The Chairman welcomed all to the meeting.

2. Mr Steve TSE, JP, the District Officer (Kwun Tong), on behalf of the Kwun Tong District Office (KTDO), congratulated the following Members on their being given an honour or award by the Chief Executive on 1 July:

a. Mr YIP Hing-kwok was awarded the Bronze Bauhinia Star (BBS);

b. Mr LUI Tung-hai was awarded the Medal of Honour (MH);

c. Mr WONG Chun-ping was awarded the Medal of Honour (MH); and

d. Mr NGAN Man-yu was awarded the Chief Executive's Commendation for Community Service.

He wished that the aforesaid four Members would continue to actively participate in public and community services and make greater contribution to the society. Meanwhile, he also, on behalf of the KTDO, congratulated the following three community members on their being given an honour or award by the Chief Executive:

a. Mr CHAN Kwok-ki, the Convener of the Working Group of the Kwun Tong District Youth Programme Committee (the Working Group of the Outstanding Volunteer Award Scheme) and a Member of the Kwun Tong Healthy City Steering Committee, was awarded the Medal of Honour (MH);

b. Mr CHENG Chung-man, a former Member of the Kwun Tong District Youth Programme Committee, was awarded the Medal of Honour (MH);

c. Mr CHEUNG Wai-ming, the former Chairman of the Sau Mau Ping Area Committee, was awarded the Chief Executive's Commendation for Community Service.

He anticipated to continue cooperating with the aforesaid Members/community members in promoting the prosperous development of Kwun Tong District and, in concerted efforts, to turn Kwun Tong into a harmonious community full of vitality with residents enjoying their living in

3. The Chairman also, on behalf of the Kwun Tong District Council (KTDC), congratulated the aforesaid Members/community members on their being given an honour or award on 1 July. He anticipated to continue cooperating cordially with Members and community members in pushing forward various development and plans, and to turn Kwun Tong into a harmonious community full of vitality with residents enjoying their living in peace.

Item II - Meeting with the Commissioner for Transport

5. The Chairman welcomed Ms CHAN Mable, JP, Commissioner for Transport (C for T), Mr Peter WONG, Assistant Commissioner for Transport/Urban, Mr Tommy NG, Chief Transport Officer/Housing Project and Ms Carrie TO, Senior Engineer/Land Supply, of the Transport Department (TD) to the meeting for exchanging views and discussing matters on traffic and transport with Members.

6. The C for T introduced the major work of the TD, covering the public transport strategies of Hong Kong, implementation of Smart Mobility, Route 6, major transport improvement measures within the district, projects in Kwun Tong District under the Universal Accessibility Programme, bus route development within the district, as well as the territory-wide Public Transport Fare Subsidy Scheme.

7. Members welcomed the C for T to the meeting and commended the work attitude and enthusiasm of the regional officers of the TD. Members raised views and enquiries as follows:

7.1 Mr Marco MA suggested: (i) expediting the implementation of the works items suggested under the scheme on “Provision of Hillside Escalator Link and Elevator System and Elevated Walkway”; and (ii) extending the scheme on “Subsidising the Installation of Real-time Bus Arrival Information Display Panels at Covered Bus Stops by Franchised Bus Companies” to green minibus (GMB) stops and enhancing the monitoring of GMB services in respect of frequency arrangements, drivers’ service

5 attitude, cleanliness of vehicle compartments, etc.

7.2 Mr WONG Chun-ping suggested: (i) seeking ways to alleviate the traffic congestion problems in Sau Mau Ping and following up on the inadequacy of bus and GMB services in Sau Mau Ping during the morning and evening peak hours; (ii) streamlining the bus routes in Sau Mau Ping Area; (iii) expediting the implementation of the planning and construction of the East Kowloon Line (EKL); (iv) conducting feasibility studies on the introduction of GMB routes plying between Sau Mau Ping Area and Ngau Tau Kok MTR Station and Hong Kong Children's Hospital in Kai Tak; and (v) maintaining close liaison with Members regarding the planning of the bus routes within the district.

7.3 Ms TSE Suk-chun suggested the TD consider: 7.3.1 relocating the Driving Test Centre; 7.3.2 providing additional traffic signal facilities at the crossing outside the Yau Tong Community Hall on Ko Chiu Road; 7.3.3 providing additional road crossing facilities at the junction of Lei Yue Mun Road and the Eastern Harbour Crossing (EHC); 7.3.4 adjusting the time of the traffic light at the junction from Yau Tong Road to the left into Lei Yue Mun Road; 7.3.5 providing additional metered parking spaces in Yau Tong Area; 7.3.6 providing additional parking spaces for goods vehicles of a permitted gross vehicle weight exceeding 5.5 tonnes within the district; 7.3.7 extending services of route no. A26 of Citybus Limited (CTB) to the Hong Kong Port of the Hong Kong-Zhuhai-Macao Bridge and extending the operating hours of the route; 7.3.8 strengthening services of CTB route no. E22P to whole-day services; 7.3.9 adjusting the routeing of route no. 14H of Kowloon Motor Bus Company (1933) Limited (KMB) to serve residents in areas around Lei Yue Mun, strengthening services of KMB route no. 14D to whole-day services and changing its routeing to divert via United Christian Hospital; 7.3.10 introducing a new bus route plying between Yau Tong and Tsuen Wan West as soon as possible; 7.3.11 implementing the extension of KMB route no. 88X to Yau Tong as

6 soon as possible; 7.3.12 extending KMB route no. 89 to Yau Tong; 7.3.13 extending GMB route no. 62S to Yau Tong; 7.3.14 extending KMB route no. 613 to Siu Sai Wan; 7.3.15 extending KMB route no. 277X to Yau Tong; 7.3.16 extending GMB route no. 87 to Lei Yue Mun; 7.3.17 providing additional bus routes plying between Yau Tong and Yau Tsim Mong District; 7.3.18 including all the bus routes serving Yau Tong District into the bus-bus interchange (BBI) concession schemes; 7.3.19 improving the frequencies of KMB route nos. 14, 14B, 14X, 214 and 603; 7.3.20 improving the frequencies of GMB route nos. 23C, 24, 24M and 76B; and 7.3.21 operating services of KMB route no. 14S on the exact days of the Ching Ming Festival and Chung Yeung Festival. (Post-meeting note: the detailed suggestions were set out in a letter dated 10 July from Ms TSE to the C for T.)

7.4 Mr Wilson OR suggested: (i) passing the PowerPoint file of the TD to Members for reference after the meeting; (ii) putting forward improvement plans regarding the traffic congestion situations during the morning peak hours on Kwun Tong Road/Lung Cheung Road; (iii) discussing with the MTR Corporation Limited (MTRCL) regarding the projects of Kwun Tong Town Centre Redevelopment and reviewing the design and linkage of Kwun Tong MTR Station so as to solve the crowding problems on the platforms of the railway station during the peak hours; (iv) implementing the works of On Tin Street under the dedicated Hillside Elevator and Escalator Fund as soon as possible; (v) expediting the streamlining of bus stop facilities and extending the improvement works to GMB stops; and (vi) streamlining bus routes of the Anderson Road Development Area in order to enhance the external traffic connections of the area.

7.5 Mr SO Koon-chung suggested: (i) implementing the construction of the EKL as soon as possible; (ii) introducing Airport bus routes diverting via Hong Ning Road, Chun Wah Road and Sam Choi Area; (iii) connecting Lok Wah Area to places such as or Ngau Tau Kok by the Hillside Elevated Walkway connection works; and (iv) further extending

7 the GMB route originally proposed to be extended to Lam Chak Street of Kowloon Bay to Hong Kong Children’s Hospital.

7.6 Mr KAN Ming-tung suggested: (i) improving the situation of the parking space shortage within the district; (ii) enhancing the ancillary traffic facilities near the exit of the EHC; (iii) introducing section fares for and reducing fares of bus routes operating in the circular mode; (iv) expediting the progress of the installation of seats at bus stops in Area; and (v) implementing improvements measures such as the widening works of Lin Tak Road, provision of BBIs, construction of the EKL, etc. as soon as possible.

7.7 Mr WONG Chi-ken suggested: (i) formulating long-term solutions for the traffic congestion in Kwun Tong District; (ii) constructing an escalator at Chun Wah Road, , to connect the uphill and downhill areas under the scheme on “Provision of Hillside Escalator Link and Elevator System and Elevated Walkway”; (iii) providing additional Airport bus routes diverting via Lok Wah Estate; and (iv) providing additional motorcycle parking spaces in Lok Wah Area (outside the estate and shopping centre areas), as well as streamlining the bus routes to connect the area to Ngau Tau Kok and Lam Tin.

7.8 Mr TAM Siu-cheuk suggested enhancing the monitoring of KMB and GMB services and adjusting services of related routes through bus route rationalisation plans in order to meet the traffic demand of residents.

7.9 Mr MOK kin-shing suggested: (i) coordinating the heavier traffic in the adjacent areas, such as Sze Shun Area, and the heavier public transport burden arising from the progressive intake of the Anderson Road public housing estates; (ii) strengthening the monitoring of GMB services and providing additional public transport services plying from Sze Shun to Kowloon Bay; (iii) reviewing the distribution of bus stops at the Ping Shek Public Transport Interchange regarding the traffic congestion problems on Clear Water Bay Road; and (iv) extending the BBI schemes to all the bus routes.

7.10 Mr CHEUNG Ki-tang suggested: (i) relocating the Yau Tong Driving Test Centre; (ii) improving the ancillary traffic facilities for the Ko Chiu Road

8 and Pik Wan Road Housing Schemes to facilitate residents’ travelling to and from out-patient clinics and different community facilities; (iii) setting locations for a future pilot scheme on multi-storey car parks; (iv) maintaining close communication with Members regarding the improvement works of the Lei Yue Mun Roundabout; and (v) reviewing services of newly introduced bus routes such as KMB route no. 14H and CTB route no. A26.

7.11 Mr LUI Tung-hai suggested: (i) relocating the Yau Tong Driving Test Centre as soon as possible; (ii) strengthening the public transport services in areas around , Lei Yue Mun and Yau Tong Industrial Area and extending the routeings of CTB route no. A26 and KMB route no. 14H to Lei Yue Mun; and (iii) planning the public transport services of Yau Tong Area as soon as possible to tie in with the future population growth.

7.12 Ms SO Lai-chun suggested: (i) implementing the EKL as soon as possible; and (ii) providing an additional footbridge diverting via Hip Wo Street and connecting the MTR Station to United Christian Hospital in order to improve the connectivity of pedestrian facilities within the district.

7.13 Mr CHEUNG Yiu-pan suggested: (i) providing Airport bus routes diverting via areas such as Lok Wah Estate, Chun Wah Road, etc. or arranging the existing Airport bus routes to divert via the above areas; (ii) studying the provision of additional multi-functional smart multi-storey car parks to increase the number of parking spaces in newly developed areas; and (iii) putting more efforts in hearing views from Members of the district and people with disabilities when planning major pedestrian improvement measures within the district.

7.14 Mr CHEUNG Pui-kong suggested: (i) implementing the EKL as soon as possible; and (ii) planning and announcing traffic improvement measures for projects such as Yau Tong Bay, Anderson Road Quarry Site, etc. within the district as soon as possible so as to tie in with the population growth within the district.

7.15 Mr Patrick LAI suggested: (i) providing an additional extension diverting via Lam Tin (North) for the EKL for connection with Yau Tong in order to facilitate commuting of school children in the district; (ii) introducing

9 legislation to regulate vehicle modifications and volume of vehicles regarding the situation that vehicles in areas around the EHC and Yau Tong Road emitted noise; (iii) improving the traffic lights at crossings along Yau Tong Road; (iv) reviewing the feasibility of using vacant land for temporary car parks; and (v) providing additional short-haul fare concessions for bus services within the district, as well as adjusting routeings of buses in order to enhance services in areas around Lei Yue Mun Road and Yau Lai Estate.

7.16 Mr Nelson CHAN suggested: (i) studying the diversion of vehicles of Wai Yip Street, Ngau Tau Kok Road and Kwun Tong Road so as to alleviate the traffic congestion of Kwun Tong Town Centre; (ii) expediting the construction of a pedestrian link network within the district, such as constructing an elevated footbridge outside Ting Yip Street, Ngau Tau Kok for connection to MegaBox, Kowloon Bay and the hospital compound, providing an additional footbridge at Exit D, Kwun Tong MTR Station for connection to , extending the existing pedestrian network system of Tsui Ping (North) Estate, etc.; and (iii) providing bus stops of the proposed environmentally-friendly connection system in Kwun Tong Town Centre in order to share the burden of the MTR line.

7.17 Mr CHOY Chak-hung suggested: (i) streamlining the ancillary facilities of the public transport services of Sze Shun Area, On Tat Estate and On Tai Estate and arranging bus routes to ply between On Tai Estate and Choi Hung MTR Station nearby so as to relieve the burden of KMB route no. 27 during the morning peak hours; (ii) improving the situation of traffic congestion in areas around Clear Water Bay; (iii) improving the situation of traffic congestion in areas around the construction site of the Shatin to Central Link in the periphery of Wong Tai Sin Temple; and (iv) implementing the construction of a pedestrian link connecting Sze Shun Area to Choi Hung under the scheme on “Provision of Hillside Escalator Link and Elevator System and Elevated Walkway”.

7.18 Mr CHENG Keung-fung suggested: (i) taking the opportunity of the Kwun Tong Town Centre Redevelopment to widen the platforms of Kwun Tong MTR Station; (ii) enhancing the monitoring of bus services within the district; (iii) constructing a footbridge at Exit D, Kwun Tong MTR Station

10 for connection to Kwun Tong Swimming Pool under the scheme on “Provision of Hillside Escalator Link and Elevator System and Elevated Walkway” and studying the feasibility of expanding the footbridge system; and (iv) updating the Hong Kong Planning Standards and Guidelines in order to increase the number of parking spaces provided in a new project.

7.19 Mr TANG Wing-chun suggested: (i) strengthening the monitoring of GMB services and reviewing issues of the operators, such as the license renewal mechanism, improvement for the situation of losing trips, overloading, drivers’ poor attitude, etc.; (ii) improving the service quality of the MTR, streamlining barrier-free facilities of MTR Stations and widening the platforms of Kwun Tong MTR Station; and (iii) monitoring shuttle bus services plying to and from areas around Sin Fat Road near Lam Tin MTR Station in order to prevent the traffic flow on that road section from exceeding the capacity of the road section.

7.20 Mr Anthony BUX suggested: (i) strengthening the monitoring of GMB services; (ii) increasing the number of parking spaces within the district in order to improve the situation of illegal parking in the district; (iii) following up on the road improvement works at Regent Garden near the junction of Kai Yan Street; and (iv) improving the mechanism and channels for dissemination of public transport service information so that Members could be informed of changes in traffic services in the district in a timely manner.

7.21 Mr Perry YIU suggested: (i) putting more efforts in hearing views from frontline staff and local communities regarding traffic improvement measures; (ii) studying the feasibility of constructing a pedestrian link system covering the whole Lam Tin Area; and (iii) improving the ancillary facilities of public transport of the Kai Tak Cruise Terminal.

7.22 Mr Jonathan HO suggested: (i) providing an additional traffic signal-controlled crossing at the Hoi Yuen Road Roundabout; (ii) increasing the number of parking spaces in the district in tandem with the residential development projects in the district; (iii) discussing with KMB in a timely manner regarding BBI concession schemes of KMB; and (iv) providing an explanation on the need for introducing a new bus route plying between Kwun Tong Town Centre and West Kowloon Station of the

11 Express Rail Link.

7.23 Mr YIP Hing-kwok suggested: (i) constructing a footbridge connecting to Kowloon Bay MTR Statation as soon as possible and advancing the target completion time of that footbridge to end-2020 so as to tie in with the operation commencement of the East Kowloon Cultural Centre; and (ii) constructing district-based large-scale car parks for the use by goods vehicles in order to solve the parking space shortage problem.

7.24 Mr CHEUNG Shun-wah suggested: (i) implementing the construction of the EKL as soon as possible and providing an “east extension” connecting Po Tat and Yau Tong and a “west extension” connecting Choi Wan and Lok Fu/ Kowloon Tong; (ii) introducing section fares for bus routes operating in the circular mode; (iii) providing double white lines at the Hoi Yuen Road Roundabout at the location in front of the entrance of the tunnel; (iv) adopting new technology to monitor the situation of illegal parking in order to enhance road management efficiency; (v) using parking robots to minimise the space needed for parking, thereby increasing the number of parking spaces; and (vi) improving the air quality of the Lam Tin Public Transport Interchange and studying the relocation of the air-conditioned waiting room to a better location.

7.25 Ms FU Pik-chun suggested: (i) reviewing the bus services of Sze Shun in order to alleviate the additional traffic demand brought by the population growth in the public housing estates on Anderson Road; (ii) providing additional en-route stops for KMB route no. 290 in Sze Shun Area; (iii) commencing the works of the EKL as soon as possible; and (iv) implementing measures of Smart Mobility by retrofitting bus stops with bus arrival information display panels and seats as soon as possible.

7.26 Mr CHEUNG Keng-ieong suggested: (i) reviewing the Airport bus route network to prevent overlapping of resources and providing additional Airport bus routes diverting via Lok Wah, Sam Choi and Hip Wo Street; (ii) expediting the construction of a footbridge connecting Exit D, Kwun Tong MTR Station to Kwun Tong Swimming Pool and ; and (iii) enhancing communication with local communities regarding the issues of adjusting bus route frequencies.

12 7.27 Mr Kin HUNG suggested: (i) cancelling the measure of adding intermediate steps to GMBs; and (ii) implementing the construction of the EKL as soon as possible in order to improve the traffic services in the uphill areas of Kwun Tong.

8. The TD, on behalf of officers of the Regional Offices, thanked Members’ commendation and views and remarked that it would enhance communication between its officers and Members regarding traffic and transport issues. The overall responses given in reply to Members’ views are as follows:

8.1 Tackling traffic congestion problems: regarding the preliminary planning of the new development projects in the district, the Transport and Housing Bureau (THB), Highways Department (HyD), Planning Department (PlanD) and TD would jointly conduct traffic assessment and surveys, thereby improving the traffic situations in the district. In addition, as regards the several strategic roads in the district, including Kwun Tong Road, the Hoi Yuen Roundabout, New Clear Water Bay Road, as well as the area around Lai Yip Street, the TD would relieve the traffic congestion pressure in the district by: (i) improving road infrastructure; (ii) studying the widening of roads and provision of more traffic lanes; and (iii) taking the opportunity of the Kwun Tong Town Centre Redevelopment Project to re-plan works such as those related to the road network in order to alleviate the traffic congestion pressure within the district.

8.2 Expanding the scale of the BBI schemes of bus routes: the concessions required complementary measures by multiple parties. For instance, they required land for construction of BBI facilities and negotiation with bus companies for introduction of arrangements such as fare concessions. The TD would follow up on the taking forward of the schemes proactively.

8.3 Improving the pedestrian link system : since the uphill areas of Kwun Tong would develop rapidly in the future, the population of the district would increase drastically. Apart from enhancing feeder services such as bus and GMB services, the TD also attached great importance to strengthening the pedestrian link system within the district and had commenced a pedestrian-connectivity-oriented study. To take forward the Government’s policy for promoting “Walk in HK”, the TD would tie in with the construction of footbridges and related link systems planned under

13 the HyD and CEDD’s new development projects by improving the ancillary traffic and public transport facilities in the district, such as providing additional traffic light facilities at pedestrian crossings, adjusting locations of bus stops, GMB stops and taxi stands, etc.

8.4 Coping with the growth in the demand for parking spaces in the district: the TD would study the feasibility of increasing the number of parking spaces and on-street metered parking spaces in the district in order to cater for the growth in the demand for parking spaces. On the other hand, the TD was presently conducting a consultancy study on commercial parking spaces so as to review the demand for and supply of parking spaces in various districts in Hong Kong and study the feasibility of using public idle land for multiple purposes and developing additional parking spaces in underground space. Moreover, the TD was currently studying with the HyD the addition of provisions in land leases to request commercial buildings to open some of the passenger-loading/unloading spaces for public parking use at night. When planning the numbers of parking spaces in new development projects in the district, the TD would also request the developers to provide parking spaces according to the upper-end target. The TD would also incorporate smart parking systems in the pilot projects of construction of multi-storey car parks in order to relieve the shortage of parking spaces in the district.

8.5 Enhancing the regulation of public transport services: regarding the public transport systems in Hong Kong such as the MTR, franchised bus and GMB services, the TD would continue to play its role as a regulator to urge the operators to make improvement continuously. As regards the railway operation, the THB and HyD were presently conducting a study on the planning of the EKL. The TD would relay Members’ views to the THB. As for the crowding situation of the platforms of Kwun Tong MTR Station, the TD would liaise with the Operations Department and Engineering Department of the MTRCL to discuss and study solutions. In regard to bus services, the TD would follow up on Members’ views on different routes proactively, and arrange enhancement of related bus and GMB services in the district having regard to the impacts on the public transport ancillary facilities in the peripheral areas brought by the projects in the Anderson Road Development Area. In respect of the monitoring of GMB services, the TD would arrange on-site inspections. If situations of losing

14 trips or having malpractices were found on individual routes, the TD would request the operators to make improvement and conduct follow-up actions.

8.6 Enhancing the public transport ancillary facilities: the TD would urge bus companies to expedite the installation of seatS and display panels at bus stops. As for bus stops without any power supply, the TD would discuss with KMB the feasibility of using solar facilities to supply power. Meanwhile, the TD would progressively conduct relevant works for facility enhancement at locations in various districts under a pilot scheme, such as providing an air-conditioned waiting room and providing additional charging facilities for electric public light buses at the public transport interchange in the Kwun Tong Town Centre Redevelopment Project.

9. The Chairman expressed his gratitude to the C for T for her visit to the KTDC for exchanging views on traffic and transport issues with Members.

Item III - Kowloon East Cluster Annual Plan 2018-19 and Progress Update on the Expansion of United Christian Hospital (KTDC Paper No. 22/2018)

10. The Chairman welcomed Dr TOM Kam-tim, Cluster Chief Executive (Kowloon East)/Hospital Chief Executive, United Christian Hospital, Mr Terrance CHAM, Chief Manager, Kowloon East Cluster/Administrative Manager, United Christian Hospital, Ms Shirley FAN, Senior Hospital Administrator (Service Development and Administrative Support), Kowloon East Cluster and Mr CHAN Siu-fung, Acting Officer i/c, Community Involvement & Volunteer Service Department, United Christian Hospital, to the meeting to assist with discussion.

11. Dr TOM presented the paper.

12. Members raised enquiries and views as follows:

12.1 Mr CHEUNG Shun-wah suggested the Hospital consider making

15 improvement regarding its failure in fulfilling its service pledges.

12.2 Mr YIP Hing-kwok suggested the Hospital consider shortening the waiting time of specialty services as far as possible and study how to provide public-private collaborative services, under which patients paid part of the medical charges by themselves so that they could receive medical treatment faster.

12.3 Ms SO Lai-chun suggested the Hospital consider: (i) seeking ways to solve the medium- and long-term manpower shortfall problems in order to relieve staff’s stress; (ii) retrofitting Sau Nga Road with noise barriers regarding the expansion works so as to reduce the noise nuisance; (iii) constructing an additional lift tower in Sau Ming Road Park so as to enhance the pedestrian connectivity to and from the Hospital; and (iv) compensating residents near Sau Nga Road Playground with corresponding recreational and sport facilities if the playground (the upper part) was selected for phase two of the expansion.

12.4 Mr CHAN Wah-yu suggested the Hospital consider shortening the waiting time of specialty services. He also hoped that the Hospital would alleviate the manpower shortfall situation and encourage its staff more.

12.5 Ms FU Pik-chun suggested the Hospital consider: (i) making improvement regarding the excessively long waiting time of specialty services; and (ii) simplifying the voice input procedure of the updated out-patient clinic appointment booking system.

12.6 Mr Perry YIU suggested the Hospital consider: (i) making improvement regarding the excessively long waiting time of specialty services; and (ii) enhancing the transparency of the waiting time in clinics to avoid making patients wait for long.

12.7 Mr CHAN Chun-kit suggested the Hospital consider strengthening the medical services of Ping Shek Area through the Kai Tak Mansion Redevelopment Project, such as providing an additional general out-patient clinic to facilitate the local elderly’s travelling to and from United Christian Hospital without commuting.

16 12.8 Mr CHENG Keung-fung suggested the Hospital strike a balance between the expansion of the hospital and provision of recreational and sport facilities when selecting a site for further expansion.

13. The Hospital responded to Members’ views as follows:

13.1 The Hospital’s service pledges: the Hospital pointed out that its service pledges had substantially been met, but the increased service amount could still not cope with the rapid population growth and the demand of the aging population in the community. For example, the waiting time of non-emergency services was indeed unsatisfactory. The Hospital had already applied for funding. The related services would be improved progressively after the Government increased the Hospital’s resources.

13.2 Inter-district treatment: in the present system of the Hospital Authority, residents were allowed to receive inter-district treatment. Methods that facilitated the use by the public had also been introduced, such as mobile phone applications, to encourage and assist the public to understand the waiting time of specialty services of various hospitals. However, since the public wished to receive continuous and seamless treatment, they tended to receive services of different specialties in the same hospitals instead of choosing to have treatment in hospitals with shorter waiting time. As a result, this caused pressure to the Hospital.

13.3 Providing out-patient specialty services in a public-private collaborative mode: the Hospital remarked that the public-private collaborative scheme was not limited to the provision of out-patient specialty services, but it also covered other services such as renal dialysis treatment, screening of colorectal cancer, x-ray diagnoses, haemodialysis, etc. for alleviation of the service pressure of the Hospital. The Hospital would continue to identify suitable cooperation partners next year so as to provide more related services.

13.4 Increasing the manpower of the Hospital: the Hospital indicated that there was an actual manpower growth every year for taking forward new services. The situation was only that the manpower growth could not meet the demand growth. The Government had planned to increase the enrolment capacity of doctors, nurses and even allied health professionals

17 in the future several years. It would increase the manpower of the healthcare profession strategically in order to cater for the social demand.

13.5 The updated phone booking system: the Hospital remarked that improvement had already been made to the new system and understood that it took time for the elderly to adapt to the system. The Hospital would put more efforts in education in this respect.

13.6 Transparency of waiting time of medical consultations: the Hospital said that it understood patients’ needs. It had lengthened the consultation hours and increased the number of consultation periods. It hoped that related services could be improved after the expansion works were completed.

13.7 General out-patient services: the Hospital remarked that the Hospital Authority had conducted long-term planning regarding the population growths in areas in the district, such as Yau Tong and Anderson Areas. In addition, the Government had also increased the number of infrastructure projects for general out-patient services to cater for the demand.

13.8 Expansion works: the Hospital said that it would continue to follow up on the proposal on noise barriers. Moreover, the Hospital Authority and related departments were proactively studying the proposal on the lift tower of Sau Ming Road Park. As regards the works of a storage cistern, the Hospital would strike a balance between the works and residents’ needs for recreational and sport facilities in order to formulate a plan that all the parties would accept.

14. The Hospital remarked that Sau Nga Road was closed during a typhoon last year due to collapse of big trees. The Hospital especially thanked the District Officer (Kwun Tong), the KTDC and related departments for their assistance and lending Sau Ngau Road Playground for provision of temporary emergency access, thereby preventing the operation of the Hospital from being affected again.

15. The Chairman reminded the Hospital that it needed to consult the KTDC again in the future regarding the expansion issues of the Hospital that involved the re-provision and relocation of Sau Nga Road Playground.

Item IV - Kowloon Planning Area No. 14 (Part) Draft Kwun Tong (Western Part) Outline Development Plan No. D/K14A/1H (KTDC Paper No. 23/2018)

16. The Chairman welcomed Mr Tom YIP, the District Planning Officer/Kowloon, Ms Jessie KWAN, the Senior Own Planner/Kowloon 5, and Mr Raymond LEUNG, the Works Consolidation Manager (3), of the PlanD to the meeting to assist with discussion.

18. Members raised enquiries and proposals as follows:

18.1 Mr TANG Wing-chun (i) suggested the PlanD consider adding a provision into the conditions of land sale to request the developer to provide a portal of a pedestrian link to on the road section to facilitate the public access regarding the construction of a footbridge connecting the existing footbridge of King Yip Lane to the new commercial land (lot no. 6195 in ) on Cha Kwo Ling Road; and (ii) expressed his commendation for the upcoming connection of the eastern and western shores of Tsui Ping River.

18.2 Mr CHENG Keung-fung supported the PlanD’s proposal on the pedestrian link network and suggested the PlanD consider further enhancing the network so that it could be connected to Lam Tin MTR Station or Ngau Tau Kok MTR Station in order to facilitate a wider use of the whole network by residents.

18.3 Mr CHEUNG Yiu-pan enquired the PlanD about para. 7 of the paper. He wondered whether requests for providing additional pedestrian facilities at Exits A and B of Kowloon Bay MTR Station would be followed up on by related government departments if such requests were raised in the future.

18.4 Mr CHENG Keng-ieong suggested the PlanD, in order to facilitate residents of the peripheral areas, consider constructing footbridges for connection among areas such as Tsui Ping apart from constructing

19 footbridges for connection of Exit D, Kwun Tong MTR Station and the new commercial land on Cha Kwo Ling Road.

18.5 Mr CHEUNG Shun-wah suggested the PlanD consider implementing the construction of a footbridge connecting the end of the runway of the former airport to the Kwun Tong Commercial Area.

18.6 Mr CHAN Wah-yu thanked the PlanD for accepting the KTDC’s proposal of constructing a footbridge connecting Exit D, Kwun Tong MTR Station to the swimming pool. He proposed that the PlanD consider constructing pedestrian facilities connecting Ting Yip Street to places such as Kowloon Bay, MegaBox and the Central Kowloon hospital compound.

19. The PlanD responded to Members’ views as follows:

19.1 Footbridge plan: the PlanD expressed gratitude for Members’ support. Regarding the construction of a footbridge connecting Exit D, Kwun Tong MTR Station to the existing footbridge and new commercial land of King Yip Lane, apart from taking account of the development of the commercial land in the design, the PlanD would also facilitate the use by residents of Tsui Ping Estate and Laguna City so that they could use the bridge and pedestrian link in the commercial land to go to the MTR Station.

19.2 Link bridge at the estuary of Tsui Ping River: the PlanD remarked that the bridge had been included in the Tsui Ping River Revitalisation Project with related technology assessment under progress. After the completion of the bridge, the and the open space at the shore outside Laguna City would be connected.

19.3 Connection between the footbridge system and the MTR Station nearby: the PlanD said that the present outline mainly covered the pedestrian link system of the Kwun Tong Commercial Area. Related government departments had also put forth pedestrian link proposals for other locations in the district. The PlanD would continue to explore the feasibility of the proposals with various related departments.

19.4 Pedestrian links at Exits A and B of Kowloon Bay MTR Station: the PlanD pointed out that it had introduced the bridge link system of Kowloon Bay

20 to the KTDC earlier, but since it was included in another development outline, it was not mentioned in the present paper.

19.5 Link bridge between the end of the runway of the former airport and the Kwun Tong Commercial Area/Kwun Tong Pier: the PlanD pointed out that the Government intended to construct an environmentally-friendly link system at that location in order to connect the Area to Kwun Tong District. The Government was currently conducting the second phase of a detailed technology study. It was expected that results would be available within this year. By that time, the PlanD would make a report to the KTDC again.

(A) Presentation of a painting from Hong Kong Printers Association to the KTDC

27. In celebration of the 20th anniversary of the handover of Hong Kong to the motherland and to bring young people’s creative works into the community, Hong Kong Printers Association, together with students of the Hong Kong Design Institute of the Vocational Council, produced paintings for various districts of Hong Kong. The painting about Kwun Tong District had been delivered to the KTDC earlier and would be shown in the conference room of the Secretariat. The meeting noted the item.

(B) Matters about relocation of the Sau Mau Ping (East) Social Security Field Unit of the Social Welfare Department

28. Mr Kin HUNG commended and thanked the District Social Welfare Officer (Kwun Tong) of the Social Welfare Department for accepting Members’ views, postponing the relocation of the Sau Mau Ping (East) Social Security Field Unit and keeping the Field Unit in Sau Mau Ping Area.

(C) Expressing gratitude to Kwun Tong Police District and Sau Mau Ping Police District

29. Ms SO Lai-chun commended the high working efficiency of the two police districts regarding a suspected rape case happening on a path to Regent Garden and Kai Ching Estate, and proposed that the HyD install closed-circuit televisions at the above location to enhance the monitoring.
