sign. Such persons might include Bishop Walter Sullivan, president of Pax Christi; retired heads of communion, such as Episcopal Bishop Edmond Browning, former UCC president Paul Sherry, retired Presbyterian Stated Clerk James Andrews, etc.; Joan Brown Campbell; other prominent clergy, including other faiths.     Environmental Justice Storytelling: Angels and Isotopes at Yucca Mountain, Nevada Donna Houston Department of Environment and Geography, Macquarie University, NSW, Australia; [email protected] Abstract: This paper discusses the productive role of storytelling in community struggles for environmental justice. The individual and collective task of environmental justice storytelling highlights where the politics of pollution intersect with geographical imaginations. Storytelling takes on a productive role in transforming localized and individual emotions and experiences of environmental injustice into public knowledge that is performed in the world. This paper draws on a case study of nuclear waste disposal at Yucca Mountain in Nevada. I focus on how storytelling enacts scenarios of environmental witnessing and transformation that hold together a plurality of presences, absences, action and imagination, past histories and hope for the future. Keywords: environmental justice, activism, storytelling, contaminated landscapes, nuclear waste, imaginative spaces To imbue a landscape with moral and even redemptive significance is for most of us nothing more than a romantic fantasy. But there are occasions when to travel through a landscape is to become empowered by raising its meaning (Michael Taussig 1987:335) Redemption depends on the tiniest fissure in the continuous catastrophe (Walter Benjamin 2003:185). Introduction On 9 March 2010, over a hundred antinuclear waste campaigners, politicians and activists gathered to celebrate the demise of the Yucca Mountain Project (YMP)— the site for the first US commercial radioactive waste dump in Nevada. The mock wake for Yucca Mountain was held in Las Vegas at ghostbar, high above a vista of city lights. Yucca Mountain is located approximately 100 miles to the northwest, inside the Nevada National Security Site (Nevada Test Site) where, during the 1950s, flashes from the atmospheric testing program frequently lit up the Las Vegas sky.
